About this file

This Addendum No. 1 to Request for Proposal 27-RFP-002-LJ is issued by the Florida Department of Commerce and revises the Calendar of Events for the Workforce Ongoing Temporary Disaster-Recovery Staffing solicitation. The addendum updates critical solicitation timelines, moving the technical questions deadline to August 21, 2026 at 4:30 PM EST, the anticipated posting of Questions and Answers to August 27, 2026, proposals due to September 3, 2026 at 2:30 PM EST, and proposals opening to September 3, 2026 at 3:00 PM EST. The anticipated evaluation of technical proposals is scheduled for September 10, 2026, with a Notice of Intent to Award anticipated on September 22, 2026, and contract execution expected in October 2026. The solicitation seeks temporary staffing services to support disaster-recovery employment across Florida's 21 Local Workforce Development Boards serving 67 counties, with performance services expected to begin within 30 days of contract execution. The contract term is 36 months from October 1, 2026 through September 30, 2029, with renewal options for up to three additional one-year periods contingent upon satisfactory performance.

The contract is structured as a cost-reimbursement agreement with no guaranteed volume, whereby services are provided only upon issuance of Purchase Orders by individual Local Workforce Development Boards or by Commerce on behalf of the boards. Contractor pricing must include all compensation costs encompassing wages, benefits, equipment rental, workers' compensation and employer's liability insurance, and management fees. The contractor must obtain commercial general liability insurance with a minimum of $100,000 per occurrence and $500,000 aggregate, along with workers' compensation insurance, and comply with E-Verify requirements and all federal Dislocated Worker Grant program requirements under WIOA. Evaluation will be scored on a maximum of 200 points, distributed across technical response (140 points), past performance references (30 points), and cost proposal (30 points). All or a portion of this procurement may be funded through federal funds via Commerce's federally approved cost allocation plan, and the contractor must maintain registration with MyFloridaMarketPlace.
