This is a Quality Control (QC) specification section for construction contracts at Tinker Air Force Base, effective January 2022. The specification establishes comprehensive requirements for contractor-managed quality control systems covering all design and construction operations, both onsite and offsite, including work by subcontractors, designers, consultants, and suppliers.

The contractor must submit a Quality Control Plan within 15 days of notice to proceed and obtain government acceptance before commencing any work. The QC Plan must include the quality control organization structure with lines of authority, personnel qualifications and responsibilities, submittal procedures, testing protocols, deficiency tracking procedures, and reporting formats. For design-related work, contractors must also submit a Design Quality Control (DQC) Plan with discipline-specific checklists and identify a Design Quality Control Manager who is a registered professional engineer or architect responsible for coordinating all project documents. The QC Manager must have a minimum of five years' combined experience in project management roles on similar construction contracts and at least two years as a QC Manager, with familiarity in EM 385-1-1 safety requirements. The QC Manager and Alternate QC Manager must complete Construction Quality Management (CQM) training within 90 days of award, with certification valid for five years. Additional specialized QC personnel may be required in civil, mechanical, electrical, structural, architectural, materials testing, and TAB areas, with qualifications ranging from graduate engineers with two years' experience to technicians with five years of field experience. The contractor must implement a three-phase control system (preparatory, initial, and follow-up) for each definable feature of work, conduct all testing through USACE Material Testing Center-validated laboratories, and maintain comprehensive documentation including daily QC reports, testing logs, rework lists, and current as-built drawings. Government approval is required for the QC Plan and DQC Plan, with a mandatory coordination meeting before work begins to establish mutual understanding of QC procedures and forms.
