PART 1 - GENERAL

1.2 PROJECT INFORMATION

A. Project Identification: Greenbrier Ranger District Electrical Upgrades

1. Project Location: 7409 Staunton Parkersburg Turnpike, Bartow, WV 24920.

B. Owner: USDA Forest Service, Monongahela National Forest.

1. Contracting Officer’s Representative: Jacob Hise – Jacob.Hise@usda.gov

1.3 WORK COVERED BY CONTRACT DOCUMENTS

A. See Statement of Work.

1.4 CONTRACTOR'S USE OF SITE AND PREMISES

A. Restricted Use of Site: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.

B. Limits on Use of Site: Limit use of Project site to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Limits on Use of Site: Confine construction operations to the office where the upgrades shall take place.

2. Driveways, Walkways, and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or for storage of materials.

C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.

D. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations.

1.5 COORDINATION WITH OCCUPANTS

A. Full Owner Occupancy: Owner will occupy site and existing building(s) during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.

1.6 WORK RESTRICTIONS

A. Comply with restrictions on construction operations.

1. Comply with limitations on use of public streets, work on public streets, rights of way, and other requirements of authorities having jurisdiction.

B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 8:00 a.m. to 4:30 p.m., Monday through Friday (except Federal holidays), unless otherwise indicated.

A. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

1. Notify COR prior to proceeding with interruptions. At least one day of prior notice is required.

2. Obtain COR’s verbal or written permission before proceeding with utility interruptions.

3. Utility interruptions as required by the work should be limited as much as feasible without exceeding a period of up to one workday 8:00 a.m. - 4:30 p.m.

B. Noise, Vibration, Dust, and Odors: Coordinate operations that may result in high levels of noise and vibration, dust, odors, or other disruption to Owner occupancy with Owner.

1. Notify COR in advance of proposed disruptive operations. At least one day of advance notice is required.

2. Obtain COR’s written or verbal permission before proceeding with disruptive operations.

1.7 PROTECTION OF PUBLIC AND PROPERTY

A. Provide and maintain temporary barricades and warning signs to control access to protect the public and construction personnel from construction hazards.

B. Comply with Federal, State, and local laws, rules, and regulations concerning construction safety and health standards. Do not expose the public to or require any workers to work under conditions that are unsanitary, hazardous, or dangerous to health and safety.

C. Repair damage to existing public and private improvements to original condition at no additional cost to the Government. Control dust and noise to protect adjacent property from damage.

1.8 SAFETY

A. The contractor shall prepare a safety plan to protect employees and the public during the duration of the work. The plan shall be submitted as an informational submittal to the CO and COR prior to the pre-work meeting.

B. Comply with all applicable OSHA Standards.

C. Comply with all FAR clauses in this contract to include FAR 52.236-13 and other applicable clauses.

D. The safety of the contractor’s employees is the sole responsibility of the contractor.

E. In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.

F. If hazardous materials are encountered, do not disturb and stop work if necessary; immediately notify Contracting Officer.

1.9 CONSTRUCTION SCHEDULE

A. Submit Construction Schedule to CO and COR prior to pre-work meeting. Include planned start and finish dates for each of the exercised items from the Schedule of Items.

1.10 SPECIFICATION AND DRAWING CONVENTIONS

A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Text Color: Text used in the Specifications, including units of measure, manufacturer and product names, and other text may appear in multiple colors or underlined as part of a hyperlink; no emphasis is implied by text with these characteristics.

3. Hypertext: Text used in the Specifications may contain hyperlinks. Hyperlinks may allow for access to linked information that is not residing in the Specifications. Unless otherwise indicated, linked information is not part of the Contract Documents.

4. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

SECTION 01 33 00

SUBMITTAL PROCEDURES

1. GENERAL

1.01 SUMMARY

A. Section Includes:

1. Submittal schedule requirements.

2. Administrative and procedural requirements for submittals.

1.02 DEFINITIONS

A. Approval: Equivalent to “No Exception Taken” as defined in 260000 Electrical Basic

Requirements.

B. Action Submittals: Written and graphic information and physical samples that require CO or COR’s responsive action. Action submittals are those submittals indicated in individual Specification Sections as "action submittals."

C. Informational Submittals: Written and graphic information and physical samples that do not require CO or COR’s responsive action. Submittals may be rejected for not complying with requirements. Informational submittals are those submittals indicated in individual Specification Sections as "informational submittals."

D. Material Submittals: Written and graphic information required to be submitted by the contract documents regarding materials to be included in the contract work. These are indicated in the contract documents as “material submittals”. Materials submittals are subject to CO’s or COR’s review and responsive action. See individual specification sections in Division 26 and 27 for product data/material submittal requirements.

1.03 ACTION & MATERIAL SUBMITTALS

A. Submittal Schedule: Submit a list of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, ordering, manufacturing, fabrication, and delivery when establishing dates. Include additional time required for making corrections or revisions to submittals noted by COR and additional time for handling and reviewing submittals required by those corrections.

1. Coordinate submittal schedule with list of subcontracts, schedule of values, and

Contractor's construction schedule.

2. Initial Submittal: Submit concurrently with startup construction schedule. Include submittals required during the first 60 days of construction. List those submittals required to maintain orderly progress of the Work and those required early because of long lead time for manufacture or fabrication.

3. Final Submittal: Submit concurrently with the first complete submittal of Contractor's construction schedule.

a. Submit revised submittal schedule to reflect changes in current status and timing for submittals.

4. Format: Arrange the following information in a tabular format:

a. Scheduled date for first submittal.

b. Specification Section number and title.

c. Submittal category: Action or information.

d. Name of subcontractor.

e. Description of the Work covered.

f. Scheduled date for COR’s final release or approval.

1.04 SUBMITTAL FORMATS

A. Contracting Officer's Digital Data Files: Electronic digital data files of the Contract

Drawings may be provided by Contracting Officer for Contractor's use in preparing submittals.

1. Contracting Officer may furnish upon request by contractor, one set of digital data drawing files of the Contract Drawings for use in preparing Shop Drawings.

a. Contracting Officer makes no representations as to the accuracy or completeness of digital data drawing files.

b. Allow 7 calendar days from the date of the contractor’s written request for transmittal of drawing files.

B. Submittal Information: Include the following information in each submittal:

1. Contract Name and Number.

2. Date.

3. Name of Contractor.

4. Name of firm or entity that prepared submittal.

5. Names of subcontractor, manufacturer, and supplier.

6. Category and type of submittal.

7. Submittal purpose and description.

8. Number and title of Specification Section, with paragraph number and generic name for each of multiple items.

9. Drawing number and detail references, as appropriate.

10. Indication of full or partial submittal.

11. Consecutive transmittal number.

12. Submittal and transmittal distribution record.

13. Other necessary identification.

14. Remarks.

C. Options: Identify options requiring selection by Contracting Officer.

D. Deviations and Additional Information: On an attached separate sheet, prepared on

Contractor's letterhead, record relevant information, requests for data, revisions other than those requested by Contracting Officer on previous submittals, and deviations from requirements in the Contract Documents, including minor variations and limitations.

Include same identification information as related submittal. Include the Contracting Officer on all deviation requests.

1.05 SUBMITTAL PROCEDURES

A. Prepare and submit submittals required by individual Specification Sections as PDF electronic files and as indicated for samples and other physical submittals. Types of submittals are indicated in individual Specification Sections.

B. Submittals shall be transmitted via email to the COR & CO.

C. Identify and incorporate information in each electronic submittal file as follows:

1. Assemble complete submittal package into a single indexed file incorporating submittal requirements of a single Specification Section and transmittal form acceptable to Government with links enabling navigation to each item.

2. Name file with submittal number or other unique identifier, including revision identifier.

a. File name shall use project identifier and Specification Section number followed by a decimal point and then a sequential number (e.g., LNHS- 061000.01). Resubmittals shall include an alphabetic suffix after another decimal point (e.g., LNHS-061000.01.A).

b. Include date in each file name and folder name: 20210119 Y/M/D format,

c. Each submittal shall be in a separate dated folder on file transfer system.

3. Provide means for insertion to permanently record Contractor's review and approval markings and action taken by COR.

D. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Submit all submittal items required for each Specification Section concurrently unless partial submittals for portions of the Work are indicated on approved submittal schedule.

3. Submit action submittals, materials submittals and informational submittals required by the same Specification Section as separate packages under separate transmittals.

4. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.

a. Contracting Officer or COR reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.

E. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's and COR’s receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

1. Initial Review: Allow 15 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer or COR will advise Contractor when a submittal being processed must be delayed for coordination.

2. Intermediate Review: If intermediate submittal is necessary, process intermediate review in same manner as initial submittal.

3. Resubmittal Review: Allow 15 days for review of each resubmittal.

4. Sequential Review: Where sequential review of submittals by Contracting Officer's consultants, Government, or other parties is indicated, allow 21 days for initial review of each submittal.

F. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.

1. Indicate date and content of previous submittal.

2. Indicate date and content of revision in label or title block and clearly indicate extent of revision.

3. Resubmit submittals until they are approved in writing by the CO or COR (in a method acceptable to the specifications or as otherwise described by the CO).

G. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.

H. Use for Construction: Retain complete copies of submittals on Project site. Use only final action or material submittals that are approved in writing by the Contracting Officer or

COR.

1.06 SUBMITTAL REQUIREMENTS

A. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. If information must be specially prepared for submittal because standard published data are unsuitable for use, submit as Shop Drawings, not as Product Data.

2. Clearly mark each copy of each submittal to show which products and options are applicable.

3. Include the following information, as applicable:

a. Manufacturer's catalog cuts.

b. Manufacturer's product specifications.

c. Standard color charts.

d. Statement of compliance with specified referenced standards.

e. Testing by recognized testing agency.

f. Application of testing agency labels and seals.

g. Notation of coordination requirements.

h. Availability and delivery time information.

4. Submit Product Data before Shop Drawings, and before or concurrent with Samples.

5. Submit Product Data in PDF electronic file.

B. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on standard printed data.

1. Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:

a. Identification of products.

b. Schedules.

c. Compliance with specified standards.

d. Notation of coordination requirements.

e. Notation of dimensions established by field measurement.

f. Relationship and attachment to adjoining construction clearly indicated.

2. Paper Sheet Size: Except for templates, patterns, and similar full-size Drawings, submit Shop Drawings on sheets at least 11 by 17 inches, but no larger than 30 by 42 inches (750 by 1067 mm).

3. Submit Shop Drawings in PDF electronic file.

C. Qualification Data: Prepare written information that demonstrates capabilities and experience of firm or person. Include lists of completed projects with project names and addresses, contact information of Contracting Officers and other information specified.

D. Design Data/Product Data/Materials Submittals: Prepare and submit written and graphic information indicating compliance with indicated performance and design criteria in individual Specification Sections. Include list of assumptions and summary of loads.

Include load diagrams if applicable. Provide name and version of software, if any, used for calculations. Number each page of submittal.

E. Certificates:

1. Certificates and Certifications Submittals: Submit a statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity. Provide original paper copy where a notarized signature is required.

2. Installer Certificates: Submit written statements on manufacturer's letterhead certifying that Installer complies with requirements in the Contract Documents and, where required, is authorized by manufacturer for this specific Project.

3. Manufacturer Certificates: Submit written statements on manufacturer's letterhead certifying that manufacturer complies with requirements in the Contract Documents.

Include evidence of manufacturing experience where required.

4. Material Certificates: Submit written statements on manufacturer's letterhead certifying that material complies with requirements in the Contract Documents.

5. Product Certificates: Submit written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.

6. Welding Certificates: Prepare written certification that welding procedures and personnel comply with requirements in the Contract Documents. Submit record of Welding Procedure Specification and Procedure Qualification Record on AWS forms.

Include names of firms and personnel certified.

F. Test and Research Reports:

1. Compatibility Test Reports: Submit reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of compatibility tests performed before installation of product. Include written recommendations for primers and substrate preparation needed for adhesion.

2. Field Test Reports: Submit written reports indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements in the Contract Documents.

3. Material Test Reports: Submit reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements in the Contract Documents.

4. Preconstruction Test Reports: Submit reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of tests performed before installation of product, for compliance with performance requirements in the Contract Documents.

5. Product Test Reports: Submit written reports indicating that current product produced by manufacturer complies with requirements in the Contract Documents. Base reports on evaluation of tests performed by manufacturer and witnessed by a qualified testing agency, or on comprehensive tests performed by a qualified testing agency.

6. Research Reports: Submit written evidence, from a model code organization acceptable to authorities having jurisdiction, that product complies with building code in effect for Project. Include the following information:

a. Name of evaluation organization.

b. Date of evaluation.

c. Time period when report is in effect.

d. Product and manufacturers' names.

e. Description of product.

f. Test procedures and results.

g. Limitations of use.

1.07 DELEGATED-DESIGN SERVICES

A. Performance and Design Criteria: Where professional design services or certifications by a design professional are specifically required of Contractor by the Contract Documents, provide products and systems complying with specific performance and design criteria indicated.

1. If criteria indicated are insufficient to perform services or certification required, submit a written request for additional information to Contracting Officer.

B. Delegated-Design Services Certification: In addition to Shop Drawings, Product Data, and other required submittals, submit digitally signed PDF file and three paper copies of certificate, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional.

1. Indicate that products and systems comply with performance and design criteria in the

Contract Documents. Include list of codes, loads, and other factors used in performing these services.

1.08 CONTRACTOR'S REVIEW

A. Action and Informational Submittals: Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to Contracting Officer and COR.

B. Contractor's Approval: Indicate Contractor's approval for each submittal with a uniform approval stamp. Include name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

1.09 GOVERNMENT REVIEW

A. Contracting Officer’s Representative (COR) may approve technical submittals, unless otherwise indicated by the contract documents or determined in writing by the Contracting Officer (CO). COR may review each submittal instead of the CO.

B. Material Submittals: Will be reviewed and their approval status will be documented in a project submittal review XLS spreadsheet returned to the contractor. The specific material items will be included in this review document and notes for approval, disapproval, and resubmittal and any questions on items.

1. All submittals reviewed will be approved in the material review spreadsheet only.

This will be returned to contactor with each submittal group reviewed.

2. No marked up copies of material cut sheets will be returned to the contractor.

C. Action Submittals: Review Process will be the same as for Materials Submittals.

D. Informational Submittals: Contracting Officer or COR will review each submittal and will not return it, or may return it if it does not comply with requirements. Contracting Officer or COR will forward each submittal to appropriate party. Contractor is responsible for compliance with contract requirements and all applicable laws and regulations regardless of whether mistakes were discovered by CO or COR review of informational submittals.

E. Partial submittals prepared for a portion of the Work will be reviewed when use of partial submittals has received prior approval from COR or Contracting Officer.

F. Incomplete submittals are unacceptable, will be considered nonresponsive, and may be returned for resubmittal without review.

G. Submittals not required by the Contract Documents may be returned by Contracting Officer or COR without action.

SECTION 26 00 00

ELECTRICAL BASIC REQUIREMENTS

PART 1 - GENERAL

1.01 SECTION INCLUDES

A. Work included in 26 00 00, Electrical Basic Requirements applies to Division 26 Electrical work to provide materials, labor, tools, permits, incidentals, and other services to provide and make ready for Government's use of electrical systems for proposed project. 26 00 00 also applies to Division 27 and the remainder of the contract work as applicable.

B. Definitions:

1. Provide: To furnish and install, complete and ready for intended use.

2. Furnish: Supply and deliver to project site, ready for unpacking, assembly and installation.

3. Install: Includes unloading, unpacking, assembling, erecting, installation, applying, finishing, protecting, cleaning and similar operations at project site as required to complete items of work furnished. If not otherwise explicitly specified to be government supplied, install shall also include contractor furnishing of materials.

4. Approved or Approved Equivalent: To possess the same performance qualities and characteristics and fulfill the utilitarian function without any decrease in quality, durability or longevity. For equipment/products defined by the Contractor as "equivalent", substitution requests must be submitted to Contracting Officer’s Representative for consideration and be approved by the COR in writing. Approval shall constitute “No Exception Taken” and shall not be otherwise construed.

5. Authority Having Jurisdiction (AHJ): Indicates reviewing authorities, including local fire marshal, Electrical Official, State or Local Electrical Inspector, and other reviewing entity whose approval is required to obtain systems acceptance. AHJ shall refer to external reviewing authorities, and shall not refer to the CO or COR.

1.04 SUBMITTALS

A. See Division 01, General Requirements (Section 013300) for Submittal Procedures as well as section 260010 and individual Specification Sections.

B. In addition:

1. Approval constitutes “No Exception Taken”.

2. "No Exception Taken" constitutes that review is for general conformance with the design concept expressed in the Contract Documents for the limited purpose of checking for conformance with information given. Any action is subject to the requirements of the Contract Documents. Contractor is responsible for the dimensions and quantity and will confirm and correlate at the job site, fabrication processes and techniques of construction, coordination of the work with that of all other trades, and the satisfactory performance of the work.

3. Failure to follow the procedures below and in other specification sections may result in rejection of the submittals and necessitate resubmittal.

4. Make complete submittals of all equipment within 7 calendar days of notice to proceed.

5. Provide product submittals and shop drawings in electronic format only. Electronic format must be submitted via zip file via e-mail. These are material submittals.

6. Product Data: Provide manufacturer's descriptive literature for products specified in Division 26, Electrical Sections and Division 27. These are material submittals.

7. Identify/mark each submittal in detail. Note what differences, if any, exist between the submitted item and the specified item. Failure to identify the differences will be considered cause for disapproval. If differences are not identified and/or not discovered during the submittal review process, Contractor remains responsible for providing equipment and materials that meet the specifications and drawings.

a. Label submittal to match numbering/references as shown in Contract Documents. Highlight and label applicable information to individual equipment or cross out/remove extraneous data not applicable to submitted model. Clearly note options and accessories to be provided, including field installed items. Highlight connections by/to other trades.

b. Include technical data, installation instructions and dimensioned drawings for products, fixtures, equipment and devices installed, furnished or provided.

Reference individual specification Sections for specific items required in product data submittal outside of these requirements.

8. Submittal Review Procedures

a. Material submittals will be reviewed, and their approval status will be documented in a project submittal review XLS spreadsheet returned to the contractor. The specific material items will be included in this review document and notes for approval, disapproval, and resubmittal and any questions on items.

b. All submittals reviewed will be approved in the material review spreadsheet only. This will be returned to contactor with each submittal group reviewed.

c. No marked-up copies of material cut sheets will be returned to the contractor.

d. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's/COR’s receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

e. Reference timeframes for review in Section 013300 of the contract specifications.

9. Resubmission Requirements: Make corrections or changes in submittals as required, and in consideration of Contracting Officer’s comments. Identify Contracting Officer’s comments and provide an individual response to each of the Contracting Officer’s comments. Cloud changes in the submittals and further identify changes which are in response to Contracting Officer’s comments.

10. Trade Coordination: Include physical characteristics, electrical characteristics, device layout plans, wiring diagrams, and connections as required per Division 26, Electrical Coordination Documents. For equipment with electrical connections, furnish copy of approved submittal for inclusion in Division 26, Electrical submittals.

11. Substitutions and Variation from Basis of Design:

a. The Basis of Design designated product establishes the qualities and characteristics for the evaluation of any comparable products by other listed acceptable manufacturers if included in this Specification or included in an approved Substitution Request as judged by the Design Professional.

b. If substitutions and/or equivalent equipment/products are being proposed, it is the responsibility of parties concerned, involved in, and furnishing the substitute and/or equivalent equipment to verify and compare the characteristics and requirements of that furnished to that specified and/or shown. If greater capacity and/or more materials and/or more labor is required for the rough-in, circuitry or connections than for the item specified and provided for, then provide compensation for additional charges required for the proper rough-in, circuitry and connections for the equipment being furnished. No additional charges above the Base Bid, including resulting charges for work performed under other Divisions, will be allowed for such revisions. Coordinate with the requirements of "Submittals". For any product marked "or approved equivalent", a substitution request must be submitted to Contracting Officer for approval prior to purchase, delivery or installation.

12. Samples: Provide samples when requested by individual Sections.

13. Resubmission Requirements:

a. Make any corrections or change in submittals when required. Provide submittals as specified. The Contracting Officer will not be required to edit

03/08/2023 Electrical Upgrades 26 00 00 - 5/12 and/or interpret the Contractor's submittals. Indicate changes for the resubmittal in a cover letter with reference to page(s) changed and reference response to comment.

b. Resubmit for review until review indicates no exception taken or "make corrections as noted".

14. Record Drawings:

a. Keep one full size (11”x17” or 24”x36”) copy of record drawings for changes and updates only, other than working drawings, on the site at all times during construction, and note all changes and corrections made during the construction period.

b. Transfer these changes to the project CAD drawings and plot 11”x17” size paper drawings for contract “as-built” drawings.

c. Provide the marked-up record drawings with other closeout submittals submittal along with updated CAD drawings in PDF or DWG format.

d. Informational Submittal.

e. See Division 26 and 27 individual Sections for additional items to include in record drawings.

15. Closeout Submittals

a. Informational Submittals to be submitted at project closeout stage.

b. Required Data: As-built shop drawings, diagrams, catalog data, parts lists, all approved submittal data, manufacturer's installation, operating and maintenance instruction manuals for all equipment and fixtures. All data shall be in PDF format.

c. Include all installation instructions shipped with all equipment in manual.

d. As-Built Drawings:

(1) Furnish one set of electrical drawings in PDF or CAD format via email showing the project "as-built". Include physical layout of all newly installed conduit, buried wire, circuit changes, interior wiring, fixture, and equipment location, and marked with all changes and corrections made during the work.

(2) Contractor may use project plans, CAD drawings, or other means to create as-built drawings if they produce a neat and useable as-built.

Any other means must result in a pdf file of the drawings. Government may reject drawings if determined to be unusable based on neatness and lack of clarity.

(3) The Government may provide CAD drawing files via email to the contractor to modify the drawings for as-builts. Contractor shall request these if desired, and allow 7 calendar days for transmittal, with time beginning upon request.

e. Contractor shall produce a document labeling existing circuits altered by the work and new circuits added by the contract work. This document shall include the following:

(1) Breaker Identifying Number

(2) Location Description of the outlets on the circuit

(3) Room, Wall, etc.

(4) A redlined copy of the plans showing the general location of the circuit and identifying each with the appropriate breaker number.

f. Closeout submittals included in this section shall be submitted with necessary testing submittals and other documents prior to approval of the final invoice.

(1) Timelines for review and acceptance follow submittal procedures in this specification.

(2) Closeout submittals are informational submittals. The COR and CO reserve the right to reject any submittals which do not comply with the contract documents. Issues that may result in rejection can include but are not limited to:

• Insufficient Information Provided

• Unreadable Material

• Submissions lacking neatness

• Other Reasons as described in the contract documents.

1.05 QUALITY ASSURANCE

A. Regulatory Requirements: Work and materials installed to conform with all local, State and Federal codes, and other applicable laws and regulations.

B. Drawings are intended to be diagrammatic and reflect the Basis of Design manufacturer's equipment. They are not intended to show every item in its exact dimensions, or details of equipment or proposed systems layout. Verify actual dimensions of systems (i.e.

distribution equipment, duct banks, light fixtures, etc.) and equipment proposed to assure that systems and equipment will fit in available space. Contractor is responsible for design and construction costs incurred for equipment other than Basis of Design, including, but not limited to, architectural, structural, electrical, HVAC, fire sprinkler, and plumbing systems.

C. Manufacturer's Instructions: Follow manufacturer's written instructions. If in conflict with Contract Documents, obtain clarification. Notify Contracting Officer, in writing, before starting work.

D. Items shown on Drawings are not necessarily included in Specifications or vice versa.

Confirm requirements in all Contract Documents.

E. Provide products that are UL listed.

1.06 WARRANTY

A. FAR 52.246-21 Warranty of Construction B. Sections under this Division can require additional and/or extended warranties that apply beyond basic warranty under Division 01, General Requirements, and the General Conditions. Comply with all requirements in all Contract Documents.

1.07 COORDINATION DOCUMENTS

A. Prior to construction, coordinate installation and location of HVAC equipment, ductwork, grilles, diffusers, piping, plumbing equipment/fixtures, fire sprinklers, plumbing, lights, cable tray and electrical services with architectural and structural requirements, and other trades (including ceiling suspension and tile systems), and provide maintenance access requirements. Coordinate with submitted architectural systems (i.e. roofing, ceiling, finishes) and structural systems as submitted, including footings and foundation. Identify zone of influence from footings and ensure systems are not routed within the zone of influence.

B. Advise Contracting Officer in event a conflict occurs in location or connection of equipment. Bear costs resulting from failure to properly coordinate installation or failure to advise Contracting Officer of conflict.

C. Submit final Coordination Drawings with changes as Record Drawings at completion of project.

PART 2 - PRODUCTS

2.01 MANUFACTURERS

A. Articles, fixtures, and equipment of a kind to be standard product of one manufacturer.

2.02 STANDARDS OF MATERIALS AND WORKMANSHIP

A. Base contract upon furnishing materials as specified. Materials, equipment, and fixtures used for construction are to be new, latest products as listed in manufacturer's printed catalog data and are to be UL listed and labeled or be approved by State, County, and City authorities prior to procurement and installation.

B. Names and manufacturer's names denote character and quality of equipment desired and are not to be construed as limiting competition.

C. Hazardous Materials:

1. Comply with local, state, and federal regulations relating to hazardous materials.

2. Do not use any materials containing a hazardous substance.

PART 3 – EXECUTION

3.01 ACCESSIBILITY AND INSTALLATION

A. Confirm Accessibility and Installation requirements in Division 00, Procurement and Contracting Requirements, Division 01, General Requirements, Section 26 00 00, Electrical Basic Requirements and individual Division 26, Electrical Sections.

B. Install equipment requiring access (i.e., junction boxes, light fixtures, power supplies, motors, etc.) so that they may be serviced, reset, replaced or recalibrated by service people with normal service tools and equipment. Do not install equipment in passageways, doorways, scuttles or crawlspaces which would impede or block the intended usage.

C. Install equipment and products complete as directed by manufacturer's installation instructions. Obtain installation instructions from manufacturer prior to rough-in of equipment and examine instructions thoroughly. When requirements of installation instructions conflict with Contract Documents, request clarification from Contracting Officer prior to proceeding with installation. This includes proper installation methods, sequencing, and coordination with other trades and disciplines.

D. Plenums:

1. In plenums, provide plenum rated materials that meet the requirements to be installed in plenums. Immediately notify Contracting Officer of discrepancy.

E. Provide miscellaneous supports/metals required for installation of equipment and conduit.

3.02 REVIEW AND OBSERVATION

A. Notify Contracting Officer and COR, in writing, at following stages of construction so that they may, at their option, visit site for review and construction observation:

1. Underground conduit installation prior to backfilling.

2. Prior to covering walls.

3. Prior to ceiling cover/installation.

4. When main systems, or portions of, are being tested and ready for inspection by

COR and AHJ (if applicable).

B. Final Punch:

1. Prior to requesting a final punch visit from the COR, request from Contracting Officer the Electrical Precloseout Checklist, complete the checklist confirming completion of systems’ installation, and return to Contracting Officer. Then request a final punch visit from the COR.

2. Costs incurred by additional trips required due to incomplete systems will be the responsibility of the Contractor.

3.03 CUTTING AND PATCHING

A. Confirm requirements in Division 00, Procurement and Contracting Requirements and

Division 01, General Requirements. In the absence of specific requirements in Division 01, General Requirements, comply with individual sections of divisions 26, 27 and the following:

1. Proposed floor cutting/core drilling/sleeve locations are to be carefully selected.

Contractor is responsible for structural damage resulting from operations. Limit structural cuts/bores to as few penetrations as possible.

2. Cutting, patching and repairing for work specified in this Division including plastering, masonry work, concrete work, carpentry work, and painting included under this Section will be performed by skilled craftsmen of each respective trade in conformance with appropriate Division of Work.

3. Additional openings required in building construction to be made by drilling or cutting. Use of jack hammer is specifically prohibited. Patch openings in and through concrete and masonry with grout.

4. Restore new or existing work that is cut and/or damaged to original condition. Patch and repair specifically where existing items have been removed. This includes repairing and painting walls, ceilings, etc. where existing conduit and devices are removed as part of this project. Where alterations disturb lawns, paving, and/or walks, surfaces to be repaired, refinished and left in condition matching existing prior to commencement of work.

5. Additional work required by lack of proper coordination will be provided at no additional cost to the Government.

3.04 EQUIPMENT SELECTION AND SERVICEABILITY

A. Replace or reposition equipment which is too large or located incorrectly to permit servicing, at no additional cost to Government.

3.05 DELIVERY, STORAGE AND HANDLING

A. Handle materials delivered to project site with care to avoid damage. Store materials on site inside building or protected from weather, dirt and construction dust. Products and/or materials that become damaged due to water, dirt, and/or dust as a result of improper storage and handling to be replaced before installation.

B. Protect equipment to avoid damage. Close conduit openings with caps or plugs. Keep motors and bearings in watertight and dustproof covers during entire course of installation.

C. Protect bus duct and similar items until in service.

3.06 DEMONSTRATION

A. Upon completion of work and adjustment of equipment, test systems and demonstrate to Contracting Officer that equipment furnished and installed or connected under provisions of these Specifications functions in manner required.

3.07 CLEANING

A. Upon completion of installation, thoroughly clean electrical equipment, removing dirt, debris, dust, temporary labels and traces of foreign substances. Throughout work, remove construction debris and surplus materials accumulated during work.

3.08 INSTALLATION

A. Confirm Installation requirements in Division 00, Procurement and Contracting Requirements and Division 01, General Requirements, Section 26 00 00, Electrical Basic Requirements and individual Division 26 and 27E Sections.

B. Install equipment and fixtures in accordance with manufacturer's installation instructions, plumb and level and firmly anchored to vibration isolators. Maintain manufacturer's recommended clearances.

C. Start up equipment, in accordance with manufacturer's start-up instructions, and in presence of manufacturer's representative. Test controls and demonstrate compliance with requirements. Replace damaged or malfunctioning controls and equipment.

D. Provide miscellaneous supports/metals required for installation of equipment.

3.09 PAINTING

A. In the absence of specific requirements, comply with individual Division 26, Electrical Sections and the following:

1. See individual equipment Specifications and SOW for other painting requirements.

2. Damaged, cut, or replaced sheetrock or other surfaces damaged and repaired as part of this work shall be finished and painted to match condition existing prior to damage or removal.

3. Structural Steel: Repair damage to structural steel finishes or finishes of other materials damaged by cutting, welding or patching to match original.

4. Conduit: Clean, primer coat and paint interior/exterior conduit exposed in public areas with two coats paint suitable for metallic surfaces. Color to be confirmed by COR.

5. Covers: Covers such as manholes, vaults and the like will be furnished with finishes which resist corrosion and rust.

3.10 ACCEPTANCE

1. System cannot be considered for acceptance until work is completed and demonstrated to

Contracting Officer that installation is in strict compliance with Specifications, Drawings and manufacturer's installation instructions, particularly in reference to following:

3.11 FIELD QUALITY CONTROL

A. Confirm Field Quality Control requirements in Division 01, General Requirements, Section 26 00 00, Electrical Basic Requirements and individual Division 26, Electrical Sections.

B. Tests:

1. Conduct tests of equipment and systems to demonstrate compliance with requirements specified. Reference individual Specification Sections for required tests. Document tests and submit as informational submittals.

2. During site evaluations by COR, provide appropriate personnel with tools to remove and replace trims, covers, and devices so that proper evaluation of installation can be performed.
