COOS BAY DISTRICT 7 OFFICE REMODEL – PROJECT SPECIFICATIONS
This document is a Project Manual and specifications exhibit for the Oregon Department of Transportation (ODOT) Coos Bay District 7 Office Remodel, located at 1155 S 5th Street, Coos Bay, Oregon 97420 (Project Number F4060901). The scope of work encompasses selective demolition of existing demountable and wood-framed walls, relocation of selected demountable walls, construction of new wood-framed walls, construction of a new ADA-compliant restroom, installation of new electrical and data ports, relocation of ceiling-mounted lighting fixtures, installation of a new transaction window, and miscellaneous related items. Work is divided into multiple construction divisions including selective demolition, rough carpentry, hollow metal frames, flush wood doors, vinyl windows, door hardware, gypsum board, resilient flooring and base, interior painting, high-performance coatings, and restroom accessories. Construction operating hours are limited to 0600 to 1700 Monday through Friday, with any deviations requiring Construction Project Manager (CPM) Jose R Franco-Ramos approval. The project site is partially occupied by the Oregon Department of Vehicles (DMV), requiring that construction activities not disrupt DMV operations through noise, dust, or other impacts. A preconstruction meeting must occur no later than five business days following the Notice to Proceed (NTP). The contractor must provide one female and one male ADA-compliant portable toilet for DMV personnel and clients, cleaned and serviced weekly, and maintain all existing utilities serving the occupied portion of the building.
The specifications establish detailed submittal and coordination procedures requiring contractors to submit action and informational submittals in PDF format to the CPM with a minimum 10-day review period. Substitution requests are permitted only during the bidding process, submitted a minimum of seven days prior to bid closing. The contract documents indicate that ODOT has submitted documents for plan review with local Authorities Having Jurisdiction and will pay the plan review fee; however, the contractor is responsible for obtaining and paying for all construction and trades permits. All equipment must include functional muffling devices, and high-noise operations require two-day advance CPM notification and written approval. The contractor must use dust control barriers during demolition, provide fire extinguishers on site, and comply with construction waste management and recycling requirements. Lock cores and finished hardware will be provided by ODOT following construction completion. As-built drawings must be submitted as one paper copy upon project closeout.
