50. Regarding project phasing, is contractor required to complete work on each individual floor before they can move on to the next floor?
Answer: This is correct.
51. Regarding the replacement of cold room/freezer unit coolers or the full replacement of existing coolers, does the USDA have a phasing plan in mind for clearing out coolers/freezers for this work to take place? How many coolers/freezers will be available at a time for contractors to either replace the unit coolers or install a completely new system?
Answer: Two at a time on lab floors (5-10), one at a time in the MRU kitchen (3rd floor) and one at a time on the 1st floor. We currently have one out of service in the MRU kitchen and 3 out of service on the lab floors that should be worked on first.
52. The scope of work mentions replacing select pneumatic controls with DDC, however, it appears controls drawings were not provided in the project documentation. Please provide the controls drawings for this building.
Answer: Refer to as-built drawings per Question #9 and Amendment 3 Attachment 7 Existing Control Points.
53. In many of the architectural drawings there was an insulation notes, legend and insulation details provided. However, the floor plans do not depict the shading and lines as noted in the legend itself. There are areas on the plans where gray shading is apparent, but it is unknown if this is to signify removing and applying new insulation or removing and installing a new ceiling system. The contractor believes the lines were not applied to the drawings with the shading to notate what is desired. Otherwise, it just appears insulation is being applied to exterior walls only based on the solid black line notation. Please provide revised drawings depicting the gray shading and/or slanted lines/hashed lines. See example below from Sheet A1306. The same applies to other areas on this sheet and other sheets that have an exterior terrace or rooftop above them.
Answer: The architectural sheets have been reissued to correct the visual representation of the legends versus the drawings. These should address the concerns expressed here. See Amendment 3 Attachment 4 2923-E CRNC ARCH DRAWINGS
2024.04.04-REV1.
54. Further, referencing the same legend in question 53, please confirm all areas with ceiling removal are to be replaced with drywall and NOT replaced back with the same materials as they were originally (i.e. acoustical ceiling, stucco, etc.). The legend description states “remove existing and install new drywall ceiling…”.Will the new drywall ceiling types affect any existing lights?
Answer: The architectural sheets have been reissued to correct the visual representation of the legends versus the drawings. These should address the concerns expressed here. The intent is for the ceiling materials to be replaced “in-kind” to match the type of ceilings currently installed. See Amendment 3 Attachment 8 Drawings SPF Application.
55. Is the contractor to expect to remove fireproofing in all areas that are to receive new 4” foam insulation? Has the fireproofing been tested for asbestos or is the contractor to assume it is asbestos free?
Answer: The existing fireproofing is not intended to be removed – only the existing insulation. Any damage occurring to the existing fireproofing must be repaired to maintain the current level of protection for the structure. ACM report will be provided in future amendment. See Amendment 3 Attachment 3 TX CNRC ACM LBP Survey.
56. Can contractor re-use existing pipe hangers/supports?
Answer: Existing pipe hangers/supports must be removed and replaced.
57. Please confirm all storm drain PVC piping requires insulation. We are asking because it was noted on site that some existing PVC storm drain piping was not wrapped in insulation.
Answer: Correct, all new storm drain piping shall be provided with insulation.
58. PVC Piping for Internal Storm Drain Piping: Local mechanical contractors have suggested that fire codes in Houston, TX may not permit the use of PVC piping for internal stormwater conveyance piping within buildings. We assume the intent of insulating the new storm drain pipe is to ensure compliance with fire safety standards. Please confirm this to be the case. Also, Table 2 of Section 23 07 00 is the only call out we could find regarding the type of insulation for storm drain piping. Please confirm the specified insulation for storm drain piping, as listed in Table 2, will meet local fire safety standards for flame spread, smoke developed index ratings, etc.?
Answer: Disregard PVC piping requirements on drawings. Drawings have been revised to reflect hubless cast iron for Storm drain piping. Provide insulation with a maximum flame spread index of 25 and a maximum smoke developed index of 50. See Amendment 3 Attachment 5 Plumbing Revisions and Amendment 3 Attachment 5a Specifications 22 00 00.
59. There are some floors not depicting any storm drain removal (i.e., floors 5,6,7,8 and 9), which makes since if there is not any horizontal piping on said floor, however, we are confident the missing floors still have the 8” vertical riser going through them to convey storm water from upper floors to the lower floors. Is contractor to assume to leave the existing risers in place? Or are these to be removed and replaced along with all the other storm drain piping?
Answer: The risers passing through the floors not shown are to be removed and replaced. Refer to the building storm drain riser on sheet P-601.
60. Please confirm who is responsible for removal of existing items such as fixtures, furniture, etc., to access work areas? If contractor, where can they be stored onsite? Or will a storage container be required.
Answer: The location facilities group has two or three open positions, is understaffed and cannot be counted on to assist. We will coordinate between the contractor and the occupants.
61. Is contractor allowed use of the elevators?
Answer: There is a service elevator extending from Basement Level 3 through the 11th Floor. Conditions of use will be per the Government’s approval.
62. Is contractor allowed use of onsite restrooms or are we to provide temporary restrooms?
Answer: Contractors may use onsite restrooms.
63. Is contractor required to replace fireproofing on structural deck and columns if material is disturbed for hangers, supports, etc.? It was noted on site, there were some areas where fireproofing was scraped away and not replaced after.
Answer: Yes, any damage occurring to the existing fireproofing must be repaired to maintain the current level of protection for the structure.
64. Is contractor to assume all pipe sizing notated on the plans is correct or as described?
Desire clarification because there were a few areas where there was a discrepancy between what was depicted on plans versus what is actually is installed.
Answer: Pipe sizes shown are based on field observations and as-built drawings. Actual pipe sizes must be field verified.
65. Section 13 21 26 (Cold Storage): More information needs to be provided. The section provides basic information, but contractor needs to know R-value of walls and/or any other specific storage room specifications. There was not a stated temperature setpoint (+/- degrees) or any humidity requirements. What level of controls are required for the new rooms and are there any conditions recording devices (i.e. data loggers) required for the new rooms as well?
Answer: Specification section 11 41 11 has been added for clarity. Cooler 1095 and Cold Room 11006 will operate between 35°F and 50°F. Freezer 1095A and 11008 will operate between 0°F and 30°F. See Amendment 3 Attachment 6 Specifications 11 41 11.
66. Section 13 21 26 (Cold Storage): The construction documents indicate replacement of FCU & ACCU of the cold storage units and reconnection of existing electrical circuit. Are we to assume reconnection of existing controls and datalogging devices, and are the existing devices operational and accurate without alteration or replacement?
Answer: Controllers and datalogging devices must be removed and replaced.
67. AHU 3 & 4 drawing MD106 Note 2 and M106 Note 2: Existing Chilled water valves are electronic and hot water valves are pneumatic. Are both chilled and hot water valves to be replaced or just the hot water pneumatic valve?
Answer: Only the pneumatic heating hot water valve is intended to be replaced.
68. Drawing M601: Stair well pressurization fan is currently started via fire panel. BAS points list indicates to move it to BAS control point. Please clarify if it should stay on fire panel control or be moved to BAS.
Answer: Clarification, the stair way pressurization must remain on the fire alarm panel. The fan must also interface with the BAS BAS with pressure sensor input, status and control output (4-20ma). Change to 0-10VDC for VSD.
69. According to USDA’s incumbent controls contractor, Schneider Electric, there is no visible way to modulate stair well vane pitch via electronic actuator. Would it be more energy efficient to use a VFD drive and lock fan vanes in place?
Answer: The intention is to modify the existing fans to fix the pitch and be provided with an adjustable speed drive. Refer to specification 23 09 13, part 1.1 d.
70. Drawing M601 Steam converter points: Points list identify three [3] steam valves commands and three [3] steam valve position status. After review of steam converter, there are nine [9] valves in total – six [6] 1/3 and 2/3 steam valves and [3] hot water isolation valves. Should we include all nine [9] valves in the conversion?
Answer: Yes, all nine (9) valves will be converted from pneumatic to electronic
71. Please provide pipeline sizes for stream converter 1/3 and 2/3 valves and hot water isolation valve.
Answer: Converter 1/3 (6” diameter), Converter 2/3 (8” diameter), hot water (8” diameter).
72. After further investigation by USDA’s incumbent controls contractor, adding electric actuator to existing stairwell pressurization fans is not possible. Schneider Electric recommends either replacement of the fans or adding a VFD drive. Please advise accordingly.
Answer: The intention is to modify the existing fans to fix the pitch and be provided with an adjustable speed drive. Refer to specification 23 09 13, part 1.1 d.
73. Pending the response to Question #72, if the stairwell pressurization fans are to be retrofitted with new VFDs, please provide a schedule, installation locations, and specification for the VFDs. Also please show the power to the VFDs and from the VFDs to the fans on the electrical drawings.
Answer: Intercept existing feeder and reroute to VFD. Provide new conductors and conduit to fans on each floor.
74. Please indicate the 120v power required for DDC on the drawings. Schneider Electric has indicated that 120v power will be necessary for the stairwell pressurization controllers.
Answer: There are new panelboards with existing spares in electrical rooms on select floors.
75. Is there a SPF-1 that needs to be retrofitted to DDC? The mechanical drawings show SPF-2, 3, 4, 5, and 6.
Answer: SPF-1 is indicated on sheet M-104
76. Electrical Schedule E-600 ACUU & FCU, Note 2 states “reconnect new equipment to existing circuit.” As such, why does Schedule E-600 include a “new circuit” column with callouts for some and TBD for others? Please clarify.
Answer: Contractor to field verify TBD circuits. Documentation of TBD circuits was not available.
77. Electrical Schedule E-600 ACUU & FCU, Note 6 states “Disconnect equipment and demolish conductors and conduit back to panel.” However, contractors were not afforded access during site visit to determine the distance, designation, or location of the associated distribution panels. Please provide Panel Schedules and Power Distribution One Lines.
Answer: Requested information is not available. Assume existing power is supplied from electrical room on associated floor with equipment.
78. Section 26 20 00 (Interior Distribution System): E600 schedule lists three Transfer Switches (Model ZTS81EC-7AAAAAELLPTUW) and one assumed to be Gen Engine gear (Model ZTS22EX-5AAAEHMST0). The E500 reflects a similar setup. However, drawings E107 and E115 only denotes two Automatic Transfer Switch locations (ATS 2&3) (ATS 1&3) depicted on E-103 as shaded. Does the SOW encompass work on all three ATS units and the Gen Engine ATS gear, or are there exclusions within this scope?
Answer: Replace four (4) switches. Locations are E-103 room B1012, E-103 room B1006, E-107 room 4002, E-115 room 12004.
79. BID OPTION 001 requires the contractor to provide new controls and integration for an existing transfer switch. Please provide commissioning and acceptance testing documentation from the original installation so contractors can understand the original design intent, what functionality was accepted, and sequence of operations. Also, is the intent to eliminate the existing relay logic control scheme and replace with modern digital controller?
Answer: Requested information is not available. The intent is to replace the existing relay logic with new digital controls. The equipment does operate as the manufacturer intended. ARS expectation is retrofit control hardware should function the same.
80. E107 note 1, BID OPTION 001: “Provide new controls and integration for existing transfer switch.” We request clarification on the extent of “controls” and “integration” as mentioned. Does this mean changing the controls only, or are we to replace the ATS itself? Is the requested controls and integration purely relay logic, or SCADA, or some combination of the two? A detailed SOW is essential for us to formulate accurate pricing.
Answer: Transfer device to remain. Transfer controls to be replaced. Intent is to reduce/eliminate outage requirement for downstream equipment.
81. ATS Integration: Based on contract documents and dialogue with Schneider Electric, integration with the BAS is limited to providing a dry-contact for the status of each ATS.
Does this level of integration satisfy the project's requirements? If not, what specific integration measures are required.
Answer: This is correct.
