About this file

This is an Addendum 1 Calendar of Events Update issued by the Florida Fish and Wildlife Conservation Commission (FWC) for solicitation FWC 25/26-32C regarding the Yellow River Little Gin Hole Landing Restoration project. The solicitation seeks competitive bids for riverbank stabilization construction services utilizing wood revetment and bank stabilization measures at the Little Gin Hole area of the Yellow River in Okaloosa County. The project involves construction of stabilization structures using tree materials from proposed harvest locations and implementation of specific plantings. A mandatory pre-bid conference and site visit was scheduled for December 10, 2025, at 11:00 AM ET, with attendance required for bid responsiveness. The addendum updates the critical timeline deadlines: the deadline for written questions has been extended to December 17, 2025, at 5:00 PM ET (with anticipated responses now due December 30, 2025); sealed bids are now due January 15, 2026, at 4:00 PM ET (moved from January 8, 2026); the public bid opening is scheduled for January 15, 2026, at 4:00 PM ET with in-person or teleconference attendance options; and the anticipated award date is January 20, 2026 (moved from January 13, 2026). Bids must be submitted to the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160 and clearly marked with the bid number. All addendum updates and responses to written questions are posted on the MyFloridaMarketPlace (MFMP) Vendor Information Portal.

The estimated project budget is $720,000 with a project timeline of 180 calendar days from the Notice to Proceed, including 60 days for construction activities, 30 days for planting, and 90 days for plant watering and monitoring. Bidders must be registered in both the MyFloridaMarketPlace system and with SunBiz, and must hold a valid Florida General or Marine Specialty Contractor license. Contractors must demonstrate liquid assets of at least five percent of the Base Bid amount and provide three references for similar projects along with a completed Experience Questionnaire. Performance and Labor and Material Payment Bonds at 100 percent of contract value are required for contracts exceeding $100,000. The project is subject to liquidated damages of $150 per calendar day for delays beyond the Substantial Completion date. The FWC encourages participation from minority, women, and veteran-owned business enterprises and requests that subcontracting opportunities reflect Florida's population diversity. Multiple permits are already in place, including Army Corps of Engineers Nationwide Permit SAJ-2024-05084 and Florida Department of Environmental Protection Environmental Resource Permit No. 0385443-001-EI/46.
