RFI #1 – I see the tower specs in the specs and I see several details of the tower in the plans, specifically relating to the grounding and cable tray, however, I don’t see any plans for the tower itself. There is one or two references to “Refer to civil drawings” for the tower – do we have those civil drawings?
USFS Response – The drawings and specifications provide the performance parameters for the communications tower. Per Section 33 81 16, para. 1.02.A, Contractor is responsible for the design, manufacture, factory testing, on site construction and site testing of a complete and operable communications tower. Para. 1.06.A further obligates Contractor to provide complete shop drawings and design calculations stamped and signed by a registered structural engineer.
See Drawings 6/A1.5 and E6.2 and Section 33 81 16.
RFI #2 – Per FAR 52.236-1 - Performance of Work by the Contractor;
The Contractor shall perform on the site, and with its own organization, work equivalent to at least twenty-five (25) percent of the total amount of work to be performed under the contract.
My interpretation of the above indicates the general contractor, as the proposing small business, if teaming with another contractor, is required to have under contract (subcontracted) at least 25% of the total prime contract value. Is this correct?
USFS Response – The certified small business awardee shall self-perform 25% of the total contract value within their own organization.
RFI #3 – My interpretation of FAR 52.236-1 indicates it does not require the proposing general contractor to perform or self-perform 25% of the total prime contract value. Is this correct?
USFS Response – The certified small business awardee shall self-perform 25% of the total contract value within their own organization.
RFI #4 – My interpretation of FAR 52.236-1 indicates it is not a requirement that every subcontractor be a certified small business. Is this correct?
USFS Response – Negative, subcontractors, while preferred small business, is not a contractual requirement.
RFI #5 – On plan A4.2 shows frame types #8 interior, #10 interior, #11 interior, #13 interior and #14 interior show aluminum framing but with a door type "A" which is a flush wood stained door traditionally we see timely frames used in this application unless you would like us to use our interior storefront and prep for the wood doors to be installed into it by others, we would not supply any hardware for these doors. Please clarify if these will be timely frames and if we are providing glass for them or if they will be aluminum interior storefront & we will provide the glass for them also just no doors or hardware supplied or installed.
USFS Response – Drawing A4.2, frame types 8, 10, 11, 12, 13 and 14 shall be glazed interior aluminum storefront types as shown and as specified in Section 08 41 13, para. 2.03.D. Doors shall be Type A solid core, stain finish, as indicated on Drawing A4.1 Door Schedule. Door hardware shall be as specified in Section 08 71 00.
RFI #6 – On plan A4.2 I show frame type #12 interior frame to be used on Alternate #1 but I don't show it labeled on the floor plan or marked anywhere. Please clarify if this will used or not and if used what kind of framing it will be.
USFS Response – For plan location of Drawing A4.2, interior aluminum storefront type 12, see Drawing A2.2 (Conference 133). See also response to RFI #5.
RFI #7 – On plan A4.2 I show window types to be Kawneer 8400TL thermal window but I believe #1A, #1 B, #2A AND #2B to be these type of windows and #3 and #4 not to be. I believe #3 To be old castle 3,000 thermal and #4 to be interior storefront old castle 2,000 series but please clarify what is to be used on each frame.
USFS Response – Drawing A4.2, Window Types 1A, 1B, 2A, 2B and 3 are “Window” Types as specified in Section 08 51 13. Refer to Addendum for clarification that Window 3 detail callouts are intended to be Details 1, 2 and 3, in lieu of Details 10, 11 and 12.
Refer to Addendum for clarification that Window Type 4 is intended to be an interior aluminum storefront type per Section 08 41 13, consistent with the Detail callouts 10, 11 and 12/A4.5, as currently shown.
RFI #8 – On spec sheet for glazing it calls out for several make-ups for the insulated units, could you please clarify what make-up will be used for this project?
USFS Response – Provide four distinct exterior [insulated] glazing types as specified in Section 08 80 00, para. 2.03.C. Refer to Addendum for slight modification of Para. 2.03.C.

An On-Site Pre-Bid Tour for the Current Solicitation of the Advertised New S.O. Building Project, was conducted Tuesday August 25, 2020, from 1000 to 1130 hours. Two Sign-In Lists were provided prior to the start of the meeting for the approximately 45 participants to write their Names, Phone Numbers and E-mail Addresses onto for the project file and future reference.
Meeting with the four and half groups was held at parking area in front of the Fire Shop Office on the existing compound north of the New Building Construction Site. Steven Ray started by thanking all who showed interest in the project by their attendance, also introducing himself and me and discussing our roles in the project. We would go over key project elements during this time, told participants to feel free to ask any questions they may have during these discussions.
We informed the groups, we would also tour the new building site afterwards, if they wanted to do so and answer any questions they may have later there. None of the groups chose to tour the new building site later after the meeting.
Following Government Personnel attended, spoke & answered questions at the Pre-Bid Tour:
Steven Ray – Forest Engineer Rich Mora – Construction COR Level 3
Following listed Solicitation Items & Questions were discussed and answered, also will check with references & Contracting Officer later for any items not resolved at meeting:
Steven briefly discussed the Base Bid & Different Alternative Bid Items. Grouping of some work & separation of other work, which led to their development. Current Funding Limits is main reason for Alternative Items. Whether Options/Alternatives are awarded, will be determined by the Successful Bid Award Amount. Talked about the Schedule of Items & the Divisional Breakdown Sheets, what is required/needed information for both Base Bid & each Bid Alternative on these sheets, basically what needs to be submitted for consideration during this bidding process. Following Questions were asked & the Answers that were provided.
1) What is the Current Funding Available for the Project? Provided Answer: The Government Estimate is between 5 to 10 Million Dollars for all items, any other information is confidential and cannot be provided. We are currently seeking other funds for this project, but cannot guarantee extra funding will be available for all Alternatives. They just need to submit their best bids, to do all the work and see what happens after award of Contract.
2) Does the Original Number of Contract Days cover both the Base Bid and all the Bid Alternative Items? Provided Answer: The 325 Days of Contract Time is for the Base Bid Items. There will be Additional Contract Time Days for each Awarded Bid Alternative, as stated within the Solicitation (see section 2.2 Statement of Work para C.3).
Next Items discussed were Building Materials, such as the different Classes of Concrete for the different areas of the construction for everyone’s information. Discussed that both the Class II Aggregate Base and the Asphalt are not controlled only by Federal Specifications, but may be in Compliance to State (Cal-Trans) Specifications instead. State (Cal-Trans) requires the use of Currently Certified Asphalt Mix Designs from Annually Inspected and Currently Certified Asphalt Plants. Site Earthwork Phases were also covered, such as Excavation, Waste Removal of Unsuitable Excavation, Imported Replacement Embankment and the Required Quality Control for Placement Operations. Everyone was made aware that only the quality control for the Earthwork is provided by the Geo-Tech Services of the A&E Firm that did the Site Design, due to the special requirements of the Soils Report for the building site. Clarified to everyone, quality control for the rest of the Project is the responsibility of the Contractor awarded the project. Following Questions were asked & the Answers that were provided.
1) Is the Required Compaction of these materials more than Visual Displacement?
Provided Answer: Yes, it will be Controlled Compaction, based on proctor tests from approved materials for the work.
2) What is the availability of the Geo-Tech Services for Testing Soil Materials during placement operations and when should their services be scheduled for testing on the site? Provided Answer: Need to make good use of their availability for these services and schedule these services, when you plan to do large quantities of earthwork. They need to schedule travel in advance, so prior coordination efforts are important for best use of time. Any additional expenses, due to poor planning or workmanship by the Contractor, shall be paid for by the Contractor.
3) Is the Geotechnical Soils Report available for review, so we have a better idea of Current Soil Conditions On-Site and the Recommended Corrections for the site?
Provided Answer: Yes, it is part of the Solicitation Package.
Discussed the Requirement for a Project Quality Control Manager and how important this position is for the overall success of the project. Referred everyone to the Specification Subsection under Quality Control, which shows the requirements for this position. Both a Fully Competent Quality Control Manager and Site Superintendent are required positions.
Quality Control Manager has many responsibilities and this is a huge project, so the Site Superintendent cannot also be the QCM. Following Questions were asked & the Answers that were provided.
1) What are the Correct Procedures for All Submittals and RFIs? Provided Answer: All Submittals and RFIs need to be sent to the Contracting Officer, who will take the appropriate action, needed for these items.
2) Is a Safety Manager also a Required Position? Provided Answer: No, this is Not a Required Position, but project safety and accident prevention are important and required project elements. This could be done as part of the assigned duties of either the Site Superintendent or the Quality Control Manager, also it could be assigned to someone else on the Prime Contractor’s Staff. Designations of Contractor’s Site Personnel and their Authorities are required submittals, to be provided to the Contracting Officer prior to start of operations.
3) Who is responsible for getting Permits, such as a Surface Water Run-Off Treatment Permit, also doing any coordination with the City Public Utilities for services, or has this already been taken care of by the Government? Provided Answer: It is the Contractor’s Responsibility to get any necessary permits, also to take care of any needed coordination with the City Public Utilities for all service hook-ups. Should the Government need to be present or involved in any of these efforts, they need to contact the Contracting Officer and work through him, or he will provide direction on how to proceed. We will contact the Design Firm and get any information they may have gathered on these topics during the Design Process.
4) Noticed there are some Specified Manufacturer Products on a few of the Drawings, so are these required or will any substitutions be considered? Provided Answer:
Contractor can submit an Equivalent or Better Product, which Meets or Exceeds Project Quality Requirements for Review and Approval, provided there is No Additional Cost to the Government.
5) Will the Contractor be allowed to use the Existing Compound on the other side of the fence north of the New Building Site for any activities, such as Existing Facilities, Temporary Power, Water, Storage, or Staging of some operations? Provided Answer:
No, this area is not available for the Contractor’s use for any operations. They need to provide their own temporary power, water, sanitation facilities or other project needs.
6) Several People asked if they could get copies or take photos of the Sign-In Lists from today’s meeting? Provided Answer: We will check with the Contracting Officer and he will decide whether or not it will be provided to the meeting participants.
