About this file
This is a City Council Agenda Item from the City of Cocoa, Florida, detailing the final ranking and contract authorization for engineering services for the Pineda Causeway Phase 2 Water Main Design Project. The document outlines a request to approve the final ranking of two firms that submitted proposals for RFQ Q-25-03-COC, with Kimley-Horn and Associates, Inc. receiving the top ranking (92.17 average score) and CHA Consulting, Inc. ranking second (91.67 average score). The project involves designing a 5-mile long, 16-inch water main extension along Pineda Causeway and State Road A1A, which will complete a loop around the southeastern end of the water service territory and provide redundancy to the water distribution system, including serving critical customers like Patrick Space Force Base.
The project is fully grant-funded, with two grants already approved: a $135,000 Florida Defense Infrastructure Grant from the Florida Department of Commerce and a $1,200,000 Installation Resiliency Grant from the U.S. Department of Defense Office of Local Defense Community Cooperation. The City Council is requesting authorization for the City Manager and City Attorney to negotiate and execute a multi-year contract with the top-ranked firm (Kimley-Horn and Associates), with the option to negotiate with the second-ranked firm if initial negotiations are unsuccessful. The not-to-exceed amount for design services is $1,335,000, with a separate agenda item to be requested later for engineering services during construction. The project aligns with the city's priority area of investment in public infrastructure and aims to increase resiliency in the water distribution system.
