About this file
This is Addendum 2 to an Invitation to Bid (ITB 73000-00017193) issued by the Oregon Department of Transportation for the Coos Bay Office Building Remodel project. The addendum modifies the original ITB specifications and clarifies requirements for the selective demolition and construction remodeling of the ODOT District 7 Office and DMV facility located at 1155 South 5th Street, Coos Bay, Oregon. The addendum revises specifications for vinyl windows, door hardware, hinges, and electric strikes. Key modifications include changing window specifications to match the color of adjacent entry doors in dark bronze rather than meeting windborne-debris impact resistance standards, and adding detailed product specifications for hinges (BHMA A156.1 stainless steel with ball bearings) and electric strikes (BHMA A156.31 Grade 1). The addendum also addresses asbestos-containing materials testing, clarifying that the contractor is not responsible for ACM testing but must notify the Construction Project Manager of any suspected ACM. Regarding wood doors, the specification notes that existing doors appear to be oak and contractors should verify this prior to ordering while matching the existing finish. The bid submission deadline is specified in OregonBuys, with a mandatory pre-bid conference having been held on July 8, 2026. Substantial completion is required by October 10, 2026, with final completion by November 3, 2026, subject to liquidated damages of $600 per calendar day for delays.
The estimated project cost range is $100,000 to $250,000 for bonding purposes. Bid security of 10% of the total bid amount is required, with performance and payment bonds each equal to 100% of the awarded contract amount and commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 annual aggregate required. All work must comply with State Buy America requirements per ORS 279C.303 and Oregon Bureau of Labor and Industries prevailing wage rates for Coos County Region 7 (effective January 5, 2026, as amended April 5, 2026). Construction hours are limited to 6:00 AM to 5:00 PM, Monday through Friday. Contractors must be licensed with the Oregon State Construction Contractors Board prior to bidding, and all plumbing work must be performed by a licensed plumber with all electrical work performed by a licensed electrician. Award will be made to the lowest responsive and responsible bidder based on satisfactory performance records on similar projects completed within the past three years, contingent upon receipt of sufficient funding. ODOT will not withhold retainage except for 25% retention on certified statement compliance. The buyer contact is Terri Sinclair-Olson at 541-530-9480 or Terri.sinclair-olson@odot.oregon.gov.
