Questions and Answers 1256A120R0003 C-N Road and General Construction IDIQ 3/18/2020 Do all three tasks get awarded to one contractor or does each one individually get awarded? And if individually awarded and we would get it, we are put into the IDIQ contract for future projects? See page 41 of the RFP and the price schedules. We will first evaluate proposals in order to award the IDIQs. We expect to award 6 and they will go to highest technically rated proposals offering fair and reasonable prices on the task orders. After we decide who gets the IDIQ contracts, we will award each task order to the IDIQ holder that offers the lowest price on that task order. So one of the IDIQ holders may get all the task orders, however we reserve the right to award to other than the lowest priced firm if it’s in our best interest to do so. The price schedules allow the contractor to tell us of any limitations they might have in doing the task orders. For example if they are the low on all three but know they can only do one this summer they can indicate that on the price schedule. We did this because we didn’t want firms pricing a task order higher just because they didn’t have the capacity to do all three. Price reasonableness is very important in the evaluations and firms with prices that are too high won’t receive an IDIQ award.
I have a question on the Shawano Creek Box Culvert project. There is a discrepancy on the size between the Schedule of items sheet and the plans. The plan shows 10' 6" Span x 5' 7" Rise, and the Schedule of item sheet shows 9' 7" Span x 4' 1" Rise. Can you direct me to the contact person for answers? Questions should be directed to the contracting officer Melissa.a.johnson@usda.gov. The size should be 10’6”x5’7”. The price schedule for Shawano Creek task order is corrected on Amendment #1. Please use the revised price schedule when submitting your offer.
I noticed that the Jackson Creek Culvert plans specify a 10 gauge Poly Coated CMP. Also saw that the plans say that it should be HL-93 Live Load capable. Based on my charts, this pipe would have to be 8ga to meet that requirement, is this correct? It appears there is in error in the plans on sheet C-03 where it specifies a 10 gauge pipe. Amendment #1 removes the words (10 gauge) from note 1 on sheet C-03 and any other reference to gauge of pipe. HL-93 loading is the governing requirement. A revised price schedule for Jackson Creek task order is provided with Amendment #1 removing the words 10 gauge from item 602.01. Please use the revised price schedule when submitting your offer.
I have a question on the Sawdust Lake Project. I am wondering on the Item #15201 "Surveying and Staking". What all is entailed with this item? This item entails all the survey, staking, and grade checking necessary to build the project to the lines and grades shown in the plans.
Do we have to bid all three task orders? Yes, however you have the opportunity to qualify your offers on the bottom of each price schedule if you don’t have the capability to perform all three at once. For example if you are the low on all three but only have the capacity to do two this summer, you can state that on the price schedules. Remember however that personnel and equipment is a criteria for evaluating who we award IDIQs to and those with more capability would have an advantage over those with less capability when we are determining award of the IDIQs.
Updated on 03/23/2020 On the Jackson creek, it has a pay item for construction staking. Does this mean that you want us to hire a surveyor to do the staking? In the past all the jobs I've done with you guys you have had your people do the surveying so I want to make sure I'm not missing the meaning of this line item. This item entails all the survey, staking, and grade checking necessary to build the project to the lines and grades shown in the plans. Additional information can be found in Section 152 of the Forest Service Supplemental Specifications (FSSS) and Section 152 in the Standard Specifications for Construction of Roads and Bridges of Federal Highway Projects FP-14. The minimum amount of work to ensure the lines, grades, and elevations are met is required. The contractor, at their discretion, may accomplish this with or without a licensed surveyor but is ultimately responsible for the work to be accomplished according to the plans and specifications. Where appropriate, the plans will show control points; Control Point data is available on sheet C-02 for Jackson Creek FR 374.
Sawdust Lake Rec Rehab questions…152.02 General - Was the existing roadway ever surveyed or are the locations and elevations shown on the plans approximated? If yes, what information can be provided? (i.e. control points, benchmarks, roadway curve and other dimensions). If the surveyor is responsible for establishment of existing conditions and calculating the new surfaces, does that need to be submitted for approval prior to any staking? What would be the timeline between a bid being awarded and start of construction? The existing conditions were surveyed. There is a benchmark on the east side of the pond. There are multiple control points but it’s been several years since the survey and they may not still be intact. Horizontal control is not necessary for this project as all work is intended to follow the existing alignments.
The contractor is not responsible for surveying existing conditions. The timeline to start construction would be determined by the contractor. The contractor is required to submit a schedule shortly after the notice to proceed is issued. The contract will require a contract completion date (see task order price schedules for applicable completion dates) but it is up to the contractor to schedule the work.”
Looking at the Sawdust Lake access road plans it appears it's mostly rehabilitation of the existing roads with some new construction at the 80'x 20' landing and a new road at 25+50 - 26+67. Since there's no scope for construction staking items can you tell me your thoughts on it? Are you going to require staking in the first place and if so what would you be looking for in terms of it?” The intent was not to have the project staked. We generally have a survey and staking bid item in every contract and it covers rough layout and elevation checking. This work generally doesn’t require a professional surveyor. If the contractor still wishes to stake the project, that’s fine, we could provide the .dwg.
This survey and staking item entails all the survey, staking, and grade checking necessary to build the project to the lines and grades shown in the plans. Where appropriate, the plans will show control points.
I have a question on the Jackson Creek FR-374 Project. On the plan Item line number 4, is Item No. 157.01B, Dewatering. On the Schedule of Items sheet line number 4 is Item No. 201.01, Clearing & Grubbing. Which one do you want in on the Schedule of Items Sheet? Or should we add a line? The “Clearing and Grubbing, Line Item 157.01A” line item on the Schedule of Items shall be substituted with “Dewatering, Line Item 157.01A.” Also, RipRap Class Three quantity shall be 15 cy (there is a discrepancy between the scheduled of items and the plans). These discrepancies are corrected on Amendment #2. Please use the Jackson Creek Price Schedule-Revision 2 when submitting your offer. Amendment 2 can be acknowledged by signing the SF-30 and/or by using the revised price schedule #2.
