Attachment: Task Order for NFsNC Trail Maintenance and Construction Contract Contract number:
Task Order #2 Task Order Name: Brown Mountain OHV Trails – Trails #1A, #1B and #10 (TRBM-1A, TRBM-1B and TRBM-10) Location:
Brown Mountain Off-Highway Vehicle (OHV) Area is located northwest of Morganton, North Carolina, on the Grandfather Ranger District of the Pisgah National Forest.
Directions from Morganton: Take Highway 181 North about 11 miles toward Linville. After passing 181 Convenience Store, turn right on Brown Mountain Beach Road (SR 1405). Travel 3.5 miles east to the Brown Mountain OHV Area entrance on the left at the sign. From this point, parking lot is a little over a mile.
Brown Mountain OHV Trail maps may be obtained at the Grandfather Ranger District Office located in Nebo, North Carolina.
Work to be performed:
The work shall consist of trail maintenance to Brown Mountain OHV Trails #1A, #1B, and #10.
The maintenance work shall consist of, but not be limited to, the following: Maintenance and Restoration of Existing Trail (including slough & berm removal, grading, borrow placement, out-sloping, obliterating user-created and braided trail by brushing in, etc.), Drainage Maintenance (including maintenance and reconstruction of existing drainage features), Danger Tree Removal, Rock Chiseling, Check Dam installation, and Erosion Control.
Danger Tree Removal (983) – This work consists of felling, bucking, and limbing trees and scattering slash. Due to the widened nature of the trails, Danger Tree Removal for the Brown Mountain OHV trails shall mean the following:
The Contractor shall remove trees and snags that are broken off or that are in a leaning, unstable position over the trail-way. Standing dead and danger trees within 10 ft. of either side of the trail edge shall be removed.
All Danger Trees identified in the trail log, identified by the Contractor, and designated by the COR shall be removed. Cut designated danger trees so that stump heights do not exceed 2” as measure on the uphill side of the stump. See IDIQ Specifications.

Design Surface: Native General: Brown Mountain OHV Trail #1A, begins at Station 0+00, at the junction with Brown Mountain OHV Trail #1, at its eastern end. The trail ends near the junction with Brown Mountain OHV Trail #1B, at Station 270+86 at its western end. The work included in this task order begins at Station 192+76 and ends at Station 270+86 (i.e., the last 1.48 mile section of trail).
Brown Mountain OHV Trail #1B, begins at Station 0+00, at the junction with Brown Mountain OHV Trail #1A, at its southern end and ends at Station 74+21 at the intersection with Trail #4.
Brown Mountain OHV Trail #10, begins at Station 0+00, at the junction with Brown Mountain OHV Trail #1, at its western end and ends at Station 12+30.
Station distances were measured with a surveyor’s wheel. With the exception of Trail #10, stakes with station have been set at the beginning and end of work and at 500 ft. stations.
Design Criteria:
The trails are one-way with a native surface. Some sections are eroded down to bedrock. Most sections of tread consist of a granular, decomposed granite type soil. The trails are managed as Trail Class 3, designed for ATV use. They are also open to foot traffic and motorcycle use.
Existing tread width varies. Typically, travel way widths shall be perpetuated as existing (i.e., no need to narrow down the existing trail to design width) unless otherwise specified in the trail log. However, the specified cross slope must be maintained over the entire trail width such that positive drainage exists from all sections of trail tread.
Design Tread Width –6 ft.
Design Cross Slope – 3% to 8%
Trail Maintenance:
Perform trail maintenance for the entire trail length as specified in the Schedule of Items. Trail maintenance shall include existing trail restoration (915), drainage maintenance (991), danger tree removal (983), rock chiseling (985), and obliteration of abandoned trail-ways by brushing in (954). A separate line item is provided on the Schedule of Items for sections that will require earthwork to achieve obliteration (954. All work outlined in the trail-log for which there is no separate pay item shall be incidental to Trail Maintenance.
Such work may include, but not be limited to, the following:
· Relocating and piling on-site materials such as brush, logs, rock, & boulders to block specified areas
· Tree, root, and rock removal as called for in the trail-log
· Filling and compacting using on-site suitable soils to restore and raise trail tread
· Armoring trail tread with on-site aggregate The trails shall be re-graded to establish a cross-slope and positive drainage. Mud-holes shall be drained & filled with suitable material, compacted, and graded to drain. Suitable soils have migrated from the original trail and are often found within the disturbed trail corridor (e.g., in drainage ways, lead-off ditches, trail-side berms, silt traps, etc.). Drainage ways shall be cleared and these suitable soils shall be ‘pulled in’ and used in trail tread grading, out-sloping, and for the construction of rolling grade dip ramps. Unsuitable material from ditches or silt traps shall be spread along trail shoulders, in depressions, or on fill slopes in a manner which will not affect watercourses and drainage from the traveled way or shoulders.
Frequent, large rolling grade dips with lead-off ditches are required. All existing grade dips will need to be cleaned, repaired or re-constructed and new grade dips may need to be added. A minimum of 100 grade dips per mile is required.
Due to archeological concerns no new lead-off ditches or silt traps shall be constructed.
Restrict ground disturbing work activities to the current trail-way and disturbed areas. Soil can be moved and utilized within this corridor, but not outside existing disturbed areas. Suitable material is to be obtained from within the existing trail-way, leadoff ditches, or silt traps only. No excavation shall take place outside of the existing trail-way, leadoff ditches, or silt traps.
If erosion has removed gradable material to the extent that there is not sufficient material within the trail corridor to provide the surface smoothness or cross-section specified, notify the Project Inspector prior to proceeding. The inspector or COR may allow a modified cross-section and/or surface smoothness that effectively utilizes available material.
Soil Moisture Conditions and Temperatures:
Suitable moisture content (MC) for trail grading shall be within the range of five (5%) percent to fifteen (15%) percent by weight. Unless authorized, no grading may be performed while the moisture content is outside this range.
Below 5% MC, the trailbed visually appears to contain little, if any, moisture. Heavy dusting is present. Wetting precipitation has not occurred in the recent past. Unacceptable results below 5% MC would be indicated by extreme powdering and dusting.
Above 15% MC, the trailbed appears over-saturated, contains standing water, or may be rutting slightly. Recent heavy precipitation has occurred. Unacceptable results above 15% MC would indicate clumping, rutting and inability to spread material.
Unacceptable results below 5% and above 15% MC would indicate inability to obtain maximum compaction of material.
No grading or other maintenance operations shall be performed during periods of freeze/thaw or when the ground is frozen.
Compaction:
Compaction of trail bed and associated earthwork within the trail, (e.g., rolling dips and grade dips) shall be performed with the material moisture content suitable for optimum compaction. The entire width of the trail shall be uniformly and thoroughly compacted. Complete compaction is obtained when no noticeable displacement of material is observed.
When properly compacted, the entire trail width shall be smooth and dressed to produce a uniform cross-slope with a surface free of hollows, depressions, and projections. The entire trail tread width shall hold together under normal use.
Rock Chiseling:
Where rock chiseling is called for, existing rock shall be chiseled down using various rock-hammering and/or rock-breaking techniques (as approved by the COR) to a level consistent with the adjacent tread. Rock chiseling units are provided in square feet in the Schedule of Items. The depth of chiseling shall vary and be as required to create a passable tread. The depth is expected to average 4 to 10 inches deep, but exceptions may exist. Suitable materials and gravel by-products from rock-cutting activities can be used as fill on other sections of the trail in locations identified in the trail log and as required. Fill material must be well-compacted and stable with positive drainage established such that the fill material will not be washed away.
Riprap:
A line item for NCDOT Class A riprap is included as an Optional Item on the Schedule of Items. If awarded, this riprap will be placed on one of the subject trails (Trail #1A, #1B, or #10) at the COR’s direction.
Obliteration:
Obliteration by Brushing In: User-created trails to be obliterated as identified in the trail-log shall be brushed in (obliterated using logs, brush, rocks, trees or other natural materials along the trailway). Brushing in shall be done for the full-width of the trail section to be obliterated, and for the entire length of the trail section or for 100 LF, whichever is less. All such work shall be incidental to “Obliteration by brushing in” which is included in the Trail Maintenance bid item.
Obliteration Earthwork: In addition, any trails that require earthwork such as grading in earthen barriers and check dams have been identified in the trail log and are included in the second bid item; “Obliteration earthwork”. The length shown is the total length of trail to be blocked with check dams spaced at intervals of 25 ft. Check dams shall be constructed through grading activities (earthen), and may be reinforced using on-site rocks and logs.
Acceptable results of obliteration shall be a closed trail that is no longer noticeable or accessible to users.
Erosion and Sedimentation Control:
If the work of the contract creates potential for soil erosion or silt migration over areas of mature vegetation or natural areas, the contractor will be responsible for providing silt fence, straw bales or other suitable containment. Such work includes, but is not limited to, culvert cleaning, excess dirt generation from drainage dip and ditch cleaning, and disposal of slough or silt trap material. This does not include newly graded ditch line.
Prior to grading activities, remove and stockpile duff. After grading activities are complete, naturalize the trail corridor by scattering the saved duff on and alongside the newly restored trail (on any disturbed or scattered soils). The intent is for the duff to naturalize the newly restored trailway and to provide erosion prevention. Do not create a berm with the duff. Do not place materials in stream channels, drainage-ways, ditches, culvert inlets, or other locations where they would prevent the free flow of water away from the trailbed.
The armoring work on Trail #10 is located near the headwaters of a trout stream. Ensure all necessary erosion control is in place prior to beginning work to prevent any sediment migration from the work site to the stream.
Seed and mulch all disturbed areas (exposed soil outside of trail tread such as lead-off ditches, etc.) using a 50/50 mix of annual rye and creeping red fescue.
Order of Precedence:
Any inconsistency in this solicitation or contract shall be resolved by giving precedence in the following order:
1 – The Schedule (excluding the specifications)
2 – Representations and Other Instructions
3 – Contract Clauses
4 – Other Documents, Exhibits, and Attachments
5 – The Specifications
6 – Drawings

The terms “left” and “right” are referenced proceeding up-station (i.e., for Trail #1A beginning at Station 192+76 and proceeding forward toward Station 270+86)
This trail log is for reference purposes and illustrates some of the items of work to be accomplished. The intent of the log is to give a general description of the trail. The trail log does not describe the full scope of the work nor identify every work item. The Contractor shall visit the project site and view all of the work on the ground prior to submitting a bid.
