This letter report presents the results of a geotechnical investigation for a pilot project in support of the PO-75 LaBranch Marsh Creation Project in St. Charles Parish, Louisiana. GeoEngineers, Inc. completed soil borings and testing in proposed marsh creation and borrow areas to evaluate subsurface conditions and consistency with the full-scale project. Laboratory testing of samples from marsh creation borings included strength, density, consolidation, specific gravity, organic content, and Atterberg limits testing. Samples from borrow area borings were tested for moisture content, Atterberg limits, and grain size. Consolidation testing indicated a compression index ranging from 0.14 to 0.16 and probable maximum preconsolidation stresses of 7.75 to 12.1 tons per square foot. The related federal contract opportunity notice seeks a firm fixed-price construction contract for $12 million to restore 1,200 acres of marsh and create 6,540 linear feet of tidal creeks using dredged material from Lake Pontchartrain. The performance period is 524 calendar days from notice to proceed. The soliciting agency is the US Department of Agriculture Under Secretary for Farm Production and Conservation.

This letter report presents results, conclusions, and recommendations in relation to the LaBranche East Marsh Creation (PO-75) Pilot Study project. The work presented in this document has been completed under United States Department of Agriculture contract AG-7217-C-10-0003, Order No. AG7217-D-11- 0078 and Modification No. 0001 of this order.

PURPOSE AND SCOPE OF SERVICES

The LaBranche East Marsh Creation (PO-75) PILOT project is located in the open-water and marsh area studied for the LaBranche East Marsh Creation Project (PO-75) on the southwest corner of Lake Pontchartrain in St. Charles Parish, Louisiana. Figure 1 shows the project vicinity in relation to Lake Pontchartrain. The purpose of this investigation for the PILOT project was to determine if locations selected for a small scale pilot study were similar to the larger full-scale project conditions, so that data collected from the pilot study could be directly applied to the entire project. GeoEngineers, Inc.

(GeoEngineers) performed the following services in support of this investigation:

■ Completed three (3) soil borings in the proposed marsh creation area and tested the samples to evaluate subgrade soil consistency between the pilot study locations and the full-scale project.

■ Completed two (2) initial soil borings in Lake Pontchartrain to assess consistency of a proposed borrow area with the full-scale borrow area located further to the west. Preliminary review of the soil samples revealed that the initial proposed borrow area was unsuitable. We relayed this information to the NRCS and a second borrow area was proposed.

■ Completed four (4) soil borings in Lake Pontchartrain to assess the consistency of the second proposed borrow area with the full-scale borrow area. Data review suggests that the second proposed borrow area is sufficiently similar to the full-scale borrow area to provide analogous

File No. 10883-009-02 dredged fill results. Samples from the newly proposed borrow area were tested to provide specific information about the borings.

■ Prepared graphical profiles of subsurface conditions in the pilot study marsh and borrow areas.

Soil property profiles of marsh creation borings were also created for use in bearing capacity calculations and in future evaluations.

■ Evaluated bearing capacity for both the current and past relevant soil borings near the project area perimeter.

■ Presented observations, results, conclusions, and recommendations in this report. Individual test results are reported in the appendices as noted in the section dealing with laboratory testing.

FIELD EXPLORATION

Sampling for soil borings BHBA-PS1 and -PS2 took place on August 25, 2011. The soil borings were drilled using a pontoon barge-mounted drill rig and taking continuous undisturbed-type samples from the mudline to 20 feet below the mudline. Samples were collected by pushing a 3-inch outside diameter (OD) steel Shelby tube 24 inches into the soil at the sampling depth and retrieving the tube with the soil inside.

The samples were field classified, labeled, and preserved within the tube for transport to the GeoEngineers soils laboratory in Baton Rouge, Louisiana.

Sampling for soil borings BHMC-PS1 through -PS3 occurred on September 8 and 9, 2011. The soil borings were drilled using a two-engine airboat-mounted drill rig. Undisturbed-type samples were taken continuously from the mudline to 20 feet below the mudline and on five-foot centers from 20 feet below the mudline to 30 feet below the mudline. Samples were collected by pushing a 3-inch OD steel Shelby tube 24 inches into the soil at the sampling depth and retrieving the tube with the soil inside. The samples were field classified, labeled, and preserved within the tube for transport to the GeoEngineers’ soils laboratory.

Sampling for soil borings BHBA-PS3 through -PS6 was conducted on October 14, 2011. The soil borings were drilled in Lake Pontchartrain using a pontoon barge-mounted drill rig. Samples were collected continuously from the mudline to 10 feet below the mudline using a 3-inch OD steel Shelby tube sampler.

On retrieval from the subsurface, soil samples were extruded on the barge, classified by our field representative, and preserved for further testing at GeoEngineers’ soils laboratory.

LABORATORY TESTING

At the lab, samples that were kept in sample tubes were extruded, classified to confirm or modify the classification made in the field, and preserved in preparation for further testing. Testing for the pilot study borings followed the same general pattern as for the full-scale project investigation. Samples from soil borings BHBA-PS1 and -PS2 were visually classified; however, no further testing was performed based on the visual classification. Samples from marsh creation soil borings BHMC-PS1 through -PS3 were tested for strength, density, consolidation, specific gravity, organic content, and Atterberg limits. Samples from the soil borings BHBA-PS3 through -PS6 were tested for moisture content, Atterberg limit, and grain-size.

Two self-weight consolidation tests were run on a composite of the BHBA-PS3 through -PS6 samples for use in future modeling efforts. The composite sample was prepared by mixing approximately equal small

Results of lab testing are shown on the boring logs (Appendix A), and are also included in Appendix B. Select results from consolidation testing are shown in the table below. Self-weight consolidation testing results from Louisiana State University (LSU) are located in Appendix C.

*These results are suspect and may be from a faulty test/disturbed sample. We suggest using the specific gravity and moisture content to estimate Cc. The resulting Cc = 0.0054*(SG*MC - 35) = 0.0054*(1.80*571 - 35) = 5.36.

GeoEngineers completed testing comparable to that reported in the November 15, 2010 report by testing composite samples from each soil boring and a composite sample of all soil borings together. Below is a summary of this data.

The testing results from individual composite samples from BHBA-PS3 through BHBA-PS6 indicate less clay than the composite sample from these same soil borings, and generally are more consistent with the 2010 composite sample from soil borings BHBA-1 through BHBA-8. Given the consistency between the four individual 2011 soil boring test results, we believe the individual results are more representative than the 2011 composite sample results, and based on this it appears that the pilot study borrow area soil conditions compare favorably with the 2010 borrow area composite sample.

SITE CONDITIONS

The focus of this investigation was to identify both marsh and borrow area locations for the pilot study that were consistent with the larger LaBranche East Marsh Creation site conditions presented in the

November 15, 2010 geotechnical report prepared by GeoEngineers. As indicated previously, the initial pilot study borrow area soil borings (BHBA-PS1 and -PS2), were not consistent with the larger project borrow area to the west, and another pilot study borrow area was investigated with soil borings BHBA-PS3 through BHBA-PS6. Figure 2 shows the locations of the borings completed for the LaBranche East Marsh Creation PILOT project.

Surface Conditions

All soil boring locations were submerged at the time of sampling. The table below summarizes boring location information. Elevations are listed according to NAVD 88.

Marsh Area Subsurface Conditions

Soil stratigraphy in the marsh creation borings was generally similar to that observed in marsh soil borings presented in the November 15, 2010 report prepared by GeoEngineers. Peat and organic clay were identified at all three soil boring locations at depths consistent with the other soil borings completed by GeoEngineers within the marsh creation area. At the location of soil boring BHMC-PS1, the measured soil shear strength was greater than other soil borings completed for this study or the previous November 2010 report study, although the soil stratigraphy was very similar. This distinction affects the conclusions and recommendations as discussed below. Figure 3 shows a graphical interpretation of subsurface conditions in the marsh creation area.

Borrow Area Subsurface Conditions

At soil borings BHBA-PS3 through BHBA-PS6, the soil encountered was generally less organic in BHBA- PS5 and -PS6 than in BHBA-PS3 and -PS4, and became less organic with depth in all the soil borings.

Soil borings BHBA-PS3 and -PS4 encountered peat at the mudline, underlain by organic clay, underlain by clay with progressively increasing silt content within the 10-foot interval sampled. Soil boring BHBA-PS5 encountered the least organic soils, starting with clay at the mudline, with progressively less organic

Soil boring BHBA-PS6 encountered organic clay at the mudline to a depth of approximately 4 feet, at which point the soil became clay with increasing silt content with depth. Figure 4 shows graphical interpretations of subsurface conditions in the two borrow areas investigated for this study.

CONCLUSIONS AND RECOMMENDATIONS

Suitability of Marsh Pilot Study Sites

Soil boring BHMC-PS1 soil test results indicated stronger soils than those seen in the full scale project investigation and the two other pilot study soil borings, despite very similar soil classification profiles.

This does not preclude this location from being used as a pilot study area; however, GeoEngineers recommends that this location be considered more favorable for testing containment alternatives, and less favorable for monitoring settlement magnitude. Higher soil strength generally suggests less settlement and better global bearing capacity and slope stability, all else being equal. These conditions are favorable for testing containment performance because they will result in higher fill elevations for longer periods, thereby maximizing containment loading. For example, if the NRCS plans to evaluate the existing organic peat soil for containment, this would be a good location to do so. Peat is available for construction at this location and reduced settlement due to higher shear strength would mean that fill will remain at a higher elevation longer. Therefore, the force exerted on the containment dikes will be greater than at other locations where more settlement is expected. Additionally, if the soil beneath the containment dikes settles less, the potential for shrinkage once peat fill is placed above water should be greater. In summary, if peat containment dikes work at the BHMC-PS1 location, they should work at the other locations.

The other two locations (BHMC-PS2 and BHMC-PS3) had soil strength profiles more consistent with the larger project area, and are suitable for any pilot study scenario.

As with any geotechnical investigation, these conclusions and recommendations are only based on the soil boring data available and conditions can vary.

Suitability of Borrow Pilot Study Sites

Based on the soil borings, GeoEngineers recommends excavating borrow materials for the pilot study in the vicinity of soil borings BHBA-PS5 or BHBA-PS6, and excavating to the full 10-foot depth investigated within the borrow area to obtain a mix of fill soil that will be most similar to the full-scale project borrow area soil profile. Avoid excavating from the borrow area over a broad shallow area, as this will tend to concentrate organic soils that tend to be present near the mudline, and this will not be representative of the full-scale project borrow area.

Bearing Capacity

The table below shows factors of safety against general bearing failure based on a containment dike with a crown elevation of +5.5 feet, a 5-foot crown width, and 3H:1V (3 horizontal to 1 vertical) slopes.

Adequate bearing capacity (defined here as a factor of safety of 1.2 or greater against global bearing failure) was computed at all locations. Bearing capacity calculations are included in Appendix D.

We have prepared this addendum report for the exclusive use of the USDA-NRCS in support of design of LaBranche East Marsh Creation (PO-75) PILOT project located in St. Charles Parish, Louisiana.

“Report Limitations and Guidelines for Use” included in the geotechnical report dated November 10, 2010 for the LaBranche East Marsh Creation (PO-75) project are applicable to this addendum.
