About this vehicle
The Department of the Navy's Naval Facilities Engineering Command awarded this Master IDIQ for new construction, renovation, and repair of commercial and institutional buildings, by design-build or design-bid-build, at installations in California, Arizona, Nevada, Utah, Colorado, and New Mexico, with orders accepted through November 29, 2026. The vehicle is unrestricted, but two of its three or more IDIQ awards were reserved for highly qualified small businesses under FAR 19.502-4.
Awarded November 30, 2020, the vehicle has about four weeks of ordering authority left, and the most recent task order was awarded January 15, 2026. Orders peaked at 15 in 2024, fell to 6 in 2025, and total 1 in 2026 to date. The 62 task orders carry $2.91 billion in combined potential value, of which $2.89 billion (99%) is obligated, against a stated shared ceiling of $2.5 billion.
Awarded orders are mostly aviation and Marine Corps facilities: F-35C and JSF hangars at NAS Lemoore, NAS Fallon, and MCAS Miramar, barracks (BEQ) repairs at Camp Pendleton and MCAS Yuma, child development centers, range and training facilities, laboratory complexes at NAWS China Lake, and storm and environmental remediation work.
Harper Construction Company, Inc. leads with 15 orders and $817.5 million in combined potential value, followed by RQ Construction, LLC ($558.6 million across 9 orders), The Whiting-Turner Contracting Company (10 orders, $512.6 million), and R.a. Burch Construction Co., Inc. (7 orders). The top five primes by order count hold 71% of orders, and the remaining primes in the 14-firm field hold smaller shares.
NAVFAC is the customer on 37 of 62 orders ($1.88 billion), followed by the Department of the Navy (15 orders, $327.2 million), the United States Marine Corps (3 orders, $168.4 million), Naval Air Systems Command Naval Air Warfare Center (2 orders, $323.9 million), and Naval Installations Command (1 order, $36 million). Nine customer agencies are served in total.
All 62 task orders carry a No Set-Aside Used designation.
Individual orders range from $0.93 million (the MQ25 maintenance hangar at Point Mugu) to $280.5 million obligated (the Michelson Laboratory Complex, P1904). Other large orders include a $213.9 million order for China Lake projects, a $184.4 million JSF hangar at MCAS Miramar, and a $181.5 million F-35C hangar at NAS Lemoore. Completion dates run from 2025 through May 2030. Several orders are $5,000 minimum guarantees, which are contractual floors rather than representative order values. Many minimum-guarantee orders were deobligated to $0 after the minimum was satisfied by the Hunters Point Parcel G order. One order, for child development centers at NBK Bangor, Washington, was terminated for default with $0 obligated.
Performance is concentrated in California, which the source anticipates will receive most of the work, with significant activity at Camp Pendleton, Point Loma and North Island in San Diego, China Lake, Lemoore, Miramar, and El Centro. Nevada (NAS Fallon) and Arizona (MCAS Yuma) also appear, along with Bangor, Washington.
Description
The work to be acquired under this IDIQ is for new construction, renovation, and repair, by design-build or design-bid-build, of commercial and institutional building construction projects at various Government installations located in California, Arizona, Nevada, Utah, Colorado, and New Mexico. The area of coverage may also extend to the entire NAVFAC area of responsibility (AOR) as approved by the NAVFAC Southwest (SW) Chief of Contracting Office (CCO). However, it is anticipated that the majority of the work will be performed in California.
