About this file

This document is an Evaluation Committee Recommendation from the City of Cocoa Purchasing Department for a Request for Qualifications (RFQ) Q-25-03-COC seeking engineering services for the Pineda Causeway Phase 2 Water Main Installation. The City solicited proposals on November 22, 2024, through VendorLink, with simultaneous advertisement in Florida Today newspaper and on the city's website. A total of 1,742 notifications were sent out, with 36 individual downloads of the RFQ. Two engineering firms submitted proposals: Kimley Horn and Associates, Inc. and CHA Inc. The Evaluation Committee, comprised of city staff, conducted a public proposal opening on January 10, 2025, and held a public meeting on January 16, 2025, to review the submissions. The firms also provided oral presentations on January 29, 2025.

The evaluation process involved scoring proposals across multiple criteria, including firm qualifications, project team qualifications, experience and performance, project approach, and location. The scoring was weighted across different categories, with a total possible score of 100 points. Kimley Horn and Associates scored 92.17 points and ranked first, while CHA Consulting scored 91.67 points and ranked second. Both proposals were deemed highly professional. The next step is for the City Manager and City Attorney to enter into negotiations with the top-ranked firm (Kimley Horn), with the option to negotiate with the second-ranked firm if the initial negotiations are unsuccessful. The recommendation was prepared by Brian Dale, Purchasing Manager for the City of Cocoa, and submitted to the Cocoa City Council for review.

Re: Evaluation Committee Recommendation for Qualifications (RFQ) Q-25-03-COC

The City of Cocoa Purchasing Division solicited the RFQ for Engineering Services for the Pineda Causeway Phase 2 Water Main Installation in the City9s bidding platform, VendorLink, on November 22, 2024. The solicitation was simultaneously advertised in the Florida Today newspaper and posted to the City of Cocoa9s website. A total of 1,742 notifications were sent out to vendors with 36 individual downloads of the RFQ.

A public proposal opening was conducted by the Purchasing Division on January 10, 2025.

The City received responses from two engineering firms:

e Kimley Horn and Associates, Inc e CHA Inc.

On January 16, 2025 the Evaluation Committee held a public meeting to review the response to the solicitation. The committee was comprised of the following individuals:

e Katheryn Ennis, Utilities Deputy Director, City of Cocoa e John Perrin, Senior Engineer, City of Cocoa e Josh Frary, Utilities Associate Engineer Ill, City of Cocoa

During the meeting, the committee reviewed the RFQ requirements, the evaluation criteria and the proposals submitted. The committee decided that in addition to the written submittals, oral presentation would be required by the proposers to facilitate the evaluation process.

Representatives from both firms met with the Evaluation Committee at separate times on January 29, 2025, to present their proposal and to respond to committee members questions.

The Evaluation Committee then independently submitted their scoring results to the Purchasing Division on or before February 3, 2025. On February 4, 2025, The Evaluation

Committee reconvened in a public meeting to discuss their scoring results and to finalize its recommendations to City Council.

The scoring results were compiled by the Purchasing Division and summarized in the following table:

Firm Project MWBE Qual. Team Experience | Approach | Location | Firm Total

Rank| _Firm _| [20 pts] | [25 pts] | [25pts]_| [13 pts] | [15 pts] | [2 pts] | [100 pts] | cee _ Kimley-Horn Se i ae YS eee Be sheces oom Sis citer se Saat a

2 CHA Consulting 19.2 23.9 23.17 10.4 15 0 91.67

Stay Connected: www.CocoaFL.org 0o0®@

Both proposals were highly professional, demonstrating the capacity of each firm to successfully execute the project.

In accordance with the RFQ process, the City Manager and City Attorney will now enter into negotiations with the top-ranked firm. Should these negotiations prove unsuccessful, discussions will commence with the second-ranked firm. If an agreement cannot be reached with the second-ranked firm, a new RFQ process will be initiated.

A copy of the evaluation scoring results and evaluator comments are attached to this recommendation for your review.

Should there be additional questions or clarification needed please contact the Purchasing

Department at purchasing@cocoafl.gov.

Sincerely, Brian Dale
