About this vehicle
Naval Facilities Engineering Command awarded a $995 million Design-Build and Design-Bid-Build Waterfront multiple-award IDIQ on June 2, 2022, supporting new construction, reconstruction, rehabilitation, and repairs to piers, wharves, warehouses, drydocks, bridges, utilities, and related waterfront infrastructure at locations throughout the State of Hawaii and potentially on Wake Island. The vehicle remains active through June 1, 2027, with approximately 10 months of ordering authority remaining.
The vehicle has obligated $701.3 million of its combined potential value across 24 task orders awarded over four years, with ordering momentum concentrated in 2022 (8 orders) and 2025 (8 orders), but slowing in 2026 with 2 orders as of March 31, 2026. Work involves design-build and design-bid-build delivery methods; projects have encountered hazardous materials and require compliance with NPDES and Department of Army permit requirements. Architects and engineering professionals coordinate multi-disciplined design efforts across general building and renovation scopes.
Competition is highly concentrated. Nan Inc. dominates with 13 orders totaling $453.5 million in combined potential value, representing roughly 65 percent of the portfolio. Hawaii Harbors Constructors JV holds the second position with 3 orders totaling $214.7 million. The remaining four awardees—Kiewit Infrastructure West Co, Manson Construction Co, and The Dutra Group—collectively account for the remaining 35 percent. All task orders are unrestricted, with no set-aside designations applied.
Funding concentration mirrors competitive concentration. Naval Facilities Engineering Command (the contracting office itself) is the dominant customer, placing 10 orders totaling $571.2 million. Navy Installations Command placed 12 orders totaling $71 million. Army Corps of Engineers Engineering District Honolulu and Defense Logistics Agency Energy each placed one order. Task-order values range from $25 thousand minimum guarantees to a peak of $197.9 million for wharf repairs at Joint Base Pearl Harbor-Hickam. Most recent awards (late 2025 and 2026) have centered on drydock and waterfront facility maintenance and upgrades at Pearl Harbor and Pearl Harbor Naval Shipyard, with completion dates extending into 2028 and 2030. All work is firm-fixed-price.
Description
The work includes, but is not limited to labor, supervision, tools, materials and equipment necessary to perform new construction, reconstruction rehabilitation, and/or repairs to piers/wharves; waterfront facilities such as warehouses and drydocks; bridges; site improvements; utilities; maintenance and construction dredging; and other incidental work. The work may involve design-build or design-bid-build projects. Work may encounter hazardous materials. Implement NPDES and Department of Army permit requirements and all applicable Federal, State and local environmental regulations. The vast majority of projects will be located within the State of Hawaii. There may or may not be projects on Wake Island. Task orders will be issued for the work that may require design and construction services. In support of the design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects.
