About this opportunity

The Florida Department of Commerce is requesting proposals for temporary staffing services to support disaster-recovery employment across Florida's 21 Local Workforce Development Boards serving 67 counties, with proposals due September 3, 2026 at 2:30 PM EST and technical questions due August 21, 2026 at 4:30 PM EST.

The contractor will serve as employer of record for eligible Dislocated Worker Grant participants engaged in cleanup, repair, and restoration of properties damaged by declared disasters, and in providing humanitarian assistance to affected persons. Work is performed statewide across all 67 counties served by the LWDBs. The contractor must comply with E-Verify requirements, all federal Dislocated Worker Grant program requirements under WIOA and applicable Department of Labor guidance, and MyFloridaMarketPlace registration.

This is a cost-reimbursement contract with no guaranteed volume; services are provided only upon issuance of Purchase Orders by individual LWDBs or by Commerce on behalf of LWDBs. The contract period runs 36 months from October 1, 2026 through September 30, 2029, with an anticipated contract execution date in October 2026 and expected performance start within 30 days of execution. Commerce reserves the right to issue one or multiple contracts and to renew for up to three additional one-year periods if performance is satisfactory.

The contractor must include all compensation costs—wages, benefits, equipment rental, workers' compensation and employer's liability insurance, and management fee—in its pricing proposal. Commercial general liability insurance minimum of $100,000 per occurrence and $500,000 aggregate is required, plus workers' compensation insurance.

Evaluation is scored on a maximum of 200 points: technical response (140 points), past performance references (30 points), and cost proposal (30 points). All or a portion of this procurement may be funded with federal funds through Commerce's federally approved cost allocation plan. Proposals will be opened at 3:00 PM EST on September 3, 2026.
