Bridge Plans for Eckert Road Bridges 2147 and 2148
This document comprises bridge construction plans prepared for the Ada County Highway District (ACHD) in collaboration with the Nampa & Meridian Irrigation District (NMID) for the reconstruction of two critical bridge structures spanning the Boise River and Ridenbaugh Canal in Boise, Idaho. The project scope encompasses demolition of existing bridge structures and construction of two new prestressed concrete girder bridges: a 364-foot, three-span bridge over the Boise River and a 91-foot, single-span bridge over Ridenbaugh Canal. Bridge 2147 requires 2,148 linear feet of 74-inch-depth prestressed WF girders, while Bridge 2148 requires 718 linear feet of prestressed WF girders. The project also includes a single-lane roundabout at Eckert Road and Boise Avenue, roadway reconstruction, a multi-use pathway along Eckert Road's west side, a Greenbelt underpass, drainage and irrigation adjustments, utility relocations, traffic control, pavement markings, illumination, landscaping, and erosion control measures. Sealed bids are due August 19, 2026, at 3:00 p.m. through the ACHD eProcurement Portal, with questions required by August 14, 2026, at 12:00 p.m. The Notice to Proceed is anticipated October 1, 2026, with substantial completion required by June 21, 2028 (approximately 20 months). Contract award is anticipated within 60 calendar days of bid opening.
The estimated contract value exceeds $25 million, with bid security required at 10 percent of the total proposal amount. Successful bidders must furnish Performance and Labor/Material Payment Bonds equal to the full contract price and maintain commercial general liability insurance of $2 million, automobile liability of $2 million, and statutory workers' compensation with employer's liability of $1 million. Bidders must be licensed Idaho Public Works Contractors (Type 1, 2, or 4) and submit unit-price proposals on substantially all work items. Contractors domiciled outside Idaho must bid at a percentage less than the lowest Idaho-domiciled bid per Idaho Code. Liquidated damages of $12,000 per calendar day apply for failure to meet completion deadlines, with no extensions permitted for weather, material procurement, labor shortages, or contractor performance. The project includes nine utility company coordinations and requires compliance with environmental permits including a U.S. Army Corps of Engineers Nationwide Permit 14 and Idaho Department of Environmental Quality 401 Water Quality Certification. No federal aid funds finance the project; all applicable state and local sales and use taxes must be included in bid prices.
