Monongahela NF Electrical Improvements Project – 12445523Q0014

Questions/Answers Document (Answers in Red)

Greenbrier RD:

1. How long does the telephone cable need to be, and where will it go (please provide a brief description of the surfaces involved)?

a. The line is described in detail in the Scope of Work. See below for photos of ATA, 66 block and their locations. The contractor is responsible for determining placement of the wires on the 66 blocks, including any continuity testing between the phone jack in the warehouse and the 66 block.

2. Does the conduit from the panel to the subpanel need to be surface mounted?

a. Yes.

3. What conduit shall be used for the project?

a. See updated contract documents.

4. Can the new subpanel be surface mounted?

a. The new subpanel shall be surface mounted. The contractor is responsible to connect wires from the old fuse box to the new subpanel in a manner meeting NEC standards.

See revised plans and specifications.

5. Is there cell service in Bartow?

a. There is no cell service in Bartow, WV.

6. What year was the warehouse constructed?

a. 1940

7. Are you 100% sure the old fuse box is fed from the existing Main service panel

a. The old fuse box is likely fed from the existing main service panel. The contractor is solely responsible for employee safety and any necessary testing to confirm where the old fuse box electrical feed originates. This is incidental to the circuit replacement. The government used an inspection report from an electrical contractor when creating the contract documents. See additional photos of the existing fuse box below.

8. What kind of light switch are they replacing?

a. The current light switch looks to be along the lines of one used in normal construction.

The replacement switch shall comply with the specifications. See specification section 260050 Part 2 for material requirements regarding light switches.

Existing Light Switch

9. What do the existing lights look like that they want to replace?

a. The existing lights look to be fixtures containing lightbulbs. Regardless of the type of existing fixtures and bulbs, the contractor is responsible for disposing of removed materials in accordance with Federal, State and Local laws and regulations. The replacement lights and fixtures shall meet the requirements put forth in the contract plans and documents. See photos below of existing fixtures and of the attic space.

10. What are the requirements for the light fixtures?

a. Light fixtures shall comply with NEC and meet the specifications put forth in the updated contract documents to include the notes on the plans.

11. Is there a specific light for the attic you had in mind or just something that can handle the heat of an attic?

a. Please reference the notes on the updated plans and the updated specifications for requirements for the lights. New lights and fixtures shall be installed. Submit lighting fixture shop drawings to COR for approval prior to purchase and installation per the updated specifications.

12. Is the attic lighting circuit currently operational?

a. No.

Marlinton RD Warehouse:

1. Does the COR approve the locations of the receptacles?

a. Yes. The plans show rough locations of receptacles to be installed. Minor adjustments to location may be made, subject to the approval of the COR. Final location of receptacles is subject to approval by the COR.

2. Is there access to the space above the ceiling?

a. There is access to the space above the ceiling in the warehouse.

3. What type of receptacles shall be used?

a. The NEC (NFPA 70) requirements govern the type of receptacles to be installed. GFCIs shall be installed where required by code.

4. Can wire be run within the walls of the warehouse instead of in EMT conduit?

a. See updated Specifications and Statement of Work.

5. How big is the warehouse?

a. Approximate dimensions of the warehouse space are described in the notes on the plans.

6. What type of panel is in the Marlinton Warehouse? What Does it look like?

a. See photos in Appendix A.

Gauley Ranger District Office:

1. Is there a drop in ceiling at this location or is the crawl space the only way to access everything?

a. The crawl space is the main access point for running wires and conduit and is where most of the electrical and data lines are run for the building.

Hatches to the space above the ceiling are present. The ceiling is not a drop ceiling. The center of the structure above the customer service desk has exposed framing, and lacks an attic space above it, meaning that there is not a continuous attic throughout the structure. There is attic space above the wings of the building. Appendix B shows photos typical photos of the access hatches and attic space.

2. What are the requirements for a “Wireless Access Point Hookup”?

a. See updated contract Specifications and updated Statement of Work.

3. Does the crawlspace get flooded?

a. The government cannot guarantee the crawlspace will not flood. Flooding of the crawlspace is considered unlikely. Appendix B contains additional photos of the crawlspace.

4. Is there cell service at the Gauley Ranger District Office?

a. Cell Service is spotty at the office, but is more widely available in Richwood, WV (a few miles south of the office).

5. What height should outlets be installed at?

a. Outlet locations (including height) shall be subject to the approval of the COR. In general outlets should be installed at the same height as existing outlets in the space.

6. What are the dimensions of the structure?

a. See Appendix C to this document. Please note the drawing may not be to scale and the dimensions may not be exact.

7. Will there be access to the Law Enforcement Officer Space?

a. There shall be no access to the Law Enforcement Officer Space without prior approval of the Contracting Officer and the Law Enforcement Officer.

8. Can more pictures of the inside of these locations be shared?

a. the room where the L530R will be located

b. a few rooms for reference for data and power drops

c. Please see Appendix B to this document for additional photos.

d. See Contract Plans and Appendix C to Reference Room Labels and Locations of Photos.

All Improvement Projects:

1. Will there be extensions of the Period of Performance if materials have long lead times?

a. This would be addressed during the contract and would be the decision of the CO.

2. Can any wires or conduit be exposed?

a. See contract documents. If wire (electrical or data) cannot be concealed within walls, ceilings, etc. it shall be covered by wire mold or EMT conduit. The covering method shall be approved by the COR and shall be painted to match the surface it is mounted on.

3. Is the contractor required to repair damage to sheetrock or other surfaces?

a. Any surface damaged by contractor operations shall be repaired to original condition by the contractor at no additional cost to the government. These surfaces include but are not limited to drywall, ceiling tiles, flooring, etc. Contractor is responsible for color matching the paint, with the color match approved by the COR.

Other requirements in the contract documents still apply.

4. Does the NEC supersede requirements in the contract documents?

a. NEC requirements supersede the requirements in the contract documents unless the contract requirements are more stringent.

5. Who is responsible for the safety of contractor employees?

a. The Contractor is solely responsible for safety of their employees and compliance with OSHA standards.

6. Does the COR have to be present during the work?

a. See the contract documents for work restrictions to include allowable working hours. The

COR does not have to be present for work to proceed (unless otherwise stated in the contract documents) but may be on site at any point during the contract period.

7. Will it be an issue if we would drill during normal business hours at any of the locations?

a. Follow procedures described in the contract specifications for each location. See updated specification documents sections “1.6 Work Restrictions”.
