Summary: Specifications and Construction Documents for Buffalo VA Medical Center Parking Ramp Expansion

This comprehensive specification document outlines the complete technical and administrative requirements for the Parking Ramp Expansion project (Contract No. 36C24222C0022, VA Project No. 528-375) at Buffalo VA Medical Center in Buffalo, New York. The project involves adding two new parking levels to an existing three-level parking structure, constructing a new stair tower with two elevators spanning the full combined height, reconfiguring adjacent parking and roadways, and performing structural restoration on existing levels. The base bid includes approximately 53,000 gross square feet per new level, with related work including roadway improvements, accessible parking reconfiguration, pedestrian crossing modifications, and parking space restriping. The contractor must also provide off-site temporary parking replacement of minimum 200 spaces each at two locations (north and south of the facility) during construction, maintained to ADA standards with security, utilities, lighting, snow removal, and shuttle drop-off accommodations. Ten deduct alternates are specified, addressing parking lot work, vinyl graphics removal, photovoltaic canopy deletion, exterior screen systems, structural restoration scope, infill screening, elevator installation, guardrail substitution, curtainwall alternatives, and off-site parking elimination.

The specifications establish comprehensive administrative, quality control, safety, environmental, and commissioning requirements typical of federal healthcare construction projects. Key mandates include submission of detailed project schedules using critical path method, quality control plans with three-phase inspection protocols (preparatory, initial, and follow-up), accident prevention and safety plans compliant with OSHA standards, infection control measures with isolation requirements, construction waste management targeting 50% diversion from landfills, sustainable construction requirements (low-VOC materials, recycled content, energy-efficient equipment), and general commissioning of building systems. The contractor must designate a Site Safety and Health Officer and maintain daily safety inspections; comply with federal contracting clauses and provisions; obtain pre-award contractor evaluation approval; submit certified payroll and monthly progress reports with updated schedules; conduct testing through approved laboratories; and execute all work in coordination with an operating VA Medical Center with phased construction approval requirements. Specialized inspections, testing and balancing of HVAC systems, fire suppression and detection system certification, elevator testing, and detailed operator training are required components before project acceptance.
