About this file
This is a Solicitation Evaluation Criteria document issued by the State of Nebraska Department of Water, Energy, and Environment (NDWEE) for Request for Proposal Number 124065 O5 to develop and implement a Carbon Intensity Data Bank and Grants Program supporting the Opportunity for Nebraska: Reducing Emissions and Decarbonization Program (ONE RED). The solicitation seeks qualified contractors to design, develop, and maintain secure digital platforms including a CI Data Bank system for uploading verified carbon intensity scores, a Precision Agriculture and Carbon Intensity Grants Program digital interface, automated payment processing systems, cybersecurity and data privacy protections, user training materials and customer support, and advanced reporting and analytics capabilities. The electronic solicitation opens February 23, 2026 at 2:00 p.m. Central Time, with a written questions deadline of February 2, 2026. The Intent to Award will be posted March 11, 2026, with contract execution anticipated for March 23, 2026. The initial contract term extends through September 30, 2029, with options to renew for two additional six-month periods.
Evaluation of proposals will be based on a 120-point maximum scoring structure consisting of 25 points for Corporate Overview, 65 points for Technical Response, 10 points for Cost, and an optional 20 points for vendor demonstrations. Cost points are allocated using a formula in which the lowest realistic cost submitted receives maximum points, with other bids scored proportionally using the formula: (Lowest Cost Submitted ÷ Cost Submitted) × Maximum Possible Cost Points. Bidders must submit firm, fixed labor rates organized by category that remain constant throughout the contract term, with all costs presented as not-to-exceed amounts. The contract is subject to availability of EPA Climate Pollution Reduction Implementation Grant funds awarded to Nebraska in October 2024. No incumbent vendor is identified, indicating this is a new procurement. Mandatory requirements for responsive submissions include Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a manually signed or DocuSign-executed Contractual Agreement Form.
