Attachment: Task Order for NFsNC Trail Maintenance and Construction Contract
Contract number:
Task Order #1 Task Order Name: Star Gap Trail – Trail #209
Location:
Star Gap Trailhead is located northwest of Old Fort on the Grandfather District of the Pisgah National Forest in McDowell County, North Carolina.
Work to be performed:
The work shall consist of trail maintenance to Star Gap Trail, TR-209.
The maintenance work shall consist of, but not be limited to, the following on the existing trail: Maintenance and Restoration of Existing Trail (re-establishing trail tread, including slough & berm removal, grading, borrow placement, outsloping, bench-cutting, etc.), Drainage Maintenance (including installation of new grade dips), and Switchback Maintenance.

General: Station 0+00 for Star Gap Trail begins north of the railroad track near Brookside Church off of Mill Creek Road, and ends at Station 75+00 at the intersection with Heartbreak Ridge Trail (Trail #208).
Design Criteria:
TR-209 is a Class 2 Bike-Hike trail with a native surface. This work is intended to accomplish maintenance to the trail tread, re-construction and installation of grade dips, reconstruction and/or repair of multiple switchbacks, and stabilization of steep rocky section (100’ to 150’).
Grade dips (with lead-off ditches where appropriate) shall be repaired, re-constructed, and constructed as required to drain trail tread. A minimum of 50 grade dips per mile is required. To achieve positive drainage; on some sections of trail punching through berms may be required.
To access the trail, park at Brookside Church off of Mill Creek Road. The trail begins north of the railroad right of way. There is a service road leading to the tracks, however it is very rough. The District will coordinate permission to park at the church parking lot and use the service road to gain access to the trailhead. Access for most types of trail equipment will be limited and it is expected that hand-work will be employed to accomplish the work. Coordinate any equipment access with the COR.
Design Tread Width – 2 ft.
Design Cross Slope – 5% to 8%
Trail Maintenance:
Trail maintenance shall include existing trail restoration (915), drainage maintenance (991), and switchback maintenance (990). All work outlined in the schedule of items for which there is no separate pay item shall be incidental to Trail Maintenance.
The trail shall be re-graded to establish a cross-slope and positive drainage. Entrenched areas and mud-holes shall be drained & filled with suitable material, compacted, and graded to drain. Fill material must be well-compacted and stable with positive drainage established such that the fill material will not be washed away. Suitable soils may have migrated from the original trail and may be found within the disturbed trail corridor. Suitable soils shall be ‘pulled in’ and used in trail tread grading, out-sloping, and for the construction of rolling grade dip ramps. Unsuitable material from ditches or silt traps shall be spread along trail shoulders, in depressions, or on fill slopes in a manner which will not affect watercourses and drainage from the traveled way or shoulders.
Restrict ground disturbing work activities to the current trail-way. Soil can be moved and utilized within this corridor, but not outside. Suitable material is to be obtained from within the existing trail-way only. No excavation shall take place outside of the existing trail-way.
If erosion has removed gradable material to the extent that there is not sufficient material within the trail corridor to provide the surface smoothness or cross-section specified, notify the Project Inspector or COR prior to proceeding. The inspector or COR may allow a modified cross-section and/or surface smoothness that effectively utilizes available material.
Soil Moisture Conditions and Temperatures:
Suitable moisture content (MC) for trail grading shall be within the range of five (5%) percent to fifteen (15%) percent by weight. Unless authorized, no grading may be performed while the moisture content is outside this range.
Below 5% MC, the trailbed visually appears to contain little, if any, moisture. Heavy dusting is present. Wetting precipitation has not occurred in the recent past. Unacceptable results below 5% MC would be indicated by extreme powdering and dusting.
Above 15% MC, the trailbed appears over-saturated, contains standing water, or may be rutting slightly. Recent heavy precipitation has occurred. Unacceptable results above 15% MC would indicate clumping, rutting and inability to spread material.
Unacceptable results below 5% and above 15% MC would indicate inability to obtain maximum compaction of material.
No grading or other maintenance operations shall be performed during periods of freeze/thaw or when the ground is frozen.
Compaction:
Compaction of trail bed and associated earthwork within the trail, (e.g., rolling dips and grade dips) shall be performed with the material moisture content suitable for optimum compaction. The entire width of the trail shall be uniformly and thoroughly compacted. Complete compaction is obtained when no noticeable displacement of material is observed.
When properly compacted, the entire trail width shall be smooth and dressed to produce a uniform cross-slope with a surface free of hollows, depressions, and projections. The entire trail tread width shall hold together under normal use.
Due to the narrow nature of the trail and access limitations for certain types of motorized equipment, it is expected that tools such as hand roller compactors will be used to achieve the compaction performance standard on this trail.
Erosion and Sedimentation Control:
If the work of the contract creates potential for soil erosion or silt migration over areas of mature vegetation or natural areas, the contractor will be responsible for providing silt fence, straw bales or other suitable containment. Such work includes, but is not limited to, culvert cleaning, excess dirt generation from drainage dip and ditch cleaning, and disposal of slough or silt trap material. This does not include newly graded ditch line.
Prior to grading activities, remove and stockpile duff. After grading activities are complete, naturalize the trail corridor by scattering the saved duff on and alongside the newly restored trail (on any disturbed or scattered soils). The intent is for the duff to naturalize the newly restored trailway and to provide erosion prevention. Do not create a berm with the duff. Do not place materials in stream channels, drainage-ways, ditches, culvert inlets, or other locations where they would prevent the free flow of water away from the trailbed.
Order of Precedence:
Any inconsistency in this solicitation or contract shall be resolved by giving precedence in the following order:
1 – The Schedule (excluding the specifications) 2 – Representations and Other Instructions 3 – Contract Clauses 4 – Other Documents, Exhibits, and Attachments 5 – The Specifications 6 – Drawings
The trail log does not describe the full scope of the work nor identify every work item. The Contractor shall visit the project site and view all of the work on the ground prior to submitting a bid.
