About this file

This is a Seller Checklist document from the City of Philadelphia Procurement Department for Services, Supplies, and Equipment (SS&E) contracts, specifically related to a Yale Locks, Closures and Related Items procurement opportunity. The checklist outlines the procedural requirements for vendors submitting quotes through the PHLContracts portal for various City of Philadelphia agencies and departments. All quotes must be submitted electronically through PHLContracts no later than 10:30 AM on the bid opening date, with no quotes accepted after the opening. The vendor is responsible for ensuring timely submission and must acknowledge the bid and all amendments before proceeding with quote creation.

Prior to submitting a quote, vendors must pay the Annual Bid Security Fee, Bid Processing Fee, and any applicable Performance Security Fee, and must attach payment receipts to their submission. Vendors must complete all required tabs in the quote portal including General, Items, Questions, Subcontractors, Terms and Conditions, and Attachments. Key requirements include confirming Local Business Entity (LBE) certification status if applicable, entering item pricing, answering all mandatory questions, and submitting required documentation such as the executed Consent and Authorization form, Certificate of Insurance, pricing sheets, and MBE/WBE solicitation documentation. No exceptions are permitted on SS&E contracts, and all validation warnings must be resolved before final submission.
