About this file

This is a Questions and Answers document issued by the State of Oregon Department of Administrative Services for Invitation to Bid S-10700-00015825 for comprehensive window washing services. The ITB encompasses 38 service locations across over 67 state-owned buildings in Salem, Eugene, Portland, and surrounding areas, with services including interior and exterior window washing, gutter cleaning, solar panel washing, and window ledge cleaning. A mandatory pre-bid conference was held on February 4, 2026, with mandatory or optional walk-through inspections conducted February 4-6, 2026. Bids were due February 17, 2026 at 2:30 PM Pacific Time through the OregonBuys electronic procurement system, with bid opening at 2:45 PM the same day and Notice of Intent to Award anticipated for approximately February 23, 2026. The initial contract term is two years with Agency options to extend for up to two additional two-year renewal terms, not to exceed ten years and one month total. Services must be scheduled annually between April and September unless otherwise approved, with coordination required with the authorized purchaser at least 60 days prior to performance.

The Q&A document addresses four specific inquiries clarifying contract requirements: Pay Equity Certification is required for bidders with 50 or more employees regardless of contract value under $500,000; Section 6.3 Government Bodies refers to the Agency's rights to enter into agreements with governmental bodies rather than private sector bidders; skylights at Service Locations #32, #34, and #35 are included in the scope with changes reflected in Addendum 001; and the "Total for All Buildings" field on the Bid Pricing Form represents the sum of individual service location prices. Addendum 001 was posted on OregonBuys to address scope changes for Service Locations #32, #34, and #35 and the Bid Pricing Form.

Window Washing Services, S-10700-00015825 Q&As – 02/09/2026

Window Washing Services S-10700-00015825 Q&As – 02/09/2026

Q 01: ITB, Section 5.4.1 Pay Equity Certification. If Bidder has 50 or more employees, the Apparent Successful Bidder shall submit to Agency a true and correct copy of an unexpired Pay Equity Compliance Certificate issued to Bidder by the Oregon Department of Administrative Services. See https://www.oregon.gov/das/Procurement/Pages/PayEquity.aspx

The certification requirements state “suppliers with a contract valued at $500,000 or more and that have 50 or more employees are required to take pay equity training and submit a certificate as proof before they may be awarded a contract or price agreement.”

If the contract is less than $500,000, is the Pay Equity Certification still a requirement in this ITB?

A 01: Yes. Pay Equity Certification is required under this ITB if Bidder has 50 or more employees (no matter of the value of the PA).

Q 02: ITB, Section 6.3 Government Bodies. Is what defined in this Section commonly referred to as a “cooperative purchase agreement?”

A 02: No. It refers to rights of the Agency to enter into agreement with a governmental body instead of with the private sector Bidder.

Q 03: Are skylights in Service Locations # 32 (Albina State Office Building), #34 (DEQ/Portland Health Lab), and #35 (Portland Crime Laboratory) included in the scope?

A 03: Yes. Addendum 001 will be posted on OregonBuys and will address the changes to the Exhibit A-1, Exhibit A-2, and Attachment D to reflect the changes in scope for Service Locations # 32, 34, and 35 and Bid Pricing Form.

Q 04: For the dollar amount “Total for All Buildings” on the Attachment D Bid Pricing Form, is the number just a sum of each of the individual service prices?

A 03: Yes. Addendum 001 will be posted on OregonBuys and will reflect the change to the Attachment D, Bid Pricing Form, “Total for All Buildings” field.
