About this file

This is an Addendum document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-32C, the Little Gin Hole Restoration Project. The addendum addresses five questions and answers clarifying project specifications and requirements submitted during the competitive bidding process. Key clarifications include confirmation that contractors must possess similar experience in scope and scale of work to be considered responsible bidders, that coir/burlap matting will cover the 10:1 floodplain and 4:1 back slope up to grade with an additional 1-foot berm for runoff control, and that project technical specifications will be provided as project documentation. The addendum also resolves conflicting engineering design specifications regarding burlap fabric elevation coverage by referring bidders to the updated project plans sheet 3. All bid responses are due no later than 4:00 PM ET on Tuesday, January 13, 2026, with the public bid opening scheduled for the same date.

Post-restoration plant maintenance requirements specify that contractors shall maintain and care for seeded areas for eight weeks or until a satisfactory 95 percent vegetation cover has been established, with additional details provided in the technical specifications. The addendum confirms that only the bid amount will be considered when comparing responsive and responsible bidders, meaning lower bids from contractors with less experience may be evaluated equally against more experienced bidders if both meet the responsiveness and responsibility criteria. Protests must be filed with the FWC Purchasing Office within the time prescribed in Florida Statutes Section 120.57(3) and Chapter 28-110 of the Florida Administrative Code.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

To be considered for award, are contractors required to have experience that is identical or very similar to the proposed project? If so, how will FWC weigh that requirement against a lower bid submitted by a contractor with less experience or qualifications?

ANSWER #1

Contractors considered responsible will need to have similar experience in scope and scale of work.

Contractors considered responsive will need to provide all the items required by the bid. Only the bid amount will be considered when comparing responsive and responsible bidders.

QUESTION #2

Please clarify whether coir matting is intended to cover the 10:1 floodplain (in addition to what is covered from the second bank soil lift) and the 4:1 back slope up to the top of the terrace. The engineering plans do not clearly indicate whether the floodplain is included.

ANSWER #2

Based on field observations and discussion during the pre-bid meeting, the intent is now to bring the coir/burlap all the way up the bench and slope (10:1 and 4:1 sections) to grade (where we also intend to add a 1’ berm to control overland runoff). The project plans sheet 3 has been updated to reflect/clarify this.

QUESTION #3

Will project specifications be provided as part of the project documentation?

ANSWER #3

Project technical specifications will be provided as part of the project documentation (attachment 1).

QUESTION #4

What is the required elevation coverage for the burlap fabric on each soil lift? The engineering design shows halfway up (0.5') on one page and full coverage on another. Could you clarify which specification applies?

ANSWER #4

See response to Question #2.

QUESTION #5

Post restoration, how many days of watering are required for the installed plants?

FWC SOLICITATION ADDENDUM 3

ANSWER #5

The contractor shall maintain and care for seeded areas for 8 weeks or until satisfactory (95% cover) stand of vegetation has been established. Additional details will be provided in the technical specifications (attachment 1).
