The City of Philadelphia is requesting quotes for Yale Locks, Closures and Related Items for various city agencies and departments under Invitation and Bid B2627139, with quotes due June 29, 2026 at 10:30 a.m. through PHLContracts. A 10% local bidding preference applies to certified Local Business Entities for bids of $1 million or less, and the seller's facility must be located within Philadelphia city limits.
The scope is as-needed supply of Yale locks, closures, and related items. The seller must maintain minimum inventory including 24 units of 1210 Cores, 24 units of 840 B Padlocks, 50 key blanks, 6 units of 8707 Series Mortise Lockers, 24 units of 2221 Shell, and 24 units of 1212 Shell in specified keyways, all stamped "DO NOT DUPLICATE." All products must carry original manufacturer warranties. The seller must provide over-the-counter service Monday through Friday from 8:00 a.m. to 5:00 p.m. and maintain delivery within 30 days unless otherwise specified, with liquidated damages of 5% of unit price for delays.
The estimated contract expenditure is $35,000.01. Pricing is structured as cost-plus-markup: parts are reimbursed at the seller's actual acquisition cost from suppliers plus a 5% markup, supported by supplier invoices, with no additional overhead or expenses permitted on parts costs. The contract term is twelve months from award, with options for the City to renew for up to two additional one-year periods at its sole discretion, plus potential three-month additional performance periods.
Award will be made to the lowest responsive and responsible seller offering the lowest markup percentage. All sellers must enroll in the City's Annual Bid Security Program (non-refundable $100 fee) and pay a non-refundable Bid Processing Fee of $25.00 per submission, plus a Performance Security Fee of $25.00. A mandatory pre-award meeting will be held with the apparent low bidder after opening and prior to award; the City reserves the right to conduct a site visit of the seller's facility. Required disclosures include slavery era records, female executive and board member information, and demographic workforce data.
