About this opportunity

Waterford Montessori Academy in Waterford, Michigan (Macomb County jurisdiction) is soliciting sealed bid proposals for HVAC improvements at its Midland Campus facility through RFP 1021. The procurement encompasses mechanical, electrical, and structural improvements including installation of new rooftop-mounted Dedicated Outdoor Air Supply (DOAS) units, heat pump systems, ductwork modifications, refrigerant piping distribution, new gas lines, electrical service upgrades from 120/240V to 120/208V 3-phase service with a 1200-ampere main switchboard, structural reinforcing for equipment mounting, boiler abandonment, and removal of existing heating infrastructure. Deliverables include all mechanical equipment installation, ductwork, piping and electrical systems; structural steel beams, concrete pads, and equipment support systems; metal enclosures for exposed piping; and a security fence enclosure with gates for mechanical equipment. The project manual specifies that work must comply with the Michigan Building Code, Michigan Mechanical Code, National Electric Code (2017), ASHRAE 90.1-2013, and ADA standards, with compliance to the Michigan Rehabilitation Code for Existing Buildings. Required contractor qualifications include provision of performance and payment bonds equal to 100 percent of the contract sum, comprehensive commercial liability insurance of $1,000,000, workers' compensation insurance, and automobile liability insurance of $1,000,000, along with submission of references for at least three comparable projects of similar scope and cost. The proposal deadline was initially August 26, 2021 at 1:00 p.m., but Addendum 002 extended it to September 2, 2021 at 1:00 p.m., with public opening scheduled for 1:30 p.m. the same day. The deadline for written requests for clarification was extended from August 19, 2021 at 12:00 p.m. to August 26, 2021 at 12:00 p.m., and contractor post-bid interviews were scheduled for September 3-7, 2021, with anticipated contract commencement on September 15, 2021 and project completion later in 2021. Proposals must include a detailed construction schedule, completed proposal pricing forms with separate line items for Bid Alternate M1, evidence of adequate insurance, three project references, two sworn and notarized statements (one disclosing any familial relationships with Academy board members or employees and another certifying the contractor is not an Iran-linked business), and bid security equal to five percent of the proposal amount.

The procurement contains no specific set-aside designations for disadvantaged enterprises, women-owned businesses, or minority-owned businesses. Contractors must submit sealed proposals containing the required sworn and notarized affidavits, with failure to include either statement resulting in automatic proposal rejection. No incumbent vendors or current contractors are identified in the solicitation documents. The contractor will integrate with existing building systems while performing work, with particular attention to coordination with mechanical, electrical, and structural disciplines and the requirement that the contractor field-verify all existing conditions before proposal submission. The Academy, as a tax-exempt private educational institution, will not pay sales taxes on construction materials delivered F.O.B. to the project site. The solicitation does not specify a budget range or award value; however, the requirement for 100 percent performance and payment bonds indicates the anticipated contract value is $50,000 or more. The Academy reserves the right to accept or reject any and all proposals in whole or in part, to waive informalities or irregularities, and to award the contract to other than the lowest bidder at its sole discretion. Proposals remain irrevocable for ninety calendar days following the due date, and the contractor must provide one-year written guarantees on all work and one-year warranties from all subcontractors and major material suppliers.
