The project scope encompasses expanding the existing vault room from one to two vaults through building expansion, stucco repair, interior and exterior painting, oil room modification, and installation of overhead doors at the Breeze Transit facility located at 5303 Pinkney Avenue, Sarasota. The project includes installation of insulated service coiling doors rated for 159 mph wind speed with electric operators, compressed-air piping systems using Schedule 40 black steel rated for 200 psig or less with mechanical filters, and fluid lubrication systems with UL 142 aboveground storage tanks, piston pumps, dispensing reels, and overfill alarms. All systems require field testing at specified pressures, and contractors must provide operation and maintenance manuals, one-year warranties, spare parts, and training for up to ten owner personnel. Bids were due August 26, 2026, with substantial completion required within 147 calendar days from issuance of the Project Purchase Order and Notice to Proceed. Liquidated damages of $400 per day apply for delays beyond Substantial Completion and $100 per day for delays beyond Final Acceptance.
Bidders must demonstrate minimum qualifications including experience within seven years on two building additions of at least 400 square feet each, fluid dispensing system installation in active shop or industrial environments, replacement of two or more overhead doors in commercial or industrial facilities, and exterior stucco repair and painting on commercial, industrial, or government projects. A 5% bid bond is required, with 100% performance and payment bonding mandatory for bids of $200,000 or more. Insurance requirements include Workers' Compensation per Florida Statutes Chapter 440, Commercial General Liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $2,000,000 each occurrence and aggregate. The project is funded in whole or in part by the Federal Transit Administration, which imposes Davis-Bacon prevailing wage requirements, 100% performance and payment bonding, Buy America Act domestic preference for materials and equipment, and Disadvantaged Business Enterprise participation goals. Award will be made to the responsive and responsible bidder submitting the lowest total bid price, provided the bid is reasonable and in the County's best interest.
