REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

(All RFI’s submitted on 9/1/2020 – Round 3)

129JGP20B0001 - Sequoia NF SO Construction

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Specification section 27 05 36 specifies the cable tray types to be used in the telecommunication room and in the building interior. What type should be used outdoors on the trellis to connect to the communication tower?

USFS Response – Refer to Spec Section 33 81 16, Part 2, H. Exterior cable tray is typically referred to as ice bridge.

RFI #2 – On Sheet E4.2, note <16| points to two square symbols with interior circle & “J” in the Eco Management room. Each has a dotted line going North then West to the wall at Column Line

5.4. On the Schedule of notes, <16| describes work that doesn’t seem to match where it is used here in this case. What should be the correct note, and what size/fill is there for the two dashed lines?

USFS Response – See Addendum for revisions to Drawing E4.2. (Numbered note changed from 16 to 1.)

RFI #3 – Are resumes for Quality Control Manager and Site Superintendent required to be submitted with the Offeror's proposal?

USFS Response – No. Please review “2.1 BID INSTRUCTIONS” on page 5 of the solicitation.

RFI #4 – Communications Tower - We have reached out to Three of the Major Tower Companies and they are not providing bids due to having to be IOS Certified. They have told us that is it not common to have to be IOS Certified. Can the IOS Certification be waived?

USFS Response – See Addendum for revisions to Spec Section 33 81 16, deleting ISO certification requirement.

RFI #5 – The Quantities on your bid sheet, can you please provide an explanation to us for having all these breakdowns on bid day. How do you plan to use this information (Schedule of Values, Deducts etc.)?

USFS Response – The breakdowns are used to evaluate pricing on a USFS internal basis only.

The only pricing that will be read / released during the bid opening are the “Totals” of the schedule on page 14 of the solicitation.

RFI #6 – Form SF 1442 references a Small Business Size Standard of $36.5 million. The current size standard for NAICS code is $39.5 million. Can your posted size standard be changed to the current standard of $39.5 million

USFS Response – Yes, the corrected size standard is $39.5M

RFI #7 – Per note 2 of the attached solicitation, it states This procurement is a 100% Total small Business Set-Aside. Per the below link it states for projects $1.5 million or more there must have a plan if awarded to a non-small business. Please verify if non-small business contractors are able to bid as prime contractors and subcontract to small business subcontractors. If so please verify non-small business prime contractors will need to contract with 100% small business subcontractors.

USFS Response – This project will only be awarded to a SAM certified small business therefore only small business certified are eligible to bid as prime / awardee.

RFI #8 – Are the two price forms required at bid time the Bid Schedule and the Divisional Pricing Breakdown?

USFS Response – Yes. Please review “2.1 BID INSTRUCTIONS” on page 5 of the solicitation.

RFI #9 – Is the SF24 Bid Bond provided by the owner? Or shall we furnish our own?

USFS Response – Bid bond shall be provided by the bidder.

RFI #10 – Are we required to provide the hard copy of the Bid Bond before bid time? Or only the scanned copy at bid time?

USFS Response – A scanned .pdf of the original bid bond is acceptable with your bid package but should be mailed if awarded the contract.

RFI #11 – Are there Liquidated Damages set for this project?

USFS Response – No.

RFI #12 – Question regarding size of projection screen in the spec. Here is what is in the spec.

82” high by 94” wide is a very strange dimension. It is a non-standard aspect ratio. Old tube TVs were a 4: 3 aspect ratio 4 units wide by 3 units high, new TV are 16: 9 aspect ratio. Movies are 16:10.

This specified screen is approx. 12 units wide by 10 units high, almost square. Please verify this is intentional. My concern is that there will be lots of unused “white” space on the screen, and it will appear as a mismatched – hodge podge installation.

USFS Response – See Addendum for revisions to Spec Section 11 52 13, revising screen size.

RFI #13 – The plans show 7 exterior CCTV cameras and 1 interior CCTV camera but only 5 cameras are referenced and only 5 camera licenses are specified for the video management system.

What is the correct number of exterior cameras and interior cameras? Should the VMS cameras licenses be adjusted to reflect the correct number of cameras?

USFS Response – See Addendum for revisions to Spec Section 28 23 00.

RFI #14 – A UPS for the VMS server rack is specified for 30 minute operation. The language suggests that the UPS is also intended to support the cameras as well. Is the UPS intended for the VMS/NVR server only or to provide 30 minutes of power to the cameras as well?

USFS Response – UPS system shall include cameras. Refer to Section 28 23 00, Para. 2.27.A.
