About this opportunity

The City of Tucson is seeking proposals for a Waste Oil Collection and Recycling contract through RFP No. 250077, targeting the collection and recycling of waste oil and miscellaneous items from various city facilities. The procurement involves collecting motor oil, gear oil, hydraulic oil, transmission oil, and diesel from departments including Environmental Services, Fire Department, Water Department, General Services, Golf, and Parks and Recreation. Qualified offerors must provide comprehensive collection services, including supplying containers, collecting materials within one business day of notice, and certifying that all collected materials are recycled or reprocessed. A pre-submittal conference is scheduled for Wednesday, January 15, 2025, with proposals due on Thursday, January 30, 2025, at 2:00 P.M. local Arizona time. Evaluation criteria will include method of approach, qualifications and experience, and revenue share proposal. The initial contract term is one year, with potential extensions for up to four additional one-year periods.

The solicitation emphasizes Section 3 compliance, requiring contractors to ensure that 25% of total labor hours are performed by Section 3 Workers, with 5% specifically performed by Targeted Section 3 Workers. Businesses can qualify as Section 3 Business Concerns by meeting specific ownership and labor hour requirements, with priority given to low-income residents and public housing residents. While no specific incumbent vendors are mentioned, the contract allows for potential cooperative purchasing agreements with other agencies. The City will not guarantee specific oil collection quantities and reserves the right to inspect facilities and audit contractor operations. Contractors must be fully licensed, permitted, and insured, with comprehensive insurance coverage including commercial general liability, automobile liability, and workers' compensation. The revenue model requires offerors to propose a percentage of material sale price to be paid to the City after each removal cycle, with historical revenue figures from collection sites ranging from $25.25 to $34,346.80.
