About this opportunity
The USDA Forest Service has issued Special Notice CALL 44 for Forest Inventory and Analysis (FIA) data collection work in New York and Connecticut. This is a competitive Blanket Purchase Agreement (BPA) Call Order restricted to pre-approved contractors already established on the Northern Research Station's FIA Data collection BPA. The contract covers a two-year period encompassing the 2006 and 2007 field seasons, with the first year serving as the base year and any subsequent year as an option year. The Special Notice was posted on December 19, 2025, with a due date of January 4, 2026. The Forest Service will issue the Call Order via email directly to the 21 eligible companies currently on the BPA. This procurement focuses on field data collection activities in the Northeast region as part of the Forest Inventory and Analysis Program.
The objective of this Call is to collect, analyze, and report information on the status and trends of forests in the Northeast and Midwest regions through standardized field data collection. Contractors must collect data for Urban and P2/Urban plot types, with potential expansion to P2+/Urban and P2+Soils/Urban plot types if the bidder holds or will obtain P2+ certification prior to the performance period start date. Key requirements include crew leader certification through designated training sessions, submission of invoice blocks containing minimum thresholds of plots (20+ urban plots or 10+ other plot types), and adherence to strict quality assurance standards that may result in payment reductions for late deliveries or contract termination for repeated inspection failures. The Forest Service will provide High-Performance Global Navigation Satellite System (HPGNSS) equipment, and contractors must collect coordinate data using survey-grade receivers. Eligibility is limited to the 21 pre-approved companies on the existing BPA, making this opportunity unavailable to new entrants or non-BPA contractors.
