About this file

This document is the City Clerk's Journal for the City of Cocoa, Florida, documenting the Regular Meeting of the City Council held on February 25, 2025. The meeting covered multiple agenda items, including a significant item related to the Pineda Causeway Phase 2 Water Main Design Project (RFQ Q-25-03-COC). The City Council approved the final ranking of engineering firms for this project and authorized the City Manager and City Attorney to negotiate and execute a multi-year contract with the top-ranked firm (Kimley Horn and Associates) or the second-ranked firm (CHA Consulting Inc.) if initial negotiations are unsuccessful. The contract is not to exceed $1,335,000 for design services, with the goal of extending a 16-inch water main approximately 28,500 feet from Pineda Causeway to Patrick Space Force Base.

The project is funded through two grants: $1,200,000 from the U.S. Department of Defense and $135,000 from the Florida Department of Commerce. The selected engineering firm must complete construction plans by May 15, 2026, and acquire all permits by September 15, 2026. The contract will continue until 60 days after final project completion, with the City reserving the right to award task orders on a task-by-task basis. Other key items in the meeting included approving a cooperative purchasing agreement with Cintas Inc., accepting an amendment to a grant agreement with the Florida Department of Environmental Protection, approving a sole-source purchase for an odor control system, and providing direction for the Indian River Drive Septic to Sewer Conversion project, which mandates 88 homes to hook up to the sewer system with specific funding and enforcement conditions.
