About this file
This is a specification document for contractor facilities at Tinker Air Force Base (TAFB), outlining general requirements for staging and storage areas on the installation.
Contractors are required to limit material, equipment, and storage to the immediate construction site or government-approved staging areas. Additional storage requests must be submitted in writing to the Contracting Officer at least 21 days before mobilization using the provided Request for Contractor Staging Area form (Attachment 1), which requires a proposed location, square footage needed, items to be stored, and alternative locations. Approval is subject to the Base Civil Engineer and Installation Commander, considering personnel safety, anti-terrorism/force-protection requirements, mission needs, and distinguished visitor routes. The contractor must provide photographic documentation of the staging area before establishment to establish baseline conditions for restoration purposes.
Staging area maintenance requirements include maintaining the area in clean, orderly condition with proper refuse containers, grass cutting not exceeding six inches, and vegetation trimming. The contractor must install a six-foot-tall chain-link fence with dark green screening material providing 80% concealment minimum. Access to the staging area is provided by the government from a paved surface; additional accesses require written approval and must be designed to support traffic without rutting or foreign object debris (FOD). The contractor is responsible for all utilities, sanitary facilities (one self-contained toilet unit per 20 workers), fire extinguishers (10-pound hand-held Class ABC units with spacing not exceeding 100 feet), first aid kits, and security. All costs associated with utilities, fencing, access roads, and site restoration are the contractor's responsibility. Upon contract completion, the contractor must vacate within 10 calendar days, remove all utilities and fencing, and restore the area to its pre-staging condition or better.
