The pre-solicitation notice indicates no specific set-aside designation and anticipates making multiple awards to create a suite of technically qualified contractors. The contract will be a five-year Blanket Purchase Agreement, with contractors being awarded BPAs as they are determined to be technically competent and contractually responsible. The work will involve comprehensive forest inventory across Connecticut, Delaware, Illinois, and 21 other states, with plot locations randomly distributed and primarily on private lands. Crew leaders will be expected to work independently, conduct physical fieldwork, travel extensively, and use various tools like aerial photography and maps to complete forest inventory tasks.
