About this opportunity

The Pipeline and Hazardous Materials Safety Administration (PHMSA), an operating administration of the Department of Transportation, solicits research project applications for pipeline safety research and development to be awarded and funded as Other Transaction Agreements (OTAs), with proposals due November 2, 2026 and questions due October 9, 2026.

Place of performance is Washington, DC. The procurement carries no set-aside. PHMSA will conduct comprehensive administrative and technical review to evaluate proposal merit and relevance to specified topic areas, using only materials provided within each proposal. PHMSA reserves the right to fund all, some, or none of proposals submitted and will reject proposals that duplicate work already planned, completed, or validated under recent initiatives. No award will be made if the complete proposal package is missing any required document: the main proposal, Appendices A and B, and all attachments in PDF format except Attachment #3 (Technical and Deliverable Milestone Schedule), which must be submitted as an editable Excel document.

Proposals must include a Team Project Manager, establishment of a Technical Advisory Panel with minimum two to three pipeline or facility operators and at least two academic members, and quarterly progress reports submitted through the R&DMIS database. Financial structure combines government funding with team cost-sharing contributions, with government payments limited to total estimated government funding and contingent upon completion of deliverables per the Technical and Deliverable Payable Milestone Schedule. Invoicing occurs quarterly through the DOT Delphi eInvoicing System with payment expected within 30 days of verified milestone completion. No fixed award amounts or budget caps exist; proposals are evaluated individually on technical merit and cost reasonableness. Accounting system documentation acceptable at proposal submission includes CPA attestations, SF 1408 self-assessments, internal financial documentation, or operational compliance proof; only the prime contractor must submit such documentation. The NAICS code is 54171, Research and Development in the Physical, Engineering, and Life Sciences; PSC is AJ14.

Questions must be directed to Stephen Jones (stephen.jones@dot.gov) with copy to Tremayne Terry (Tremayne.Terry@dot.gov) by 5:00 p.m. EST Friday, October 9, 2026, with research announcement number 693JK326RA001 in the subject line. Responses to timely questions will be posted on SAM.gov within two to three business days after the deadline. PHMSA will not reimburse proposal development costs. All proposals will be treated as sensitive, competitive information used for evaluation and award purposes only.
