About this opportunity

The State of Oregon Department of Administrative Services (DAS), Enterprise Asset Management Division, is issuing a competitive sealed bid Invitation to Bid (ITB) for comprehensive window washing services at over 67 state-owned buildings across Salem, Eugene, Portland, and surrounding areas, encompassing 38 service locations in total. The scope of services includes interior and exterior window washing, gutter cleaning, solar panel washing, and window ledge cleaning at various facility types such as office buildings, parking structures, laboratories, residences, and shops. Bidders must demonstrate a minimum of five years of experience in window washing services and obtain ASTM WK87344 solar panel cleaning certification prior to or within 60 days of contract award. The initial contract term is two years with Agency options to extend for up to two additional two-year renewal terms, not to exceed ten years and one month total. Services must be scheduled annually between April and September unless otherwise approved, coordinated with the authorized purchaser at least 60 days prior to performance. A mandatory pre-bid conference is scheduled for February 4, 2026 at 9:00 AM in Salem, with mandatory or optional walk-through inspections at service locations from February 4-6, 2026. Bids must be submitted through the OregonBuys electronic procurement system by February 17, 2026 at 2:30 PM Pacific Time, with bid opening at 2:45 PM the same day and a Notice of Intent to Award anticipated for approximately February 23, 2026. Evaluation criteria include competitive sealed bidding methodology with award to the lowest responsible bidder whose bid is responsive and substantially complies with all requirements, with consideration of financial capability, past contract performance, and absence of criminal charges or litigation within the past three years.

Bidders must be registered in the Oregon Business Registry with current business licenses and must comply with pay equity requirements if they have 50 or more employees, as well as maintain non-discrimination policies. The Agency requires submission of a Certified Disadvantaged Business Outreach Plan, though no specific set-asides for disadvantaged enterprises are identified in the solicitation materials. Contractors must provide proof of insurance including workers' compensation, commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate, and automobile liability coverage of $1,000,000 combined single limit. The contractor is responsible for all labor, materials, equipment including lifts, transportation, parking, and necessary permits, with payment terms requiring remittance within 45 calendar days of invoice acceptance. Background clearance is required for all employees and subcontractors prior to accessing state facilities, and contractors must ensure prompt payment to subcontractors within 15 calendar days of receiving state payment and maintain compliance with all applicable Oregon tax laws. No specific budget or award value is disclosed in the solicitation materials, as the Agency reserves the right to order services on an as-requested and as-needed basis through purchase orders.
