About this opportunity
The City of Tucson Water Department is seeking a qualified consulting firm to assist with the Enterprise Asset Management (EAM) Condition Assessment Program Evaluation through RFP No. 250129. The primary objective is to develop a comprehensive program for identifying and establishing condition assessments for specific water infrastructure assets, including reviewing current Hexagon EAM workflow documentation, conducting a gap analysis, and supporting full-scale implementation of an Equipment Ranking program. Key deliverables include evaluating asset classes and categories, defining assessment survey questions, establishing equipment ranking methodologies, and creating performance and condition scoring mechanisms. The project will initiate discussions on Reliability Centered Maintenance (RCM) and support advanced asset management strategies for capital planning and failure analysis. The RFP was published on April 10, 2025, with proposals due on May 1, 2025, at 2:00 PM local Arizona time. A non-mandatory pre-submittal meeting is scheduled for April 24, 2025, at 11:00 AM via Microsoft Teams. Evaluation criteria will focus on the method of approach, qualifications and experience of the consulting team, and pricing proposal.
The contract appears to have no specific set-aside designations, but potential respondents must comply with various municipal and federal requirements, including provisions outlined in the American Rescue Plan Act (ARPA) terms and conditions. The initial contract term is one year, with the potential for up to four additional one-year renewals. Proposing firms will need to adhere to federal guidelines, including Buy America provisions, equal opportunity requirements, and compliance with clean air and water regulations. The project will utilize Hexagon EAM as the existing infrastructure, and consultants must be prepared to integrate with this system. While specific budget ranges are not explicitly stated in the documents, the pricing proposal spreadsheet includes templates for hourly rates covering ten project categories, suggesting the contract will be structured as a time and materials engagement. Contractors must also provide necessary insurance coverage and comply with living wage ordinances and non-discrimination policies. The City of Tucson reserves the right to negotiate terms and potentially award multiple contracts based on the comprehensive evaluation process.
