About this file

This is Amendment A00001 to Request for Information (RFI) Solicitation 127EAW26Q0053 issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West, effective May 4, 2026. The amendment posts RFI responses to the solicitation with an effective date of July 27, 2026, and incorporates the "127EAW26Q0053 - RFI Log" into any subsequent contract award. The solicitation is for Kern River Ranger District HVAC design-build services and is open to all interested vendors. Failure to use the revised documents and requirements will result in proposals being non-responsive.

The RFI log addresses 12 questions covering project scope, design and construction timelines, equipment preferences, and contractor licensing requirements. Key government responses clarify that award is dependent on competition and funding; existing HVAC equipment and ductwork should be reused where feasible; alternative DOAS and fan coil solutions are acceptable; design period can be extended 15-30 days or truncated with phases combined; construction period can be extended to accommodate equipment lead times; code deficiencies must be addressed; and the prime offeror submitting the quote must hold an active California Class B or C-20 HVAC contractor's license. Concealed conditions discovered during work require contractor notification to the Contracting Officer before proceeding outside the awarded scope. The estimated project magnitude is $250,000–$500,000.

RFI # RFI Question Government RFI Response Notes

The Government provided Project Magnitude of $250K - $500K appears low.

If the low responsible bidder is above $500K will the project be awarded?

That is depended on a myriad of factors from competition, funding, and quotes received. This will be an internal decision based on, but not limited to, the aforementioned factors.

SOW reads, "Design new system to integrate with existing equipment to the most feasible extent." What existing equipment is the Government referring to?

Some of the HVAC equipment may still be in working order, such as the separate system for the meeting room near the lobby. However, this mostly refers to reusing ducting, conduit, etc. where feasible.

The RFP indicates a preference for ERV systems to pretreat outside air. Would other solutions be entertained, for example packaged DOAS? Fan coils dedicated to outside air? Etc. Other solutions are acceptable.

Will the installation require updates to existing code deficiencies? It appears that outside air intakes are included in close proximity to relief/exhaust vents which may require relocation. Yes

The RFP indicates that the existing system is experiencing issues but does not indicate the issues being experienced. Does the existing system experience leaks, compressor failures, etc. or is the existing deficiency experienced limited to space temperatures not meeting setpoints?

To my knowledge, the system is completely non-functional, but prior to that, the system provided inadequate conditioning not meeting setpoints. Trane specialists worked on the system but could not get it to the level of performance required. Further details andconfirmation of this should come from the Forest

The RFP indicates that there is a preference for individual outdoor units per fan coil unit. This may lead to increased installation cost due to additional equipment pads, refrigerant piping, new electrical requirements. Please confirm that replacement of existing VRF is acceptable with new VRF?

Our preference is for a system able to be repaired by local technicians.

Wether that system is individual outdoor units, several multi-port outdoor units, or fewer outdoor units fed into a branch box are all acceptable with that in mind.

Is the Governments intent to replace all interior ductwork or use existing ductwork?

Reuse existing where feasible. If the ducting is not right for the new system, demolition is acceptable.

The RFP states the Period of Performance for design is 30 days. Please confirm the design requirements. If the Government expects a Concept Design Workshop, Design Development at 35%-50%, Prefinal Design at 65%- 90%, and Final Design at 100% additional time will be require.

We can extend the design period, truncate the design phases, or both.

Going straight from Concept Design Workshop to the Prefinal Design is acceptable for this narrow scope. Additionally, increasing the design period by 15-30 days is also acceptable. That being said, our preference is to turn the design around as quickly as possible to proceed to the construction. The less we can increase the design period the better.

The RFP states the Construction Period is 45 days. This doesn't give enough time for submittal submission, Government Review, and Procurement. The current standard lead time foe Daikin VRF is 5 weeks. If the unit is not standard it can take up to 3 months. Will the Government consider increasing the POP?

As this is a design-build, submittals can be submitted for review concurrent with the design. That being said, increasing the period of performance is also acceptable, especially with the lead time mentioned. The intent is that with the submittals being submitted and approved as the design hits its midway-point, that equipment lead time can be reduced as much as is possible.

The solicitation states that offerors must hold and submit an active and valid California Class B or C-20 HVAC contractor’s license. Will the Government permit a small-business prime offeror that does not itself hold the license to satisfy this requirement through its named major subcontractor, provided the subcontractor holds an active and valid California Class B or C-20 license and will perform and supervise all work requiring that license, while the prime contractor remains responsible for overall contract management, Government coordination, scheduling, quality control, compliance, invoicing, and contract administration? No. The offeror submitting the quote must hold the license.

Concealed Conditions Behind Existing Siding If removal of the siding reveals concealed deterioration to sheathing, structural framing, or other substrate components that are not specifically identified for replacement in the contract documents, should the Contractor notify the Contracting Officer and obtain direction prior to performing repairs beyond the specified siding scope?

Notify CO and obtain Direction. Do not perform anything outside of the awarded scope of work without a modficiation.

Concealed Mold, Termite, or Biological Damage If mold, termite damage, or other biological deterioration is discovered only after removal of the existing siding, please confirm whether remediation of those concealed conditions is included in the base scope or should be documented and referred to the Contracting Officer for direction.

Notify CO and obtain Direction. Do not perform anything outside of the awarded scope of work without a modficiation.

127EAW26Q0053 - Kern River Ranger District HVAC RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via https://sam.gov/

Telephone requests for information will not be accepted or returned. Information provided at the site visit shall not alter the terms and conditions of the solicitation and terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
