The project scope includes construction of an approximately 85-foot-long retaining wall with a maximum height of 7 feet 6 inches, integrated guard rail system, and black chain link fence installation to replace an existing failed wall and fence structure at 15361 Bradford Road, Culpeper, Virginia. A mandatory on-site inspection is required between May 4, 2026, and June 19, 2026, during business hours (10:00 a.m. to 3:00 p.m.) to obtain site visit certification. Sealed bids must be submitted by 2:00 p.m. prevailing time on July 1, 2026, either in hard copy or electronically through the Virginia Department of General Services eVA system, with public bid opening scheduled for 3:00 p.m. on the same date. All bids must remain valid for 60 days following bid opening. A bid bond or certified check equal to five percent of the bid amount is required, payable to the Rappahannock Area Community Services Board. Upon award, the successful contractor must furnish Performance and Payment Bonds equal to 100 percent of the contract price and maintain mandatory insurance coverage including Workers' Compensation, Employers' Liability ($100,000/$500,000/$100,000), Commercial General Liability ($1,000,000 each occurrence/$2,000,000 general aggregate), and Automobile Liability ($1,000,000 combined single limit). All contractors must maintain on-site superintendence throughout construction and provide a one-year guarantee period against defects in materials, equipment, or workmanship from the date of final project acceptance.
