About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for the Yellow River Little Gin Hole Landing Restoration project, a riverbank stabilization initiative located in Okaloosa County. The procurement is an Invitation to Bid (ITB) for construction services involving wood revetment and bank stabilization measures, utilizing tree materials from proposed harvest locations and implementing specific plantings. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz, and must hold a valid Florida General or Marine Specialty Contractor license. The project requires a mandatory pre-bid conference and site visit on December 10, 2025, at 11:00 AM ET, with attendance required for bid responsiveness. Written questions must be submitted by December 17, 2025, at 5:00 PM ET, with responses anticipated by December 23, 2025. Sealed bids are due by January 8, 2026, at 4:00 PM ET, with a public bid opening the same day, and an anticipated award date of January 13, 2026. Contractors must provide three references for similar projects, submit an Experience Questionnaire, and demonstrate liquid assets of at least five percent of the Base Bid amount.

The FWC encourages participation from minority, women, and veteran-owned business enterprises, requesting that subcontracting opportunities reflect Florida's population diversity. Contractors must establish or maintain an active office within 300 road miles of the project site for projects valued at $200,000 or greater and perform at least 15 percent of management and construction work using their own employees for contracts exceeding $500,000. Performance and Labor and Material Payment Bonds at 100 percent of contract value are required for contracts over $100,000. The project has multiple permits in place, including Army Corps of Engineers Nationwide Permit SAJ-2024-05084 and Florida Department of Environmental Protection Environmental Resource Permit No. 0385443-001-EI/46. The project timeline includes 60 days for construction activities, 30 days for planting, and 90 days for plant watering and monitoring, totaling 180 calendar days from the Notice to Proceed. Liquidated damages are set at $150 per calendar day for delays beyond the Substantial Completion date. The estimated project budget is $720,000, with the contractor responsible for all construction debris disposal, site security, and materials storage.
