About this agency
The Pipeline and Hazardous Materials Safety Administration (PHMSA), a sub-agency of the Department of Transportation, regulates and funds research into the safe transportation of hazardous materials and the operation of liquefied natural gas and pipeline infrastructure across the United States. PHMSA transacts on both the contract and grant sides: it awards research and operational support contracts while also distributing federal funds to state regulatory commissions and public safety agencies that oversee hazardous materials and pipeline safety within their jurisdictions.
PHMSA has awarded 1,860 federal contracts since 1993 with a combined potential value of $910 million and $861 million in obligated dollars (95% of potential value). Contract activity has declined in recent years: 74 awards in 2022, 77 in 2023, 72 in 2024, 40 in 2025, and 34 year-to-date in 2026. The most recent contract award closed on October 20, 2026. Competition is highly fragmented, with the top five primes by award count holding only 12 percent of recent awards. Global Executive Staffing, LLC leads by award count with 11 awards ($4 million combined potential value), followed by ICF Incorporated, L.L.C. with 7 awards ($4.1 million), while Halvik LLC holds the highest combined potential value ($25.6 million across 5 awards) over the last five years. The remaining 622 distinct prime contractors account for the bulk of activity. Eighty-five percent of awards carry no set-aside designation; small business and 8(a) awards together account for 13 percent, with SDVOSB, WOSB, and HUBZone awards each under 2 percent.
PHMSA has distributed 3,598 federal grants since 2001 totaling $2.21 billion in federal dollars obligated (combined with non-federal share: $2.38 billion). Grant activity has grown: 166 awards in 2021, 232 in 2022, 183 in 2023, 236 in 2024, and 281 in 2025. The most recent grant award closed on October 1, 2025. Grant recipients are highly fragmented, with the top five recipients holding only 8 percent of recent awards by count and 3 percent of federal dollars by value. Texas Railroad Commission leads by federal dollars ($25.7 million across 15 awards), followed by Public Service Commission New York State ($15.5 million across 12 awards). The remaining 598 distinct recipients include predominantly state utility regulatory commissions and public safety agencies. The grant portfolio is dominated by Project Grants (62 percent of awards) and Formula Grants (35 percent), with Cooperative Agreements and Block Grants accounting for 3 percent combined.
Active solicitations include the Office of Hazardous Materials Safety Research Initiative (Broad Agency Announcement PHMSA-26HM-BAA, white papers due November 18, 2026) seeking research on efficient safety standards, energy storage technologies, innovative packaging, emergency response, and rail transportation safety, with award ceilings up to $2 million; the Pipeline Safety R&D Research Announcement 12 (693JK326RA001, due November 2, 2026) for projects funded as Other Transaction Agreements; and the Core Research Program Technology Transfer & Commercialization Advancement solicitation (693JK326RA002, due November 16, 2026) targeting mature technologies at TRL 7–9 ready for commercial deployment. Two pre-solicitations are in market-research phase: a Digital Repository Platform and Physical Library Management System (due November 16, 2026) and an Interactive Liquified Natural Gas Training Platform (due November 16, 2026). All contract opportunities are open to unrestricted competition; no set-asides are designated.
