About this program
The Department of Transportation Federal Railroad Administration (FRA) is funding capital projects to repair, replace, rehabilitate railroad assets, and improve intercity passenger rail performance under the Federal-State Partnership for Intercity Passenger Rail program (CFDA 20.326), with the most recent grant award dated July 1, 2025.
The program funds concrete asset replacement and service-improvement work: track rehabilitation, bridge replacement and repair, signal and communication system upgrades, station improvements, passenger car and locomotive procurement, maintenance facility construction, and service expansion or frequency improvements on intercity corridors. Recent awards span major Northeast Corridor tunnel and bridge projects (East River Tunnel rehabilitation at $1.577 billion, Hudson Tunnel project at $3.8 billion, Baltimore-Potomac tunnel replacement at $5.115 billion, Susquehanna River Bridge replacement at $2.121 billion), regional infrastructure work (Connecticut New Haven Line upgrades, Chicago Union Station platform expansion), and corridor development planning (service development plans for proposed corridors connecting Boston-Albany, Scranton-New York, Long Island-New York, Cascadia high-speed rail, and multiple regional and national corridors).
The portfolio comprises 121 awards totaling $17.16 billion in federal dollars obligated and $33.8 billion in total project cost (reflecting substantial non-federal matching), split 62 percent Cooperative Agreements (75 awards) and 38 percent Project Grants (46 awards). Award volume has accelerated sharply: four awards in 2021, six in 2022, four in 2023, then 88 in 2024 and 14 through July 2025. FRA is the sole funding agency across all awards.
Award economics range from $500 thousand for corridor identification planning cooperative agreements to multi-billion-dollar capital projects. Mega-awards exceed $1 billion on major tunnel and bridge replacements; typical state-led capital projects fall in the $20–55 million range; corridor development and planning awards cluster around $500 thousand to $5.6 million.
Two active opportunities are open now: FR-FSP-23-004 (FY24-25 National Program, due December 4, 2025, funding capital projects nationwide) and FR-FSP-25-006 (FY24-25 National Program, due February 6, 2026). Eligible applicants include states, local governments, tribal governments, Amtrak acting alone or under cooperative agreement with states, and public authorities. The program gives funding preference to projects where Amtrak is not the sole applicant, joint applications from multiple sponsors, and proposals where the federal share does not exceed 50 percent of total project costs.
