J3 Directorate of Operations Manpower Augmentation Statement of Work 21 Dec 2021

1.1 DESCRIPTION OF REQUIRING ORGANIZATION

The Directorate of Operations (J3) provides fully capable Special Operations Forces (SOF) to defend the U.S. and its interests and synchronizes planning of global operations against terrorist networks. The J3 also provides the management of SOF, North Atlantic Treaty Organization (NATO) SOF, and Interagency (IA) partners designated to support Overseas Contingency Operations with operational planning to support indirect lines of operation with the most operationally relevant and accessible information. Joint Collective Training (J3-JCT) has the responsibility for planning, designing, coordinating, synchronizing and executing collective training and exercises across the USSOCOM Enterprise (including Sub-Unified Commands, Theater Special Operations Commands (TSOCs) and Joint Special Operations Command (JSOC), SOF Component Commands, Special Operations Joint Task Forces (SOJTFs), and SOF Battle Staffs). J3-JCT ensures US Special Operations Forces (SOF) are trained and ready to support Geographic Combatant Commanders (GCC) through unified action to execute the full range of SOF core activities and operations. J3-JCT facilitates the interdependence, integration, and interoperability (I3) among SOF, Conventional Forces (CF), Interagency (IA), and Partner Nations (PN) forces through exercises.

1.2 TASK PURPOSE/SCOPE

The overall purpose of this task is to provide contractor subject matter experts (SME) to augment manpower for J3 activities across all organizational functions.

2.0 GENERAL REQUIREMENTS.

The Contractor shall be responsible for meeting the following general requirements, as well as the specific support identified in Section 3.0.

2.1 TRANSITION

The contractor shall be responsible for executing smooth transition and for ensuring fully qualified personnel are in place on day one of performance for each position. The contractor shall ensure no interruption of mission occurs during the transition period. Throughout the transition, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission.

The Government will coordinate with the contractor to ensure transfer of work control, delineating the method for processing and assigning tasks. The contractor shall provide weekly updates during the transition period (until all FTEs are in place) to ensure the Government is fully informed of the transition status and any issues that may be identified.

2.2 QUALIFIED PERSONNEL

The contractor shall be responsible for providing qualified personnel that meet the required skills and qualifications as set forth in Table 4.1 of the SOW. The contractor shall ensure personnel are fully trained to meet mission requirements on day 1 of performance. Requests for qualification waivers will require approval of the COR and Contracting Officer.

2.3 MANAGEMENT OF ISSUES

The contractor shall address all performance issues and customer complaints to ensure the requirements defined in the SOW were met successfully 100% of the time.

2.4 MANAGEMENT OF POSITIONS SHORTFALLS (RETENTION/FILL RATES)

A Full Time Equivalent for this task order equates to 1,920 hours per year. The contractor shall ensure any absences (including leave, medical emergencies, etc) lasting more than ten consecutive workdays are back-filled with a qualified candidate for the duration of the absence or until permanently filled. The contractor shall ensure fully qualified personnel are in place to fill vacancies IAW the Service Delivery Summary (SDS) when personnel depart this task order.

Surge capacity is defined as operational requirements which require additional contractor work hours to support operational needs or contingences. The contractor shall ensure that surge capacity, when approved by the Contracting Officer’s Representative (COR), is met by additional hours worked by contractor personnel currently assigned to the task order.Surge hours shall be scheduled as required during after-duty hours, weekends, and holidays.

2.5 DELIVERABLES

All deliverables shall be delivered to the Contracting Officer’s Representative (COR). Acceptance of deliverables shall be performed by the COR. The COR will evaluate deliverables for completeness, correctness, and operations sufficiency of content. If the COR determines a deliverable is unacceptable, the contractor shall correct all deficiencies within the timeframe stated by the COR. The acceptability of deliverables will be reflected in the contractor’s performance evaluation.

2.6 TELECOMMUTUNG/TELEWORK

Telecommuting/telework is defined as authorization for an employee that generally works at the Government location, to work at an alternate location (i.e., at the employee’s home or Contractor location) either long term or temporarily. Long-term is defined as six or more months in duration. The Contractor shall provide a written request with appropriate rationale for COR approval prior to any telecommuting/telework. Telecommuting/telework requests shall be approved in writing on a case-by-case basis by the COR. Telecommuting/telework is generally customer specific. Government furnished equipment will be provided to accommodate teleworking. All additional office equipment, associated consumables and supplies including but not limited to printer, scanner, shredder, and media shall be provided by the Contractor. All telecommuting/telework expenses for equipment, setup, support, including but not limited to secure Internet and WiFi, modems and switches, telephone equipment and connectivity, and other equipment or services shall be borne by the Contractor. Operating costs associated with the Contractor using an alternate worksite shall not be assumed by the Government. Classified work is not authorized under telecommuting or the alternate worksite. Authorized telecommuting or alternate worksite locations does not abrogate the Contractor’s requirement for complying with the protection of information IAW DoD and USSOCOM regulations, Security, and Protection of Information IAW the PWS, contract clauses, and the TO DD Form 254.

3.0 SPECIFIC REQUIREMENTS.

Unless otherwise noted the following positions shall be located at HQ USSOCOM, MacDill AFB, Florida, or Naval Special Warfare Command, San Diego, CA.

3.1 Senior Finance Analyst (SFA)

This position will require an experienced individual with a range of budget and financial technical skills gained with experience in the SOF Enterprise due to the complexities associated with the analysis, planning, and execution functions required. Contractor personnel shall be responsible for tasks such as:

a. Support day-to-day analysis, tracking, planning, data gathering & integration and preparation of plans, reports, and strategies. Communicate and coordinate with stakeholders to develop decision packages and create and document programmatic requirements in such forms as the Program Execution Plans (PEP), Program-Budget Requests (PBR), Funds Allocation Requests, Military Interdepartmental Purchase Requests (MIPR), Budget Execution Requests, and Budget Summary tabulation reports, etc.

b. Provide all manners and varieties of weekly, monthly, quarterly and annual financial reconciliation and reporting, including but not limited to, status of funds, standard transaction histories, Defense Travel System reports, Wide Area Workflow invoice analyses, Government Purchase Card expenditures, Contingent Liability Reports, to ensure resources are designated appropriately, accounted for during their execution, and reconciled for future use and reporting.

c. Provide financial analyses and fiduciary review to assure appropriate workforce planning, funds control guidance, and analytical technical assistance in all phases of the budgetary process. Collect data and conduct analysis and data management of measurements of effectiveness and measures of performance and readiness.

d. Coordinate spend plans; process, track, organize, and reconcile fiscal requests; assist counterparts in the J3, HQ, TSOCs and Components to identify and correctly articulate requirements and program issues and provide financial analysis and recommendations on processes that affect and impact budget-related matters.

e. Conduct training and/or staff assistance visits; align requirements to appropriate sources of funding; develop, package, process, and track new training financial results, impacts and/or trends.

f. Develop innovative methods to identify potential resourcing cost savings and process efficiencies. Assist in the development of program-specific reporting required by OSD in the Execution Management System; develop program strategies and plans and information papers and reports to support branch operations, assist decision makers, and summarize component and TSOC engagement, resources utilization; support Program Operations for government approval and submission.

g. Coordinate a recommended allocation of available programmed resources and document remaining shortfalls with correlated impact statements in Unfunded Requirements (UFRs) documents.

h. Monitor, perform analysis, and reconcile current and prior year commitments (to include OCO and funds received from alternate sources), execution, and obligation/de-obligation of J3 contract expenditures and travel. Recommend recalling of unobligated funding in time to reallocate available funds during EOY close out.

i. Provide analysis and reporting of: Major Force Program (MFP-11), Combatant Commanders’ Exercise Engagement (CE2) Training Transformation (T2) (CE2T2), and Joint National Training Capability (JNTC) funding programs.

j. Liaison with SOF Components, TSOCs, and Joint Staff (J7) to develop processes, procedures, and tools to collect requirements for access to specific funds, i.e., CJCS exercise lines of accounting for use in Geographical Combatant Command (GCC)-sponsored travel of SOF via commercial ticketing or other joint exercise transportation modes and Joint Exercise Transportation Program (JETP) for the execution of Accredited Component Exercises, assisting in the processing, execution and tracking to completion of cross-orgs and fund cite authorizations.

k. Support planning, scheduling, identification and prioritization of SOF engagements in GCC Exercises between the government program management team and numerous stakeholders.

l. Provide resourcing coordination and advisory for Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) Change Recommendations (DCR) and Special Operations Command Requirements Evaluation Board (SOCREB) actions.

m. Review POM planning guidance; coordinate with program managers, the Components, TSOCs, Joint Staff to help identify requirements and provide visibility of resource information to support senior leaders, and build POM issues for baseline programs, Overseas Contingency Operations and other evolving requirements. Participate in and provide advice during POM strategy deliberations.

n. Provide coordination and advice on Budget Estimate Submissions (BES) and resourcing exhibits required by SOFM.

o. Support the government's development of long range programs and financial plans to identify available resources to meet validated requirements in terms of contract year task order options, official Government/Military required travel, and all other supporting financial support operations, to include, but not limited to, planning conferences, major exercise execution, and required exercise program deliverables.

3.2 Senior SOF Strategic Planner (SSP)/ Operations Analyst (OA) SME Provide expert day-to-day analysis, assistance, advice, planning, data gathering & integration and preparation of plans and strategies that directly support the USSOCOM J3 Director and Deputy Director in accomplishing the Directorate’s mission of synchronizing global Counter Violent Extremists Organizations (CVEO), conducting worldwide global force management of SOF, supporting special activities and leading DOD efforts in Military Information support planning and coordination. Develop, review and recommend implementation strategies for plans, programs, policies and resources as they relate to USSOCOM J3 missions, plans and functions. Contractor personnel shall be responsible for tasks such as:

a. Develop, review and provide information papers and reports that support J3 programs and CDRUSSOCOM Priorities.

b. Develop, process, track, organize, and reconcile requests for information; and develop, package, coordinate and monitor new initiatives/programs or projects that support the Directorate’s mission.

c. Coordinate with other USSOCOM Directorates, SOF Components and Theater Special Operations Commands to understand, categorize, and summarize SOF training, readiness or operational issues that impact or require senior leader decision.

d. Develop courses of action and recommendations that provide coherent rationale for J3 programs, initiatives, activities and resourcing in preparation for submittal to decision makers.

e. Provide advice, analysis and recommendations on a wide range of plans, policies and activities associated with managing and resourcing J3 programs.

f. Recommend adjustments to Directorate-level policies, procedures and resourcing strategies that enhance the Directorate's ability to execute its mission.

g. Review J3 mission, organization, functions and manning, and recommend modifications as appropriate to include resourcing impacts.

h. Support the development courses of action for new or necessary adjustments to Directorate policies, procedures and resourcing strategies that enhance the Directorate’s ability to execute its mission.

i. Provide Subject Matter Expertise (SME) to support the management and execution of special projects requiring research, data interpretation, conceptualization of innovative ideas, development of resourcing strategies and detailed planning.

j. Support and Facilitate multiple high-priority projects requiring expert knowledge of USSOCOM, DOD and Service strategic planning, force management and resourcing processes through critical phases to include project initiation, planning, coordinating, resourcing, and closing.

k. Research and recommend appropriate actions on resourcing issues impacting the J3. Provide SME and technical advice for matters relating to development, review, and evaluation of special projects supporting J3 plans, programs, and resourcing.

l. Serve as the SME and technical advisor for matters relating to development, review, and evaluation of special projects supporting the Directorate plans, programs, and resourcing.

m. Apply analytical techniques in innovative ways and provide expert advice on J3 functions and resourcing responsibilities.

n. Recommend alternative courses of action to support Government programmatic decision-making and develop recommendations based on qualitative and quantitative evaluations.

o. Conduct analysis and data management of J3 overarching program measures of performance and effectiveness.

p. Collaborate with other HQ staff directorates, SOF Components, TSOCs, and sub-unified Command’s to ensure alignment with J3 missions, requirements, programs, resources Strategic Planning Processes, and Global Operations Synchronization.

q. Assist counterparts at the TSOCs and Components by identifying and accurately articulating J3 overarching program requirements and issues.

r. Assist in the development of program strategies and plans in collaboration with J3 Divisions and HQ’s Staff Directorates and Special Staffs; provide analyses and review to assure appropriate planning, coordination and resourcing of J3 programs.

s. Research, draft, review and provide comments on policy, manuals, procedures, memorandums, and other related documentation.

t. Provide analytical support for the planning, execution, reconciliation, development and tracking of documents related to program management.

u. Coordinate/resolve program issues/requirements as necessary with government representatives.

v. Provide resourcing coordination and advisory for Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) Change Recommendations (DCR) and Special Operations Command Requirements Evaluation Board (SOCREB) actions.

3.3 Senior Manpower Operations Analyst (SMOA)

Contractor personnel shall be responsible for tasks such as:

a. Coordinate with government Joint Directorate (J-codes), Joint Reserve Office and other special staffs, Division and Branch managers to assist and advise in developing position descriptions, supporting documentation, and other HR issues.

b. Independently analyze and research requirements to draft, coordinate, submit, and process position descriptions for new positions (to include civilian core personnel document classification) and to replace those that have become outdated, or do not relate to the positions that have been realigned both internal to the Directorate and from external sources whether from mission changes or reductions, and/or are specifically required to backfill a vacancy.

c. Develop the J3 civilian CPD requirements process either using a derivative of what is already included in the Enterprise Workflow Management System (EWMS) or revamping the process totally. Includes coordination, collaboration, and implementation working together with the SOCOM Command Process Improvement Team, J6, J3 Divisions, SOFM (for coordination on the local coordination sheet), SJS Pubs and Forms Management, J1 strength management and the civilian personnel branch. Coordination and collaboration will result in recommendations on revisions and courses of action to establish better business practices that will be adapted to the needs and requirements of J3. These include but are not limited to tracking terminal employee extensions, processing Form 14s for recruit/hire.

d. Design, plan, and analyze manpower statistics, studies and reviews; advise J3 senior leaders on decisions regarding manpower; provide liaison between J3 and J1 to gain, re-code, re-align, or re-purpose billets. Provide liaison between Directorate program managers and J8 to develop new positions through the Program Objective Memorandum (POM) process.

e. Serve as J3 point of contact for processing military, civilian, and contracting personnel, ensuring that the personnel meet USSOCOM and J3 requirements, to include acquiring the appropriate security level access badge with the Special Security Office (SSO).

f. Coordinate personnel tracking for the Directorate (including deployments), providing an interface between J1, and the J3 leadership.

g. Create and run queries and provide curriculum and training to provide reports using Department of Defense Service based manpower systems, i.e., Fourth Estate Manpower Tracking System, Defense Ready, including but not limited to manpower laydowns, personnel deployments and realignments, vacancy and excess personnel, fill / vacancy percentages, inbound / loss dates, evaluation and award tracking / projections.

h. Prepare executive-level briefings relating to authorized manpower and project numbers for current and upcoming civilian and military manpower allocations (i.e., personnel lay-down).

i. Provide specific billet coding information through J3 government manpower analyst to J1 to update the Unit Manning Document, the Joint Table of Distribution, the Joint Table of Mobilized Distribution (i.e., updates to Joint Staff during the Fall and Spring Cycles).

j. Analyze infrastructure / HR business issues; apply lean processes and develop proposed enhancements or problem solutions to manpower analysis and organization structure to make personnel transfer and workload reallocation recommendations to J3 senior leaders.

k. Establish the methodology and set up the Joint Duty Assignment List validation and re-validation process, to include setting up various review boards and training the members of the boards to understand the JDAL process (i.e., the definition of joint and lessons learned from past JDAL drills), and presenting the final product to the 2-star Director for approval prior to forwarding the final JDAL Access Database to J1 for their submission to the Joint Operations Management (JOM).

l. Provide expert advice to the planning, coordinating and execution of joint personnel programs, individual mobilization augmentee programs, and Reserve and National Guard mobilization processes, such as Man Day Reserve Working Group Coordination, Contingency Operations for Active Duty for Operational Support (CO- ADOS), Active Duty for Special Work (ADSW), etc.

m. Coordinate requirements and fills for Reserve programs, including, but not limited to, Contingency Operations - Active Duty Operational Support, Active Duty Operational Support - Reserve Component, Man-day Reserve positions, etc.

n. Coordinate Reserve personnel readiness, evaluations and trainings, and applications for alignment into billets on the JTMD and duty tours within the Directorate.

o. Provide alternate reporting methodologies to meet the Reserve data call spring deadline, the April FMTS automatic updates, and the Change Manpower Program (CMP) update cycle to Joint Staff (When due).

p. Brief the J3 Leadership on specific manpower related issues, such as Reserve manpower- requirements, selection of an executive officer from a list of applicable candidates, the Directorate O6 laydown, etc., which involves research of their skills and capabilities, job history, and retainability via their Officer Review Briefs and military evaluations.

q. As the J3 representative, facilitate editing and publishing of USSOCOM regulations and policies to include but not limited to the USSOCOM Organization and Functions (O&F) Manual (USSOCOM M10-1) based on all J3 organizational and re-organizational requirements. Establish a troop to task prioritization in accordance with the O&F Manual. Develop slides for the J3 Directorate Leadership to brief the VCDRUSSOCOM on potential changes to the J3 mission.

r. Develop electronic methodologies & processes that include routing wherever possible for manpower/personnel actions, as well as libraries for storage in order to establish self-help sites for the Division Deputy Chiefs, enabling their self-sufficiency in processes deemed supportable, including, but not limited to, the civilian CPD and military/civilian 121 process, USSOCOM M10-1 and R25-60, 1-n troop to task, the security indoc process. These methodologies will include collaborating with the J3 knowledge management team, establishing flow charts or other mechanisms to gain buy-in, as well as establishing tracking mechanisms wherever possible. Where possible, these methodologies will be accessible by the Deputy Director for his cognizance and decision-making. Where it is necessary to implement a process that is not readily/easily acceptable, will engage the government manpower analyst and the Deputy Director.

s. Respond to TMT taskers relating to Manpower and Personnel; recommend courses of action to government manpower analyst and Deputy Director.

3.4 Facilities Manager

The Facilities Manager shall serve as the primary liaison for the Directorate of Operations to the Command Engineer’s office, responsible for the day-to-day management of buildings 501A and 501D (Interior and Exterior) ensuring the facility is operating safely and efficiently for the building's occupants and visitors. Contractor personnel shall be responsible for tasks such as:

a. Conduct preventive maintenance to identify building deficiencies along with deferred maintenance issues.

b. Facilitate and submit Workspace Change Request's (WCR) as required

c. Facilitate and submit work order requests thru the Engineering Change Order Management System (ECO) as required

d. Coordinate and perform the monthly fire pump test

e. Visualize and inspect fire extinguishers monthly and 100% and coordinates annual fire tag inspection by the company that maintains the extinguishers

f. Coordinate, schedule and oversee the daily, weekly and monthly requirements of the custodial staff

g. Escorting uncleared maintenance personnel throughout the Sensitive Compartmented Information Facility (SCIF) as required

h. Attend Implementation and Management Team (IMPLANT) meetings with the Command Engineer’s office as required.

3.5 Acquisition Specialist

This position will require an experienced individual with a range of operational and technical skills due to the complexities associated with the analysis, planning, and execution functions required to implement the ISM PoR. Contractor personnel shall be responsible for tasks such as:

a. Support ISM gap analysis and capability assessment activities to identify resource constraints and capability shortfalls.

b. Contribute to the development, documentation, and maintenance of applicable SOF Capabilities Integration and Development System (SOFCIDS) products, such as the Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policies (DOTmLPF-P) Change Recommendations (DCR) and other requirements packages (i.e., Initial Capabilities Document, Capabilities Development Document, Capabilities Production Document, etc.).

c. Participate in requirements working groups and other collaborative venues with SOF Enterprise stakeholders to identify and refine the operational and technical requirements of proposed IdM material solutions. The AS shall analyze, process, document and clarify stakeholder requirements for use by the program management office (PMO).

d. Participate in other requirements development activities to include performing market research, risk assessments, and analysis of alternatives.

e. Participate in the IdM configuration management process and provide recommended Courses of Action (COA) to the Configuration Manager.

f. Support the establishment of guidance, standards, and procedures for Identity Assessments.

g. Contribute to the development of IdM Concepts of Operation (CONOPS).

h. Assist the COR in plans and activities required to manage the various ISM support contracts.

i. Serve as liaison with Program Offices and other support activities in SOF AT&L, J8R, J3, SOFM, and other HQ USSOCOM agencies as required.

j. Support the full range of acquisition activities required for submittal to a Government Contracting Officer Representative (COR).

k. Prepare various acquisition documents for approval by the COR for pre-award and/or post-award functions for a variety of supply and/or services supporting ISM acquisition support activities.

l. Participate in acquisition activities to include performing market research, draft cost estimates, recommending procurement strategies, reviewing technical evaluations, reviewing proposals.

m. Create and prepare both pre-award and post-award documents such as Requests for Information, funding requests and budget justifications, Requests for Quotes, Requests for Proposals business/contract clearance requests, assessment memorandums, technical analysis, Draft DD254s, contract data requirements lists (CDRLs), and other associated acquisition documents for review and approval of the COR or cognizant Government official.

n. Travel as required to supported SOF Enterprise operational units in support of the above ISM activities.

3.6 Senior Systems Engineer

Multi-discipline, senior Systems Engineer that provides technical, acquisition, and management support by applying Systems Engineering rigor to ensure ISM mission gaps, shortfalls, and lifecycle requirements are properly addressed as part of the USSOCOM Strategic Planning Process (SPP); Program Objective Memorandum (POM) Process; and ISM Program of Record (PoR) Acquisition Lifecycle support activities. Contractor personnel shall be responsible for tasks such as:

a. Provide systems engineering support by contributing to strategic planning activities (e.g., Capability Based Assessments, POM); developing concepts (e.g., CONOPS); conducting requirements analysis and preparing SOFCIDS documentation (e.g., ICD/CDD/DCR); evaluating architecture options and design; performing market investigations/research; evaluating emerging/disruptive technology; conduct analyses of alternatives; verification and validation testing; determining risk and provide mitigation techniques; and supporting other life cycle management activities.

b. Conduct studies and prepare whitepapers on technology application, critical system and network infrastructure challenges, and the employment of potential solutions leading to improved efficiencies and performance in the delivery of ISM systems and services.

c. Participate on diverse teams (e.g., IPT, ICT) to support the development of operational requirements and technical specifications; address operational/technical issues; and support the development of technical roadmaps/implementation plans for the integration of new ISM technologies and process improvements across the SOF Enterprise.

d. Review, evaluate, and provide recommendations on current, emerging, and future Congressional/ DoD/USSOCOM programs, statute, policy, and standards that impact the ISM enterprise.

e. Perform independent technical review of proposed contractor technical capabilities and concepts to determine applicability to SOF requirements. Apply and substantiate technical and operational judgment to make recommendations on ISM-related technology, concepts, processes, and products.

f. Coordinate across the DoD, IC, and SOF enterprise to identify potential areas for collaboration and technology leveraging to gain efficiencies.

g. Provide technical support to verify and validate system design, development, architecture, and integration of capabilities into the ISM system configuration baseline.

h. Perform business and technical analysis and conduct engineering studies to make recommendations for improvement across the full spectrum of the ISM technology and problem space.

i. Plans and leads multiple concurrent systems and personnel-focused initiatives to enhance the ISM technology baseline and/or workforce productivity.

j. Evaluate candidate system performance results and recommend changes affecting near-, mid-, and long-term project growth and success.

3.7 Financial Analyst

Contractor personnel shall be responsible for tasks such as:

a. Support day-to-day analysis, tracking, planning, data gathering & integration and preparation of plans, reports, and strategies. Communicate and coordinate with J3 stakeholders to assist in the development of decision packages and create and document programmatic requirements for review and approval.

b. Provide all manners and varieties of weekly, monthly, quarterly and annual financial reconciliation and reporting, including but not limited to, status of funds, standard transaction histories, Defense Travel System reports, Government Purchase Card expenditures, Contingent Liability Reports, to ensure resources are designated appropriately, accounted for during their execution, and reconciled for future use and reporting.

c. Assist with the development and management of program funding lines, as appropriate, for full visibility of resourcing against specific J3 functions. The contractor shall provide recommended COAs to help define, justify, and defend resource requirements. The contractor shall complete all forms and document packages for submission into the financial systems required to support the commitment, obligation, and execution of J3 funds against valid requirements (contracts, purchases, reviews, etc.). These actions will be captured in a shared drive on the appropriate SOCOM LAN for use and review by authorized Govt and contractor personnel, as well as audit purposes.

d. Provide resourcing support to the development and maintenance of the program budget. The contractor shall provide recommended COAs to the program manager and appropriate J3 POCs.

e. Programming Support Specifics:

a. Provide decision support and assistance to the Govt and verify accuracy of budgetary data in forms, schedules, systems, and reports.

b. Support government communications and teamwork to expedite the flow of budgetary and program planning work.

c. Support resolving budgetary policy inquiries, issues, and requirements for policy formulation and program planning.

d. Support briefing development for numerous Command processes.

e. Develop spreadsheets, all forms of electronic graphic media to include presentations, charts, and other documentation as required to present analysis of various budget data related to the programs being supported.

f. Provide accurate, properly formatted programming, acquisition, financial and general correspondence documents as required.

f. Budget Analyst Support Specifics:

a. Prepare and review budget data for technical and mathematical accuracy, format, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines. Review budget reports to validate and populate financial data within PPBES-MIS.

b. Review for technical and mathematical accuracy all required budgetary documents, systems, and exhibits to support the President’s Budget Justification Book.

c. Prepare and review for technical and mathematical accuracy draft Congressional Unfunded Requirements (UFR) documents when required.

d. Review for technical and mathematical accuracy all required budgetary documents and exhibits to support the Supplemental/Overseas Contingency Operations (OCO) budget request.

e. Review portfolio funding and budgetary documents for technical and mathematical accuracy.

3.8 JMWC Senior Administrator

Contractor personnel shall be responsible for tasks such as:

a. Provide analysis support to the JMWC in re-shaping processes that align with emerging requirements to better support the Enterprise, TSOCs and Components.

b. Monitor agendas and decisions and build staff-to-staff relationships as required to coordinate issues; glean trends, ramifications, and concepts of value and report findings to JMWC senior leadership.

c. Provide support for daily operational functions of the JMWC staff to include daily monitoring, routing, and tasking (through government guidance) of the Directorate's Task Management Tool (TMT) and FM14s on the Enterprise Workflow Management System (EWMS); assist and provide advice with the formulation of internal/external tasker packages, and track all taskers to completion in coordination with Components, TSOCs, Joint Staff, and HQ and inter-agencies, both DOD and non-DOD.

d. Mediate with the Joint Staff, government agencies, and corporate entities, maintaining full situational awareness of HQ, Component, and TSOC operations as they relate to the JMWC.

e. Serve as the TMT subject matter expert to train new personnel on proper handling and procedures for TMT.

f. Ensure currency on all administrative matters in personnel issues, new administrative procedures and processes, and special interest items. Establish and improve on the process that facilitates TMT routing of tasks to various members of the JMWC and that supports follow-up through face-to-face conversations and/or email to ensure the intent of the tasker is understood. The Contractor’s process shall permit rapid rerouting when the requirements of the tasker change.

g. Provide on-site executive assistance administrative officer functions, acting as an interface with military, governmental, and private sector organizations for visits and matters on protocol, coordinating protocol issues arising from official functions.

h. Maintain the long-range calendar and event scheduling, coordinating conferences, briefings and other meetings.

i. Primary liaison as action subject matter expert for all deployments, CONUS and Overseas TDYs.

j. Provide administrative management of the Defense Travel System(DTS)

a. Ensure mission accomplishment and implement quality improvements in response to regulatory compliance or requirements,

b. Review all travel authorizations and vouchers.

c. Manage cross-org, fund cite authorizations, and invitational travel orders (ITO). 3.7.11.4 Develop, monitor, and change DTS routing lists as required.

d. Maintain a working knowledge of JTR to ensure compliance.

e. Conduct internal control evaluations to ensure processes and procedures are

f. Liaison with CTO, RDMO SOFM regarding unique circumstances.

g. Liaison with individuals regarding ITOs

3.3 Personal Appearance.

Contractors shall dress in business attire and present a professional appearance, using the same standards delineated for government civilian/military personnel acting in a similar capacity. Clothing shall be kept clean and neat as practicable considering work conditions.

3.4 Intelligence Oversight.

In accordance with DoD Directive 5148.13, Intelligence Oversight, 26 April 2017, contractor personnel shall receive initial and annual refresher intelligence oversight training during the entire Period of Performance. At a minimum, intelligence oversight training will include:

3.4.1 Familiarity with the authorities and restrictions established in DoDD 5240.01, DoD Manual 5240.01, and other applicable Intelligence Community Directives and DoD Issuances governing applicable intelligence activities.

3.4.2 Responsibilities of DoD personnel and DoD contractor personnel for reporting QIAs and S/HSMs in accordance with Paragraph 4.1.a of DoD Directive 5148.13, Intelligence Oversight, 26 April 2017.

4.0 PERSONNEL AND MINIMUM SKILL REQUIREMENTS

4.1 Task Lead

Due to the size and complexity of this requirement, the Government requires an onsite single point of contact from the Contractor, normally referred to as the Task Lead. The Contractor shall assign one of the two SSP/OA positions (SOW 3.2) located at HQ USSOCOM to perform these additional duties.

The minimum expectations for the Task Lead are: knowledge, skill, and ability to oversee and perform the handling and day-to-day management and administration of project tasks to include understanding the USSOCOM ISM and USSOCOM Operations mission in order to develop detailed work plans and schedules; assign staff responsibilities; utilize, control, and manage contract hours; and redirect resources as necessary to complete tasks in accordance with scheduled milestones and budgetary constraints. The Task Lead shall perform quality checks of all work products, interact continually with the COR and any appointed Technical Representatives to present interim results, discuss concerns, and ensure total product/service satisfaction and successful transition of all requirements.

4.2 All contractors will be provided the appropriate level of access to the portal pages and shared drives specific to the requirements of the government programs they are supporting in order to excel in the efforts of the various deliverables.

Minimum of 10 years’ current experience applying analytical skills and expertise to improve human resources services, and to formulate, justify and defend manpower POM submissions; includes expert knowledge and understanding of manpower resourcing, POM programming and the Special Operations Command Requirements Board (SOCREB) processes to ensure capability gap measures via temporary or permanent manpower resources.

· Minimum of 10 years' experience in manpower/personnel related field as military or contractor providing HR support using human resources information systems, MS Office software applications. Prefer Joint environment experience with expertise in SOF structure.

· Minimum 5 years of building and restructuring GCC/COCOM organizations for CONUS and OCONUS operations, preferably supporting USSOCOM and Theater Special Operations Command (TSOC) reorganizations.

· 10 years' current proficiency in developing, analyzing, and presenting to GO/FO-level leadership an executive-level analysis of manning shortfalls and capability gaps based on reports using a manpower tracking system, i.e., Defense Ready, SOCOM Personnel Enterprise Database (SOCPED), Electronic Joint Manpower and Personnel System (eJMAPS), Fourth Estate Manpower Tracking System (FMTS), etc.
