Attachment: Task Order for NFsNC Trail Maintenance and Construction Contract

Task Order #4 Task Order Name: Badin Lake Motorized Trails Maintenance
Location:
The project area is located in the Badin Lake Recreation Area on the Uwharrie National Forest, west of the communities of Eldorado and Uwharrie, off of NC Hwy 109N.
Design Criteria: The trails are native surface. Some sections are eroded down to bedrock. The trails are managed as Trail Class 3, designed for ATV-OHV use with a target cross slope of 3% to 8%.
Existing tread width varies. Typically, travel way widths shall be perpetuated as existing (i.e., no need to narrow down the existing trail), however the specified cross slope must be maintained over the entire trail width such that positive drainage exists from all sections of trail tread.
Work to be performed:
The contractor shall furnish all equipment, labor and supplies to perform trail maintenance.
on the entire OHV trail system except for 0.5 mile of Rocky Mountain Loop Trail (TR#92) known as Kodak Rock which is currently closed; for 0.2 mile of the Daniel Trail (TR#390); 0.1 mile of Dickey Bell Trail (TR#91); and 0.1 mile of Dutch John Trail (TR#90); which are sections that are too steep for the equipment.
This requirement shall include approximately 16 miles of trails. The work will consist of blading existing trails reclamation of soil from tail ditches and/or turnouts to be smoothed and compacted back onto the trail tread, and reconstructing existing drainage dips. The work has been divided into a base bid section and an optional bid section (see Schedule of Items).
Equipment must be in good operating condition with a maximum width of 8 feet for trails work. To lessen the appearance of the tail ditches, the tail ditches are to be left with a maximum width of 5 feet. Contractor will be responsible for maintenance of equipment including leaks and/or spills.
Technical Requirements:
Blading Trails – Blading operations shall be conducted as required to remove ruts, potholes, and corrugations, and to out slope the berms and to out slope the trails where possible in-between the rolling dips. All suitable dislodged material shall be smoothly redistributed over the travel way/ trail tread and firmly compacted onto the travel way/ trail tread.
Soil Reclamation – Eroded soil from the trail and drainage dips shall be reclaimed from the tail ditches and/or turnouts and utilized for travel way / trail tread or as part of the drainage dips / berms.
The contractor is to ensure proper surface drainage following this operation. No undercutting of the trail surface at shoulder line or material berms will be allowed unless designated by the COR.
All travel way / trail tread widths shall be perpetuated as existing trail. Dips and swales within the travel way / trail tread designed to control surface drainage shall be maintained.
Drainage Dips – Drainage dips or rolling dips will be reconstructed in a manner so that all runoff will be deflected to tail ditches throughout the Trail Open Season. Tail ditches (maximum of 5 ft. wide) shall be cleared and maintained. Suitable material from the trail ditches shall be reclaimed, smoothed and compacted back onto the travel way / trail tread. Some designated berms and drainage dips may need to be realigned and these will be identified on the ground by the COR.
Due to archeological concerns no new tail ditches or silt traps shall be constructed.
Site Visit Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding the general and local conditions that may affect the cost of the contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
If contractors want to drive the trails and see them in person on the pre-bid date the contractor should bring UTVs, ATVs or full-sized vehicles to ride the trails and will be given access to the trail system so you can inspect them.
At no time will the contractor work outside the established travel way/ trail tread or the established tail ditches / turnouts unless directed by the COR.
