About this opportunity
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking a contractor to conduct a comprehensive risk assessment of hazardous materials (HAZMAT) package safety within unmanned aircraft systems (UAS) environments. The primary objective is to evaluate the safety performance of existing dangerous goods packaging requirements specific to UAS operations, focusing on operational conditions, potential hazards, and risk mitigation strategies. The solicitation requires a detailed technical proposal that will be evaluated primarily on technical approach and management capabilities, with price being the least important factor. Proposals must be submitted by July 2, 2025, at 5:00 PM EST, to be emailed to Stephen Jones with a cc to Tremayne Terry. The evaluation will prioritize the contractor's ability to analyze UAS-specific operational conditions, packaging standards, and potential risks associated with package containment system malfunctions at altitudes up to 400 feet above ground level.
The contract is not set aside for any specific business category and is open to various qualified entities, including small businesses and academic institutions. The performance period is two years, running from August 1, 2025, to July 31, 2027, with work primarily to be performed off-site and occasional on-site work at PHMSA headquarters in Washington, DC. While no specific budget ceiling is mentioned, the contract is expected to require approximately five full-time and several part-time contractor personnel. The project involves extensive testing, including up to 324 tests across different hazard classes, goods states, and battery types, with deliverables including multiple technical reports, a final comprehensive report, and a project summary. Subcontracting is permitted up to 50% of the total contract value, and contractors may potentially use government labs as subcontractors.
Notice text
The Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Hazardous Materials Safety (OHMS), seeks a contractor with the expertise, capabilities, and experience to evaluate the safety performance of existing dangerous goods packaging requirements in an unmanned aerial systems (UAS) environment. The work will account for operational conditions specific to the carriage of dangerous goods via UAS and the corresponding hazards, the safety performance of existing packaging standards, and identify appropriate risk mitigations. It will also identify potential hazards associated with malfunctions of UAS package containment systems at various cruise altitudes, up to 400’ above ground level (AGL), which could inadvertently drop items during transit. While UAS operations may differ from manned operations in the design and implementation of the safety standards for transporting packages, the intention of adequate safety controls being applied to mitigate risk remains.
