About this program

The National Institutes of Health administers the INCLUDE (INvestigation of Co-occurring conditions across the Lifespan to Understand Down syndromE) Project under Assistance Listing 93.T21, a research initiative that funds basic science, cohort development, clinical trials, shared research resources and infrastructure, data harmonization, career development and training, and community-engaged research addressing health conditions affecting individuals with Down syndrome and the general population, including Alzheimer's disease and dementia, autism, cataracts, celiac disease, congenital heart disease, and diabetes.

The program launched in June 2018 pursuant to a Congressional directive and operates as an NIH-wide initiative. Multiple grant opportunities under this listing are currently open, with several carrying due dates extending into 2029. PAR-27-117 (INCLUDE Project: Omics Phenotypes Related to Down Syndrome) was posted July 28, 2026 and solicits applications to submit biospecimens for integrated genomic and multi-omics data generation; notably, this opportunity provides no direct funding to applicants but instead funds data generation and integration into the INCLUDE Data Hub for community access. Other active opportunities include PA-27-030 (Institutional Mentored Career Development Award, due July 12, 2029), PA-27-036 (Research Education Program—Research Experiences, due May 5, 2029), PA-27-035 (Research Education Program—Mentoring Activities & Networks, due May 5, 2029), PA-27-034 (Courses, Curriculum & Methods, due May 25, 2029), and PA-27-037 (Predoctoral to Postdoctoral Transition Award, due April 8, 2029).

Funding operates through a mix of Grants and Cooperative Agreements, with awards made annually based on scientific merit, program relevance, and program balance. Eligible applicants span a broad range of domestic entities including higher education institutions, nonprofits, state and local governments, tribal organizations, and for-profit organizations. The program follows standard NIH peer review procedures, with applications reviewed for scientific merit by a scientific review group and for program relevance by a national advisory council or board. Recipients must retain financial and programmatic records for three years from the date the annual Federal Financial Report is submitted.

Other Transactions are awarded based on the criteria stated within the research opportunity announcement for each initiative.

Appeals

A principal investigator may question the substantive or procedural aspects of the review of his/her application by communicating with the NIH Scientific/Research contact, as provided on an initiative.
