About this opportunity

The Federal Railroad Administration (FRA) is soliciting applications for the Federal-State Partnership for Intercity Passenger Rail Grant Program, which aims to fund capital projects that enhance, repair, and expand intercity passenger rail infrastructure. Eligible applicants include states, interstate compacts, public agencies, Amtrak, federally recognized Indian Tribes, and combinations thereof, with the primary objectives of improving passenger rail safety, reducing the state of good repair backlog, and establishing or expanding intercity passenger rail services. Projects will be evaluated based on readiness, technical merit, and potential benefits, with preferences given to initiatives that improve Amtrak route performance, demonstrate safety improvements, and align with corridor development planning. The FRA will prioritize applications that have a federal share not exceeding 50% of total project costs and those submitted jointly by multiple applicants. Applications are due by January 7, 2026, with a comprehensive five-phase review process to select and award grants.

The funding opportunity will make up to $5,070,784,989 available for capital projects not located on the Northeast Corridor, with potential project scopes including track rehabilitation, bridge replacements, signal system upgrades, station renovations, and equipment procurement. Major Capital Project applicants are encouraged to include a domestic sourcing plan and may request waivers from certain Buy America requirements. The FRA will conduct a thorough evaluation, rating applications as Highly Recommended, Recommended, Acceptable, or Not Recommended, with final selections made by the FRA Administrator. Projects will be concentrated along major rail corridors, targeting improvements in infrastructure, performance, and service expansion across various regions of the United States.
