Requirement History USSOCOM currently uses a single award IDIQ contract, SOCOM Wide Mission Support (SWMS) Group C to acquire knowledge-based services with associated Organizational Conflict of Interest (OCI) risk required for this acquisition.
SWMS Group C was a competitive SDVOSB Set-Aside.
SWMS Group C ceiling was $150M

Flexibility SEPS IDIQ Contract SEPS IDIQ contract – Built in Flexibility Task Orders may be issued as one of several types FFP, LH, T&M, COST Task Orders may or may not include option periods, or the number of option periods included may vary Labor Categories were specifically not defined at the IDIQ level.
Services needed are expected to vary based on mission objectives of the requirement owner (Component, TSOC..etc.) therefore, each task order package will specify the requested terms (I.e., tasks to be performed, performance location, level of effort (if applicable), and minimum required skills and qualifications
Basis of Award
The solicitation includes 2 Factors :
Factor 1 (Volume 1): Technical Experience (including pass/fail transition) Factor 2 (Volume 2): Price Administrative (Volume 3) The data provided in this volume is used to support the contractor responsibility determination (FAR 9.104) Award will be made to the Offeror whose proposal represents the Best Value as determined by the highest rated technical offer (substantiated) with a fair & reasonable and realistic price
Offeror Responses (Factor 1) Work Samples: Refer to M5.2 for details on what qualifies a work sample for submission
Purpose: To provide substantiating evidence for the self-score Opportunity to demonstrate best relevant experience
Limits: Maximum of five (contracts/task orders) Max of two samples from Offeror's Teammate Can use samples where Offeror/Teammate is Prime or Sub If Sub, must show Offeror/Teammate did relevant work
Points of Contact (POC): Must include at least two POCs for each sample If Offeror/Teammate was Prime, include Government POCs If Offeror/Teammate was Subcontractor, include Prime** POCs ** RFP will reflect this change to Att 3, Work Sample Cover Sheet
Scoring: Refer to M5.2.1 to M5.2.7 for details on scoring of each evaluation category Each evaluation category is scored based on data from work samples Note maximum counts allowed, and restrictions on allowable sample types, for each category

HRTO-FRR Process Compliance with RFP Terms. Confirm proposal conformance with the solicitation requirements Self-Score Ranking. Government review and ranking of Self-score cards to identify the highest self-scored offer Government Substantiation of the Offeror’s self-score If the Offeror’s self-score is not substantiated at the self-score and is re-validated at a score that is no longer highest, then the NEW highest self-scored proposal will be used to begin the validation process Once the HRTO has been substantiated by the Government then that offeror’s proposal will move on to evaluation of the next Factor, Price

HRTO-FRR Process (cont) If that Offeror's price is determined realistic and reasonable, then the contracting officer will make the determination of contractor responsibility and proceed with obtaining approval to award If #6 cannot be achieved (FRR and CRD), then the technical team moves to validate the next offer ranked highest by the Offeror, and steps are repeated Process Continues ONLY as needed until the Government has been able to determine the offer conforming to the terms of the RFP and determined to provide the Best Value based on the criteria in the solicitation
SEPS Evaluation Criteria – Volume and Factor 2 Factor 2 Factor 2, Price, will be evaluated for both fair and reasonable price and realism The Government’s Estimated Value includes the total costs for the (3) awardable task orders: FIAR, USASOC SARM, J3 Efforts The Offeror’s Total Estimated Price (TEP) is the total price for the (3) awardable task orders: FIAR, USASOC SARM, J3 Efforts Professional Compensation (unburdened salary rates and fringe benefits) will be evaluated IAW FAR clause 52.222-46 , Evaluation of Compensation for Professional Employees Lower proposed compensation at an overall average of more than a pre-established percentage for the same qualifications and work will be considered unrealistic Proposed compensation levels are binding

Is it expected to remain as a SDVOSB set aside? Response: Yes, it has been approved as a SDVOSB set aside.
Is there potential for the locations to change? Response: Yes. SEPS will result in a single IDIQ contract award (i.e., indefinite delivery). Although we have an indication of some of the task order requirements based on history, they are subject to adjustment and specifics will be provided to the awardee as task order requirements develop. There is also the potential for new task order requirements to develop. *The three awardable task orders included as part of the IDIQ solicitation package has known performance locations included however, if mission needs were to shift those locations may also change.
Any anticipated changes in the NAICS? Response: No, the NAICS 541611 will remain unchanged.
