About this opportunity
The Pipeline and Hazardous Materials Safety Administration (PHMSA), a component of the U.S. Department of Transportation, is soliciting research and development proposals for pipeline safety technologies through Research Announcement 11 (RA #693JK325RA0001). The solicitation seeks innovative research addressing nine specific pipeline safety topics organized across four categories: Anomaly/Threat Detection, Liquid Leak Detection, Liquefied Natural Gas (LNG), and Threat Prevention, including technologies for facility piping inspection, non-metallic pipe inspection, leak detection, LNG facility safety modeling, and human error prevention. Eligible applicants include universities, non-profit organizations, corporations, and private individuals, and proposals will be evaluated on three equally weighted criteria: understanding the challenge, comprehensive project design, and collaboration and technology transfer potential. The proposal submission deadline is 5:00 p.m. EST on Monday, November 3, 2025, with all submissions required through PHMSA's Pipeline Safety R&D Management Information System; questions regarding the solicitation must be submitted by 5:00 p.m. EST on Tuesday, October 14, 2025, to Stephen Jones and Tremayne Terry, with responses posted publicly on SAM.gov by October 18, 2025.
No set-aside designations are applied to this solicitation, and no incumbent contractors are identified in the materials provided. Awards will be structured as Other Transaction Agreements (OTAs) on a fixed-price schedule with quarterly payments contingent upon complete task completion, with project durations ranging from 24 to 36 months. A mandatory cost-sharing requirement applies to all proposals: 50% cost share for technology development projects and 20% cost share for knowledge development projects, with no specified budget ceiling per contract. The place of performance is identified as Washington, DC 20590; applicants must be registered in the System for Award Management (SAM) prior to submission and are required to establish a Technical Advisory Panel comprising at least two pipeline or facility operators and two academic representatives to support their research efforts.
