About this opportunity
The USDA Forest Service has issued a Special Notice announcing its intent to award a sole source firm-fixed price contract valued at $25,250 to Robert B. Waide for the curation of a long-term avian dataset from the Guanica Netting Project in Puerto Rico. This project involves consolidating 50 years of bird abundance data from the Guanica State Forest that currently exists in various formats across multiple researchers including John Faaborg, Judith Toms, and Wayne Arendt. The contract falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences. The notice was posted on August 25, 2025, with responses due by August 31, 2025, at 11:59 PM EST. The anticipated performance period runs from September 15 through December 30, 2025.
The primary objective is to create a unified dataset that meets Forest Service archive requirements and includes comprehensive metadata to ensure future researchers can access and interpret the historical bird population data. Contractors responding to this notice must demonstrate expertise in data consolidation and research documentation, with preferred qualifications including a PhD in Zoology or Biology, at least 30 years of experience studying Neotropical birds using mist netting techniques, and familiarity with Forest Service Archive systems. The work involves three key phases: determining the scope by identifying all data sources and formats, acquiring and standardizing data while performing quality assurance protocols, and submitting the final dataset to the Forest Service archive. Interested contractors must submit their business details, CAGE code, small business status if applicable, and a capability statement to the contracting officer via email by the specified deadline.

GENERAL:
The Guanica Netting Project has generated 50 years of data documenting changes in abundance of migrant and resident birds in the Guanica State Forest. These data exist in different formats including published papers, paper files, spreadsheets, and field notes that are under the control of multiple researchers (John Faaborg and colleagues, Judith Toms, and Wayne Arendt). The primary goal of this work is to prepare a unified data set that meets requirements for submission to the appropriate Forest Service data archive and that contains sufficient support information to be accessible to future generations of researchers. The challenges in achieving this goal involve identifying the sources and formats of existing data, obtaining relevant data from the owners, homogenizing the data into a single format, verifying that the combined dataset matches the field data, and creating metadata that will allow interpretation and re-use of the data.
These challenges should be addressed in three steps: 1) determine the scope of the task by identifying all sources and formats of relevant data and metadata and assessing the effort required to produce a unified data set; 2) acquire all data and metadata, create common data and metadata formats, unify the data, and carry out Quality Assurance (QA)/Quality Control (QC) protocols to verify data and metadata; and 3) submit data and metadata to the Forest Service archive.
