About this opportunity

Sarasota County, Florida is requesting bids on the Vault Room and Oil Room Project under IFB #262820MKM, with bids due August 26, 2026. The project is funded in whole or in part by the Federal Transit Administration, which imposes Davis-Bacon prevailing wage requirements, 100% performance and payment bonding, Buy America Act domestic preference for materials and equipment, and Disadvantaged Business Enterprise participation goals — standard FTA compliance obligations that override local and American business preferences.

The scope encompasses expanding the existing vault room from one to two vaults through building expansion, stucco repair, interior and exterior painting, oil room modification, and installation of overhead doors at the Breeze Transit facility, 5303 Pinkney Avenue, Sarasota. Work includes insulated service coiling doors rated for 159 mph wind speed with electric operators and control stations; compressed-air piping (Schedule 40 black steel, 200 psig or less) with mechanical filters; and fluid lubrication systems with UL 142 aboveground storage tanks, piston pumps, dispensing reels, and overfill alarms. All systems must be field-tested at specified pressures and pressures, and contractors must provide operation and maintenance manuals, one-year warranties, spare parts, and training for up to ten owner personnel.

Minimum qualifications require demonstrated experience within seven years on two building additions of at least 400 square feet each, fluid dispensing system installation in active shop or industrial environments, replacement of two or more overhead doors in commercial or industrial facilities, and exterior stucco repair and painting on commercial, industrial, or government projects. The contract requires a 5% bid bond and, for bids of $200,000 or more, 100% performance and payment bond. Insurance requirements include Workers' Compensation per Florida Statutes Chapter 440, Commercial General Liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $2,000,000 each occurrence and aggregate.

Substantial Completion is required within 147 calendar days from issuance of the Project Purchase Order and Notice to Proceed, with liquidated damages of $400 per day for delays beyond Substantial Completion and $100 per day for delays beyond Final Acceptance. The contract will be awarded to the responsive and responsible bidder submitting the lowest total bid price, provided the bid is reasonable and in the County's best interest. Bidders must submit through OpenGov Procurement at https://procurement.opengov.com/portal/scgov; pre-bid meetings and site visits, if scheduled, will be posted on the County's Calendar of Events.
